About this file
This is a Statement of Work (SOW) for water testing and treatment services at the LBJ Work Center located within the National Forests and Grasslands in Texas (Caddo-LBJ National Grasslands), effective June 2026.
The contractor must provide all labor, materials, chemicals, and transportation necessary for sampling, testing, operation, and maintenance of the potable water supply. All work shall comply with the U.S. Environmental Protection Agency's National Primary Drinking Water Regulations (40 CFR 141). Potable water testing requirements include total coliform and E. coli coliform tests on all area sites one time per 30-day period, with immediate re-sampling of any positive results and Forest Service notification by phone. Annual nitrate sampling and testing is also required. Test results must be submitted to the Forest Service Contracting Officer's Representative (COR). For water system operations, the contractor must supply and operate an NSF-approved sodium hypochlorite chlorination system calibrated to maintain 0.5-1.5 ppm chlorine residual. Weekly residual samples must be taken, chlorine barrels kept full, and metering pumps maintained operational. The contractor must maintain daily logs at well houses documenting date, meter readings, chemical amounts added, chlorine residual, and operator initials. Well houses and facilities must be kept neat and clean. During the base year only, the contractor must conduct a pre-work conference within 10 days of contract award and fine-tune chlorinators within 30 days of award to achieve 0.5-1.5 mg/L free chlorine at the kitchen sink; the government will provide the initial 10 gallons of chlorine.
