About this file
This is a Fire Plan for Construction and Service Contracts applicable to federal construction and service work on U.S. Forest Service lands, effective April 14, 2026, and referenced under FSH 6309.32 and 6309.11.
The Contractor is responsible for fire prevention, suppression activities, and establishing a suppression plan for fires within the contract area as delineated by map. The Fire Precautionary Period runs from June 1 to October 31. The Contractor must prevent employees and subcontractors from setting non-required fires, prevent fire escape, and extinguish all fires that may escape. A qualified fire supervisor must be designated and present during operating hours. The Contractor must certify compliance with fire precautions before beginning operations and update certifications when operations change. The Forest Service retains the right to conduct compliance inspections at its discretion without relieving the Contractor of responsibility for correcting violations.
During the Fire Precautionary Period, the Contractor must equip operating tractors with spark arresters, maintain mufflers per C.P.R.C. Section 4442, and provide mechanized harvesting machines with hydraulic systems and fire extinguishers. Equipment requirements include fire tools at each landing, tractor headlights, shovels (minimum 46 inches), axes, fire extinguishers for vehicles and equipment, power saws with spark arresters, and a water tank truck with at least 300 gallons capacity featuring a pump delivering 23 gallons per minute at 175 PSI, 300 feet of 3/4-inch hose on a live reel, and a shut-off nozzle capable of straight stream and fog spray. Additional requirements address welding, blasting, burning permits, smoking restrictions, storage area clearances, fuel clearing protocols, and communications systems. Project Activity Levels (A through Ev) establish cumulative work restrictions based on fire danger, with Level A representing minimum Section 3 requirements and progressively higher levels imposing constraints on blasting, welding, burning, and hot saw technology operations between 1:00 PM and sunset or after 10:00 AM. The Contractor must report all fires to the Susanville Dispatch Center within 15 minutes of discovery and provide personnel information including the Fire Supervisor and Fire Patrolperson prior to commencing work.
