(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

Factor 1: Technical Capability The government will evaluate technical capability using information contained in the quote, focusing on the product and if it matches the specs.

Factor 2: Past Performance The Government will evaluate past performance using information contained in the Contractor Performance Assessment Reporting System (CPARS), focusing on the relevance and quality of previous work. The Government may select a quotation with a superior delivery schedule even if it is not the lowest-priced quotation, if the Government determines that the advantage in delivery schedule provides best value.

Factor 4: Price The offeror’s price will be evaluated for reasonableness, realism, and competitiveness by considering current market conditions, prior purchases of similar work, the level of competition, and comparison to the IGCE.

(b) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of provision)

---Addendum to 52.212-2---

The Government may perform a comparative evaluation (comparing offers to each other) to select the contractor that is best suited and provides the best value, considering the evaluation factors in this solicitation.
