About this file

This document is a standard federal contracting provision template for the Buy American Certificate (FAR 52.225-2, October 2022 version).

The provision requires offerors to certify that all end products are domestic products, except those specifically listed as foreign end products. Offerors must separately identify foreign end products manufactured in the United States that do not qualify as domestic products, and for non-iron/steel foreign products, indicate whether they exceed 55 percent domestic content (except for commercially available off-the-shelf items). Offerors must also list line item numbers for domestic end products containing critical components. The provision includes three sections for completion: a certification statement, a table for identifying foreign end products with their country of origin and domestic content percentages, and a list of domestic end products with critical components. The Government will evaluate all offers according to FAR Part 25 policies and procedures governing domestic content and Buy American compliance.
