The contractor must furnish all labor, management, supervision, transportation, materials, equipment, and supplies necessary for performance. Performance standards are specified at a minimum quality level for tasks including waste receptacle servicing, carpet vacuuming, floor cleaning and mopping, door and light switch cleaning, drinking fountain cleaning, exterior entrance cleaning, cobweb removal (monthly), and annual carpet shampooing. Restroom-specific requirements include monthly shower cleaning and disinfection, biweekly fixture cleaning and disinfection, product dispenser servicing, and floor maintenance. Additional areas requiring service include lobbies, smoking areas, main entrances, conference rooms, break rooms, and kitchens. The contractor must supply bio-based products to the maximum extent feasible, with all consumables meeting USDA Designated Bio-based Products List standards when practicable. Required supplies include unscented liquid hand soap, 2-ply or better toilet paper, paper towels, seat covers, trash bags with minimum 25% recycled post-consumer content, and various cleaning products in specified categories. The Government will provide secure lockable storage space and keys; all keys must be returned upon contract completion before final invoice payment is authorized. Federal security clearance adjudication is required for the contractor and employees.

Any prospective contractor desiring an explanation or interpretation of the solicitation, drawings, specifications, etc., must request it in writing from the Contracting Officer soon enough to allow a reply to reach all prospective contractors before the solicitation closing date. Oral explanations or instructions given before the award of a contract will not be binding.
DESCRIPTION/ SPECIFICATIONS/ STATEMENT OF WORK
1. Scope of Work
Description of Work: The intent of this contract is to furnish janitorial services for the Plumas National Forest on the Beckwourth Ranger Station, Mount Hough Ranger Station, and the Plumas National Forest Supervisor’s Office.
Contractor Responsibility: The contractor shall provide all management, supervision, labor, personnel, transportation, materials, equipment, and supplies, except as otherwise specified, necessary to provide janitorial services at the Plumas National Forest Supervisors Office and Mount Hough Ranger Station in Quincy, CA and the Beckwourth Ranger Station located in Blairsden, CA. All work shall be performed in accordance with this performance work state and all federal, state and local laws and regulations.
2 Project Location & Description This project encompasses offices in three locations on the Plumas National Forest.
Site visit is available by appointment only. If your company would like to tour the buildings to be serviced prior to developing your quote, contact the Contracting Officer to schedule an appointment.
Location 1: Beckwourth Ranger District, located at 23 Mohawk Road, Blairsden, CA 96103 The Beckwourth Ranger Station consists of 4 buildings and includes 40 carpeted rooms, 7 restrooms (1 with a shower), reception area, conference room/break room/kitchen, hallways, and 1 janitor closet. Estimated square footage is 9,889.
Location 2: Plumas National Forest Supervisor’s Office, located at 159 Lawrence Street, Quincy, CA 95971 The Supervisor’s Office consists of 6 buildings and includes 50 carpeted rooms, 14 restrooms (2 with single unit showers), reception area, 3 conference rooms, 2 break room/kitchens, hallways, and 2 janitor closets. Estimated square footage is 20,526.
Location 3: Mt. Hough Ranger District, located at 39696 Hwy 70, Quincy, CA 95971 The Mt. Hough Ranger Station consists of 2 buildings and includes 31 carpeted rooms, 9 restrooms (2 with showers), reception area, conference room area (including 1 large, carpeted classroom, hallway, laundry area, and 4 of the restrooms mentioned above, 2 with showers), break room/kitchen, hallways, and 1 janitor closet. Estimated square footage is 12,500.
Accessibility (all locations): Typically, 2-wheel drive vehicles can access all sites; however, in winter months a 4-wheel drive vehicle may be necessary depending on weather and road conditions, at the Contractor’s discretion.

