This is a Request for Quotation (RFQ) for road maintenance grading services on Forest Service roads in the Custer Gallatin National Forest, Ashland and Sioux Ranger Districts. The solicitation number is 1240BE27Q0003, issued by USDA-FS CSA Northwest 3 on October 29, 2026, with quotes due by November 10, 2026, at 1:00 PM Mountain Time. This acquisition is set aside for small business concerns under NAICS code 237310 with a size standard of $45.0 million as a Total Small Business Set-Aside. Past Performance:

The Government may utilize any references provided by the Contractor, along with information available from past contracts/orders with the USDA and any information found using sources such as Federal Government sources or the Contractor Performance Assessment Reporting System (CPARS) to determine if the Contractor has acceptable or neutral Past Performance.

FY26 CGNF Ashland and Sioux Road Maintenance

Road Maintenance on the Custer Gallatin National Forest

General Information

1.0 Background and Purpose

1.1. The purpose of this order is to provide road maintenance grading services on Forest Service roads.

2.0 Definitions

Figure 1. Road Structure terms

Berm. A curb or dike constructed to prevent uncontrolled roadway runoff water from discharging onto fillslope.

Crown, inslope, and outslope. The cross slope of the roadway, which aids in drainage and traffic maneuverability.

Drainage dip. A dip in the roadway that intercepts and diverts surface water runoff. A drainage dip does not block the movement of traffic.

Roadbed. The portion of a road between the intersection of subgrade and side slopes, excluding that portion of the ditch below subgrade. Roadbed consists of suitable native soil. It supports the base course and surface course.

Roadside. A term denoting the area adjoining the outer edge of the roadway.

Roadway. A term denoting the area consisting of the traveled way and shoulders.

Shoulder. That portion of roadway contiguous with the traveled way for accommodation of stopped vehicles, for emergency use, and lateral support of base and surface course, if any.

Surface course. The material placed on the base course or subgrade to enhance traction, distribute concentrated wheel loads and resist abrasion and the effects of climate. Surface course may be referred to as surfacing. Surface course consists of an aggregate mixture that may include a binder (plastic fines or bituminous material). It must carry the traffic load, provide a smooth riding surface, and resist skidding and traffic wear while keeping water from penetrating into pavement structure.

Traveled way. That portion of roadway, excluding shoulders, used for the movement of traffic.

Turnouts. Short sections of traveled way constructed with additional width to allow for safe passing of traffic.

Contractor Requirements

3.0 Technical Requirements

3.1. Surface Maintenance. Performance of Surface Maintenance includes grading and shaping the roadbed, including shoulders and turnouts and removing ruts, washes, slough, and other irregularities that prevent normal runoff from the road surface. The end result shall be the restoration and maintenance of the original cross section, grade and drainage of the road. The following standard industry practices will be reviewed during inspections to determine the results will be met.

Grading to restore surface without loss of aggregate/gravel surfacing or disturbance or loss of road base material. Performance on gravel surfaced road shall be accomplished so the base is not disturbed and no surface material is lost in ditches or over the road shoulders. Grading of unsurfaced roads shall be performed so no base material is lost. Surface material shall be bladed from one edge of the road to the other in a berm in order to eliminate any segregation prior to spreading. Sections having segregated materials after spreading shall be reprocessed and spread. Oversized or unsuitable material shall be wasted over the adjacent fill slope at least 100’ away from streams. If work operations produce excess material, feather it out or haul it away.

Avoid sidecasting in locations where erosion will carry materials into streams. Avoid leaving a berm that channels water down the road unless it is routed into an effective vegetation filter which removes sediment.

No berm or ridge of any material shall be left along either shoulder of the roadbed unless directed by the Contracting Office or designated representative.

Elimination of ruts, potholes, and washes. These defects shall be repaired by scarifying or cutting to the bottom of such defects to provide for uniform compaction of roadbed material.

Large rock or organic material removed from drainage facilities during cleaning process shall not be used as fill.

Repair of Settlement sections shall be performed where possible by cutting from the roadbed on each end of the settled area and filling into the settled area to provide smooth transitions to adjacent road grades. If this will not accomplish the objective, the COR shall be informed.

Grading and shaping operations shall not undercut road backslopes.

Sections of roads constructed without roadside ditch shall be uniformly insloped or outsloped the entire width of the roadbed, unless otherwise specified on each individual task order (i.e. crowning). The inslope or outslope grade shall be a minimum of 2 percent and a maximum of 4 percent unless staked otherwise on the ground.

Existing drainage dips shall be cleaned and the outslope grade restored to equal or exceed the gradient of the road.

Sections of roads constructed with a roadside ditch shall be bladed and reshaped to maintain crown at centerline of the roadbed, or insloped except on curves where crown is omitted. Road cross section shall slope uniformly both ways from crown apex to shoulders at a minimum grade of 2 percent and a maximum grade of 4 percent.

At the conclusion of the grading and shaping operations the roadbed shall be smoothed and dressed to produce a uniform grade and cross section and a surface free of hollows, depressions, and projections above the adjacent roadbed surface. No berm or ridge or any material shall be left along either shoulder of the roadbed unless directed by the COR.

Compacting - When specified by the forest service compact the traveled way to a uniform density that does not deform or rut under passenger vehicle traffic.

4.0 Deliverable / Schedule

It is estimated that the work will begin 11/23/2026. The contractor shall be required to: 1) Commence Work under this contract within 10 calendar days after the Notice to Proceed is received, 2) Prosecute the work diligently, and 3) Complete the entire project, ready to use, no later than 10/30/2027. The time stated for completion shall include final cleanup or the premises.

5.0 Government Furnished

Road segments identified for work will be designated by:

☒ Highlighted locations displayed on a georeferenced map intended for use with mapping apps like Avenza maps.

6.0 Performance Requirement Measures

Performance Objective

Required Task or Deliverable

Performance Standard Method of Surveillance Positive/Negative Incentive % for NOT meeting the Task

3.1 Road

Grading

A road surface suitable for driving reasonable speeds in a passenger vehicle.

Roadways must be maintained so they are free of potholes, washboards, or any other defects that would cause a passenger vehicle to slow below speeds normally travelled on the road.

Forest Service personnel will randomly inspect work for the performance standard no later than 5 days after work has been performed.

Not meeting the performance standard may result in a recommendation to not exercise option years.
