About this file
This is a Statement of Requirements for a five-year Indefinite Delivery-Indefinite Quantity (IDIQ) contract with the U.S. Forest Service (USFS) Baldwin/White Cloud Ranger District of the Huron-Manistee National Forests. The contract will secure services to grow, clean, package, and deliver native savanna seed mixes to support oak-pine savanna restoration efforts aimed at reducing fuel loads and wildfire risk in the Wildland Urban Interface areas while enhancing wildlife habitat and recreation opportunities. Only one IDIQ contract will be awarded. Historical annual orders are valued around $75,000 per year.
The seed mix specification requires 22 species of wildflowers and 5 species of grasses totaling 12.1875 pounds per acre. Seeds will be ordered in acre-based increments, with the first task order (Line Item 0002) requiring 268.125 pounds to plant 22 acres. The contract base line item (CLIN 0001) requires per-pound pricing, while CLINs 0002, 2001, 3001, 4001, and 5001 will be issued as task orders during their respective ordering periods. All seeds must be genetically appropriate native plant material with preference for Lower Peninsula of Michigan origin, or alternatively from Michigan, Wisconsin, Minnesota, northern Indiana, northern Illinois, or northern Ohio in order of preference. Each seed species must be individually packaged with labels indicating scientific name, percent pure live seed, weight, origin, and production year. The IDIQ contract period runs five years from award date, with task orders allowing one calendar year for seed production and a delivery date of November 15 of the following calendar year. Task Order 1 has a delivery date of November 15, 2027.

STATEMENT OF REQUIREMENTS
The purpose of this solicitation is to establish a five-year Indefinite Delivery-Indefinite Quantity (IDIQ) contract for native savanna seed mix. This IDIQ contract will secure services to grow, clean, package and deliver native savanna seed mixes to improve oak-pine savannas within the Baldwin/White Cloud Ranger District by increasing cover of native wildflowers and grasses via seeding. Obtaining and seeding savanna seed mixes is one of an ongoing series of treatments to convert forested areas that have higher fuel loads with dense pine, ladder fuels, snags, dead and down, leaf litter, stumps, and dead branches to oak-pine savannas with woody and herbaceous vegetation that is fire adapted. Establishing oak-pine savannas will reduce fuel loading and create natural fuel breaks in a highly fragmented landscape with private property frequently adjacent to federal lands, reducing the risk of high intensity catastrophic wildfires within the Wildland Urban Interface areas. Restoring savanna with native seed will create excellent habitat for game species that will improve hunting, fishing, and wildlife viewing, as well as enhance scenery. This will provide the pulic not only multiple recreational opportunities but support the local economy through visitation. The actions, as described, meet two of USFS Chief Tom Schultz 2026 priorities: Wildfire Readiness and Response and Recreation Access and Infrastructure.
Actual seed orders will be accomplished by the award of Task Orders to the company that is awarded the IDIQ contract. Only one IDIQ contract award will be made. Through the issuance of previous mulitple Task Orders yearly, the Baldwin/White Cloud Ranger District of the Huron-Manistee National Forests has historically placed annual orders valued around $75,000 a year.
Line Item (CLIN) 0001 in the Schedule of Items requires a per pound (lb) price and will be used as the base CLIN for the awarded IDIQ. CLIN 0002 is the first Task Order that will be awarded to the successful IDIQ contract awardee. CLIN’s 2001, 3001, 4001, and 5001 will be issued as Task Orders during their respective ordering periods.
Seed will be ordered in increments of 12.1875 lbs, the amount required to plant one acre of land. The following table specifies species and quantities per increment of 12.1875 lbs:
Wildflower Species Common Name Quantity Per Acre Achillea millefolium common yarrow 7 oz.

Native savanna seed mixes required for seeding will be grown, cleaned, and packaged and delivered to the Baldwin/White Cloud Ranger District. Task Orders will allow for one calendar year for seed production.
According to Forest Service Plant Materials Policy FSM 2070 and Huron-Manistee National Forests Land and Resource Management Plan, land management projects should use locally sourced native plant seed that is genetically appropriate and adapted to on-the -ground ecological conditions. The genetic origin of each seed species will be confirmed during the issuance of Task Orders.
Seed is preferred to be from Lower Peninsula of Michigan. If Lower Peninsula of Michigan genotype is unavailable, the Contractor will contact the Contracting Officer Representative (COR) to locate and obtain approval to use other acceptable sources for the seed mix. In general, order of preference for other acceptable sources will be seed from: 1) Michigan; 2) Wisconsin; 3) Minnesota; 4) northern Indiana; 5) northern Illinois; and
6) northern Ohio.
If seed for specific species or location origin becomes unavailable, the Contractor will contact the COR to identify and obtain approval to use other acceptable substitutions. In general, substitutions will follow guidance from the Plants Used list in Appendix C of the USFWS KBB Recovery Plan and the Selecting Plants for Pollinators Laurentian Mixed Forest Province Regional Guide for Farmers, Land Managers, and Gardens (attached).
Native savanna seed will be packaged into individually sealed bags labeled for each species with labels indicating scientific name, percent pure live seed, weight in pounds or ounces, origin, and production year. Seed will be packaged in a commercially acceptable way that prevents product damage and loss.
The IDIQ contract period of performance is for a period of five years from the date of contract award. Task Orders will have a delivery date of November 15 of the next calendar year. Task Order 1 (Line Item 0002) has a delivery date of November 15, 2027.