3 Estimated Start Date & Contract Time
Start: 05/01/2026 Time: 12 months for Base Year at 104 Service days for each location for base year.
Optional: Four (4) additional consecutive twelve-month periods of 104 Service Days for each location, for each Option Year.
4 Restrictions on Work Nothing in this part shall be construed to take away any of the Government's rights under the Suspension of Work Clause (52.242-14).
5 Workdays and Hours of Work:
Work shall be performed Monday through Friday between the hours of 8:00 AM and 4:30 PM on at least two (2) non-consecutive days each week. Adjudication of Federal security clearance for contractor and contractor’s employees shall be required, and work may be required outside of regular business hours (evenings and on weekends), subject to agreement with the Contracting Officers Representative (COR) and contract inspectors for each site.
Work may not be performed on federal holidays, or during other office closures. Work that would normally have been scheduled on a closure day will be rescheduled for the next weekday that the offices are open.
Scheduling of designated workdays and times within these parameters will be agreed on by the Contractor and Contracting Officer prior to work starting under the contract. Contractor shall submit the names and phone numbers of employees to the COR who will be arriving for work at each location and at what time. Variances shall be reported to the COR before the scheduled work time.
Changes in schedule, other than emergency circumstances (e.g., snowstorm/fire/power outage preventing safe access on normal workday) must be by bilateral agreement of the Contractor and the COR.
a. Licenses and Insurance Worker’s Compensation Insurance:
The Contractor shall provide evidence of Worker’s Compensation Insurance or a valid reason that exempts the Contractor from the requirement. NOTE: The Contractor working alone is not required to carry the insurance.
If the Contractor fails to provide the documentation within 10 calendar days after contract time begins, the contract may be terminated for cause in accordance with FAR 52.212-4.
b. Technical Requirements This is a performance-based contract that expresses the Government’s requirements in the form of minimum quality standards to be met.
6 General/All Areas The Contractor must determine the optimal work schedule, resource allocations, and performance methods to achieve a work product that meets the standards set forth in the following pages.

7 Contractor-Furnished Equipment and Supplies
The following secure lockable storage space for a limited number of supplies and equipment will be provided to the Contractor.
Beckwourth Ranger District: One janitorial space Supervisor’s Office: One janitorial space Mt. Hough Ranger District: Two janitorial spaces. One janitorial space in main office located on the second floor, and one janitorial space in the upper conference room.
Unless otherwise specified herein, the Contractor shall furnish all supplies, materials, and equipment necessary for the performance of work under this contract. All supplies and materials shall be of a type and quality that conform to applicable State and Federal specifications and standards and, to the highest extent feasible and reasonable, include the exclusive use of bio-based products. All supplies, materials, and equipment to be used in the performance of work described herein are subject to the approval of the COR.
Contractor equipment shall be identified with contractor’s company name to identify non-government owned private contractors’ property.
The Contractor shall submit with their quote a list indicating the name of the manufacturer, the brand name, and the intended use of each of the materials proposed for use in the performance of its work. The Contractor shall not use any materials, chemicals, or compounds which the COR determines would be unsuitable for the intended purpose or harmful to the surfaces to which applied or, as might be the case for such items as paper or soap products, unsatisfactory for use by occupants. Following is the minimum-required list of consumables:
· Liquid hand soap - unscented
· Paper hand towels – must fit existing dispensers
· Toilet paper (2-ply or better)
· Solid cake toilet room deodorant
· Urinal deodorant cakes
· Paper toilet seat covers
· Trash bags for interior trash containers (Trash bags must contain at least 25% recycled post- consumer content and be biodegradable material.)
8 Bio Based Requirements
The Contractor shall utilize products and materials made from bio-based materials to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered to the end user. For the bio-based content products evaluation, all non-chemical products proposed for use under this contract must conform to the Department of Agriculture (USDA) Designated Bio based Products List (DBPL) whenever practicable.
The following is a list of products USDA requires to be bio based for custodial purposes. Each product submitted for use under this contract must be identified with one of these categories. Labeling should be printed on all containers.

9 Government-Furnished Equipment
The Government will provide the following item(s) of Government property to the Contractor for use in the performance of this contract. This property shall be used and maintained by the Contractor in accordance with the provisions of the “Government Property” FAR clause contained elsewhere in the contract.
i. Secure space for storage of Contractor-furnished materials
ii. Keys for storage space and locked items such as paper towel dispensers. Keys are not to be duplicated, loaned, or allowed to be accessed or used by any persons not necessary to completing work under this contract. All keys must be returned to the Forest Service upon completion of the contract. Payment of final invoice will not be made until all keys are returned.
