About this file
This is a Statement of Work (SOW) from the US Department of Agriculture (USDA) National Resources Conservation Service (NRCS) for furnace replacement at the Big Flats Plant Materials Center in Corning, New York.
The project scope requires removal of an existing 1990 Rheem natural gas furnace (131,000 BTU) and installation of a new high-efficiency furnace (minimum 95% AFUE rating) serving a 2,851 square-foot warehouse/shop building. Pre-installation tasks include site inspection and load calculation using Manual J or equivalent engineering methodology, gas supply pressure verification, and venting path confirmation per NFPA 54. The contractor must remove and dispose of the existing furnace and solar system piping in compliance with local regulations. Equipment specifications mandate a furnace with modulating heat stages sized appropriately for the space, reuse of existing ductwork with sealed connections and upgraded insulation, installation of a programmable thermostat, and a carbon monoxide detector compliant with NFPA 720 and ANSI/UL 2034. Installation tasks include mounting on existing or new platform, natural gas line connection with leak-free fittings, Category IV venting using PVC/CPVC piping, condensate drain installation, and electrical connection to a dedicated 120V circuit with proper grounding. Testing and commissioning require combustion analysis, verification of CO levels below 100 ppm, thermostat operation verification, temperature rise measurement within manufacturer specifications, and static pressure and airflow verification. The contractor must provide as-built drawings, equipment manuals, warranty documentation, and a final inspection report with installation date, equipment model and serial numbers, gas adjustment readings, firing rate, temperature readings, and venting system verification. Deliverables include 10-year parts warranty and 20-year heat exchanger warranty from the manufacturer, plus 1-year labor warranty from completion. The estimated project duration is 1-2 business days. Facility access is limited to 8:00 a.m. to 4:30 p.m. Monday through Friday, with coordination required for outside hours. The contractor must be trained and qualified personnel only, maintain a superintendent on-site during work, and comply with all applicable OSHA regulations, NFPA codes, NEC standards, and ASHRAE requirements. Equipment registration is required within 60 days of installation. The NAICS code is 238220 (Plumbing, Heating, and Air-Conditioning Contractors) and PSC code is N045 (Installation of Equipment: Plumbing, Heating, and Waste Disposal). County permits are not required. Proposals must include the unit type, size, model number, lower temperature rating, and a full manufacturer brochure.

Project Replace Existing Furnace with New High-Efficiency Natural Gas Furnace at Big Flats, NY Plant Materials Center, Shop/Warehouse Building.
Location:
USDA NRCS Big Flats Plant Materials Center 3266 State Route 352 Corning, NY 14830
General Information
1.0 Scope of Work
This project covers the removal of the existing heating unit and installation of a new, high-efficiency (AFUE rating of 95% or more) natural gas furnace to provide reliable heating for the 2851 sq. ft. warehouse/shop building, at the location mentioned above. The work will include all necessary labor, materials, and testing to ensure safe and optimal operation.
Removal and disposal will be off-site by contractor. Pictures are in attachment. All work shall be performed in accordance with all applicable codes, and standards (OSHA, NEC, NFPA, ASHRAE).
2.0 Background
The current system, installed in 1990, is a Rheem up flow, natural gas furnace (model number-RGDA-17EA-JR/ serial number EN3D107 M3989 6972). The current unit is not functioning properly and upon inspection as well as age of unit, needs to be replaced with a new, high-efficiency natural gas unit. Current unit is 131,000 BTU’s.
Contractor Requirements
3.0 Technical Requirements / Tasks
Note: All waste material and debris shall become the property of the contractor. The contractor shall remove and dispose of all waste in accordance with all codes and regulations
Pre-Installation:
Site inspection and load calculation to confirm capacity. Use Manual J from American Society of Heating, Refrigerating, and Air-Conditioning Engineers; or other approved engineering method to calculate heating load estimates and select the furnace.
Verify gas supply pressure.
Confirm venting path per NFPA 54 (National Fuel Gas Code) and manufacturer specs.
Removal & Disposal Disconnect and remove the existing furnace.
Properly dispose of old equipment in compliance with local regulations..
Remove solar system piping that is no longer needed and cap and pipes and lines correctly. See photos on attachment.
Equipment Supply Furnace-Provide and deliver an adequate natural gas furnace for space and square footage.
Minimum AFUE rating of 95% BTU input/output-
Modulating heat stages Ductwork
Reuse as-is, seal all connections, and make sure insulation is adequate and upgrade where necessary.
Inspect piping for leaks prior to installing insulation.
iii. Clean existing ducts.
iv. If the existing ductwork is undersized for the new equipment, recommend modification and include in quote.
c. Thermostat
