About this file
This is a Statement of Work (SOW) for utility infrastructure development at the Upper Baker Site in Monticello, Utah (133 S Pinion Dr, Monticello, UT 84535). The primary scope includes installing water, sewer, and electrical utility lines with connections to existing infrastructure and trailer pads. The water system requires connecting a 2" HDPE blue poly line to the existing 2" poly line between the meter and bunkhouse, with one stop and waste valve installed within 5 feet of the connection point. The sewer system requires a 6" main line connected to the existing bunkhouse sewer with 6" to 3" Wye connections for trailer pads, maintaining drainage slope between 1/8" and 1/4" per foot in compliance with state code. The electrical work requires coordinating with Empire Electric for transformer and drop-down meter installation, with the contractor responsible for determining appropriate conduit and wiring sizing. Water and sewer lines must be maintained 10 feet apart throughout the project.
Option items include trenching and backfilling to 36 inches deep to meet frost line requirements, Grade G Road Base crushed aggregate for trailer pads and roadway, and asphalt apron installation. The contractor is responsible for all communications, permits, and coordination with utility companies. The project location is on National Forest System lands, requiring all construction equipment to be pressure washed before site entry to prevent noxious weed transportation. No water or utilities are available on-site for construction purposes; the contractor must provide temporary toilet facilities (porta-potty) as needed. The contract timeline is 60 calendar days with a start date of Spring/Summer 2027. Staging areas and overnight camping require written approval from the Contracting Officer.
