Project Indian Lake and Tipsaw Lake Dam Erosion Repairs

General Information

1.0 Scope of Work

This project consists of repairing erosion area in the Indian Lake Dam and Tipsaw Lake Auxiliary Spillway. The work would include backfill eroded ditch/areas with aggregate and fill material. Reshaping the existing ditch along the spillway and removing vegetation along the spillway. Indian Lake will also have additional Rip Rap added to the face of the dam. Seed and straw disturbed areas.

Restoring the access roads to the project and adding aggregate.

2.0 Background

The Hoosier NF has several flood control dams located in Perry County Indiana. The Indian Lake dam was constructed in 1968 and has a reservoir size of 152 Ac.at normal pool elevation. The dam structure had a slump that was repaired in 2025. The top of the dam is also part of the Two Lakes Trail system. The Tipsaw Lake dam was constructed in 1967 and has a reservoir size of 131 Ac.at normal pool elevation. The Dam has had the outlet pool improved with Rip Rap and an Early Warning System added. The top of the dam is also part of the Tipsaw Trail system. Both dam structures have yearly mowing done to manage the vegetation and the inlet structure is cleaned of debris.

Contractor Requirements

3.0 Technical Requirements / Tasks

Describe the specific tasks or work the contractor must perform. Provide directions on any specific methodologies.

Project work items list.

o Contractor will fill and compact eroded ditch areas in the auxiliary spillway for the dam. The Indian Lake eroded areas range from 6” depth up to 5’ in depth, the approximate area in S.F is 11,000. The Tipsaw Lake eroded areas range from 6” depth up to 5’ in depth, the approximate area in S.F is 16,000. The areas along the edge of the spillways are a “V” style ditch to drain the adjacent bank area. The contractor will be required to re-establish the ditch line. FS will work with contractor to ensure the location of the ditch is properly located.

o The repair areas require backfill material to be placed in lifts and compacted. The maximum lift will be 12”.

Compaction will be a vibratory style compactor.

o The eroded areas over 24” in depth will have #53 aggregates placed in the bottom and compacted, the top 24” layer of backfill will be compacted fill material located onsite.

o The project has #53 aggregate to be used on the project. Indian Lake will have 140 tons and Tipsaw Lake has 120 tons. The aggregate will be used to fill the eroded areas that are over 24”in depth. The remaining aggregate will be used on the access road to repair any damaged areas or placed as directed by the COR. Tipsaw Lake also has 20 tons of #2 aggregate for the Spillway access road.

o The contractor will protect Dam structure from damage that may be caused from neglect of project crew. Items to be protected are the top of the dam from rutting and elevation changes. Excessive vegetation removal. Any signage or marker’s location in or near the project area and the Early Warning System units.

o The contactor will be required to remove brush and small trees along the outside of the Auxiliary Spillway. The area is located 10’ from the edge of the Auxiliary Spillway up the bank (ditch line). The removed trees and brush can be chipped or mowed in place. If larger material cannot be mowed in place and needs a disposal area the contractor will need to request it from the COR and an approved location will be identified.

o The contractor will be allowed to stockpile portions of the aggregate backfill material near the soil backfill sites.

The aggregate stockpile area will be restored to existing conditions prior to project completion. Stockpile locations must be approved by COR prior to creation. The size is limited to 3 truckloads, approximately 60 tons.

o The contractor will be required to maintain the FS Access Road to the existing condition. Damage to the access road will be repaired by the contractor. The contractor may be required to regrade the road to restore to road surface.

o The contractor will supply and place 24” Rip Rap (700 tons) material along the existing edge of Indian Lake as shown on the Exhibit. The rip rap will extend the existing area up the face of the dam approximately 8’. The area will have the top 6” of material removed and placed in a disposal area and geotextile fabric placed under the rip rap. Excess Rip Rap material will be placed around inlet structure to improve the existing armoring. The area above the inlet will have the 20 tons of #2 aggregate placed to fill voids around the rip rap for access to the inlet structure.

o Seeding and Mulching requirements: Seeding for the Dam and areas around it will use Kentucky 31 style mix.

Disposal areas will use the Perennial and Annual Ryegrass seed mix.

o Mobilization will be a separate work item. Mobilization includes the cleaning of all equipment to be used on the project with inspections of equipment required prior to unloading the equipment.

o The project follows Special Project Specifications and Federal Standard Specifications FP-24.

o Optional Work Items – Remove debris from the rip rap area along the water’s edge on the face of the dam. A disposal area will be identified by the COR on site. This work item is for both Indian and Tipsaw Lake Dams.

Project equipment requirements. The following equipment is what is anticipated to complete the project. The project work should be completed using the appropriate equipment for the task.

o Excavation repair work (Excavator, transport truck/off-road truck, etc.) This work can be based on various sized equipment. Equipment should be sized to complete the work in an efficient format.

o Fill compaction requires a vibratory compactor to properly compact the Fill material. Excavation equipment will not be accepted for compaction unless a vibratory attachment is used.

o Grading access road and haul route (Grader, skid-steer, Tractor with 3way blade, etc.). The road section will need to be shaped to restore the existing condition of the FS road.

o Seeding and Mulching (Sid steer with rake, straw blower, etc.). Manual labor may be required to ensure coverage and seed placement.

Project Timeframe, work hours and work area.

o Project timeframe will be between Monday and Friday (workweek) between the hours of 0630 to 1700 CST. No work will be done on weekends or Federal holidays.

o Equipment may be stored onsite during the project but is required to be removed when the project is completed and accepted.

o The contractor is responsible for restoring the areas damage caused by equipment storage, disturbed areas outside the project area and stockpile areas.

4.0 Government Furnished

The project will require access behind closed gates in the Forest. The contractor will be provided with a contractor key for accessing closed areas for the use on the project.

Forest Service will make site visits for inspections and monitoring the progress. A final inspection will be completed once the contactor has completed all the project work and requested it from the COR.

The FS will stake the location of the repair prior to the project start date.

5.0 Deliverables / Schedule

The contractor will notify the COR 48 hours prior to starting the project. This allows scheduled time for equipment inspections and any survey staking needed for the project.

Project areas that have aggregate to be placed will require “Aggregate Weight Tickets” to document the aggregate quantities.

6.0 Contractor’s Key Personnel

The contractor will inform the Forest Service COR of the “Point of Contact” for the project prior to starting and work.

7.0 Security Requirements

Contractors are responsible for securing their equipment and supplies for the project. The FS will not provide special parking areas and/or storage areas for the contractors and/or subcontractors and/or supplies. Equipment storage will be onsite or at locations that are acceptable to the FS.
