Cage Wash Room Preventative Maintenance for National Bio and Agro-Defense Facility (NBAF) FY 2027 through 2031 Performance Work Statement for Lynx Model No 810LX SN2569 Preventative maintenance A. Scope of Work

Provide technical support and preventative maintenance (PM) for rack washer detergents and chemicals in a Lynx 810LXS Washer (S/N-2569) in accordance with manufacturer recommendations for one year, with the option years available. NBAF requests that the contractor offer a minimum of phone support while using their product. Support includes washing ability of NBAF equipment using the Quip Laboratory LLC supplies as well as updates on chemicals that may be a better fit than the current detergents for an ABSL-3Ag/4/4Ag facility. The objective of this contract is to support mission critical service by maintaining required equipment through use of washer chemicals. To meet this objective close coordination is required between the Contractor and the Contracting Officer’s Representative (COR). Labor and round trip travel are included with each inspection visit. Recommendations of excess supplies needed on hand to use Quip Laboratory Equipment (e.g. Total eclipse controller and pump) to decrease downtime of equipment repairs must be given to the NBAF.

B. Background The NBAF is a high and maximum containment facility that has a strong need to train their Animal Resource Unit (ARU) and Facilities and Operations Management Unit (FOMU) on repairs that can be performed in-house. The level of containment and building PMs or repairs may restrict visits during certain times of the year. Training is included in this contract to allow ARU or FOMU personnel to be able to perform minor repairs in-house with virtual assistance (phone or modem). NBAF has a need for a preventative maintenance (PM) service contract which will be used to thoroughly track the use of detergents in the Lynx Model Rack Washer and Decontamination Chamber. Service requested must include a thorough inspection of the equipment based on the list supplied by the manufacturer as well as common areas of failure.

C. Technical Requirements/Tasks The contractor shall provide all, labor, equipment, materials, transportation, and supplies for the preventative maintenance of the Lynx 810LXS washer and decontamination chamber while using Quip Laboratory LLC detergents.

a. The specific goal of this service contract is to provide 1 year of PM and 4 option years for a total of 5 years of PM. Maintenance must be performed no less than semi-annually, but should be provided quarterly based on building operation. The maintenance should include a thorough inspection of the equipment including areas of common failure with the equipment and detergents, lubrication of necessary parts (e.g. pump replacement tubing), and calibration (e.g total eclipse controller) as needed. Post PM, the unit must be able to properly clean and sanitize animal caging and equipment, this includes the removal of scale formation without causing unnecessary discoloration and breakage of equipment through harsh chemicals. Caging and equipment must show at least a 90% reduction in adenosine triphosphate (ATP) levels once sanitized through the contractor’s recommended rack washer cycle.

b. During this contract, unlimited in-house factory technical support via phone or email will be provided at no cost to the customer.

c. Estimates shall be provided for repairs no more than 1 week after a problem arises or a PM service is provided. The contractor shall do their utmost to ensure that if the rack washer needs repair that it will be repaired within 30 days. It is understood that parts and labor for repairs are beyond the scope of this contract and will be billed separately but shall still be supplied by the Contractor.

d. A detailed conditional report on the functionality of Lynx Rack Washing and Decontamination Chamber sanitization ability should be prepared by the contractor and reviewed with the point of contact(s) from ARU and/or FOMU.

e. Due to inability for outside contractors to gain access to the facility at all times, training shall be provided when the Contractor is on-site for PM to a minimum of the Animal Resource Unit (ARU) with potential training of the Facilities and Operation Management Unit (FOMU) personnel allowing limited maintenance to be performed by in-house personnel.

f. PM shall be scheduled in advance each year.

D. On Site Requirements

1. The contractor shall furnish a detailed technical proposal based on manufacturer recommendations as well as a detailed cost proposal, including all prime and sub pricing for this SOW and manufacturer recommended maintenance schedule.

1. The rack washer functionality and detergent levels should be inspected based on manufacturer recommendations. The tanks and drums must be inspected during inspections as well as source water control testing. Additionally, a washer overview, control tests, pumps and tubing inspection, and total eclipse controller model quarterly data documented.

2. The period of performance (POP) shall be 365 calendar days with option years.

3. The contractor is responsible for providing services between 0700 and 1630, Monday through Friday except Federal holidays or when the USDA-ARS facility is closed due to unforeseen facility closings. Unforeseen facility closings: meaning when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Contractor will be notified by the COR of the NBAF closure.

4. The contractor shall provide the contracting officer (CO) a list of all employees who will perform the work under this contract. The list shall include name of each employee. The Contractor shall maintain revisions and updates to this list and submit them to the COR on a quarterly basis.

5. Personnel employed by the Contractor or any representative of, or agent of the Contractor, entering this facility shall comply with the facility security regulations. The Contractor shall provide all information required for background checks to meet facility access requirements as performed by the facility security office. Contractor personnel shall comply with all personal identity verification requirements as directed by USDA-ARS Security officer. Each person accessing the site will be required to provide personal details, (full name, DOB, SSN, a real ID DL#) and will undergo a routine background check, such as a National Agency Check with additional inquiries, which may include a criminal and credit check. Details required for the check should be submitted directly to the security officer no later than 10 days prior to the visit. Results of this check may return earlier. However, it should not be planned to have results earlier than 10 days. Contractors need to follow Title 41, Code of Federal Regulations, Part 102-74, Subpart C Rules and Regulations Governing Conduct of Federal Property.

6. If, while on site the contractor/vendor will have access to sensitive information, they must complete a National Disclosure Agreement, along with the required training. This training will likely be completed by reviewing a series of slides covering the topics of the definition of controlled unclassified information (CUI), access, handling, distribution, storage and destruction of CUI. Each person will acknowledge receiving and understanding the training on the NDA. The process should not exceed two hours. Acknowledgement and completion of the NDA will be turned in with the form required for the background check. Results will be returned through the Contracting Officer or Contracting Officer Representative. Contractors must watch a mandatory visitor training video annually to be able to enter the facility.

7. The Contractor shall protect the work, the site, and all existing property and structures within the limits of the service activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the Contractor’s expense, to pre-damaged condition to the satisfaction of the COR. The Contractor shall follow all onsite safety requirements.

8. The Contractor shall always keep work areas clean and free of debris. The Contractor shall work with a government representative to identify means and locations for disposal of old parts, material, and waste.
