About this file
This is a Statement of Work (SOW) for construction services related to repairs of Cedar Creek Dam Sites No. 16 and 16A located in Rockwall County, Texas, under the USDA Natural Resources Conservation Service (NRCS) Texas State Office.
The scope of work encompasses wave berm repairs and plunge basin erosion remediation at both dam sites, with Site 16A requiring additional principal spillway pipe repairs. For both sites, work includes stripping and stockpiling topsoil, performing excavation and earthfill activities, placing geotextile fabric and rock riprap to specified thicknesses, backfilling with earthen materials, blending earthwork into existing embankments, establishing vegetation, and removing and reconstructing fencing. Site 16A requires additional work to repair damaged spillway pipe near the outlet, including excavation around damaged pipe sections, removal and reconstruction of pipe cantilever/support structures, replacement of approximately 40 feet of damaged spillway pipe, installation of a new sand filter collar, and embankment reconstruction. The estimated performance periods are 169 days for Site 16 and 175 days for Site 16A, not including mobilization.
Key contractual requirements include assignment of three key personnel (Site Superintendent, Quality Control Manager, and Safety Manager) with no substitutions permitted during the first 90 days except for illness, death, or termination. Monthly invoicing through the Invoice Processing Platform (IPP) system is required with approved quantities documentation. Deliverables include a pre-construction meeting at a mutually acceptable date, with construction milestones due within 56 to 131 calendar days of contract award for mobilization, excavation, earthfill/rock riprap placement, topsoiling/vegetation, and fence installation. The contractor must comply with Federal Acquisition Regulation Subpart 9.5 regarding organizational conflicts of interest and maintain non-personal services standards, with the government providing no direct supervision or work scheduling for individual contractor employees except the site lead.

1 INTRODUCTION
The United States Department of Agriculture Natural Resources Conservation Service (USDA-NRCS) Texas State Office requires construction services for the repairs of Cedar Creek Site dam sites No.16/16A located in Rockwall County, Texas.
1.1 Mission
The Natural Resources Conservation Service mission is to deliver conservation solutions so agricultural producers can protect natural resources and feed a growing world. The Watershed Protection and Flood Prevention Operations (WFPO) Program helps units of federal, state, local and federally recognized tribal governments (project sponsors) protect and restore watersheds.
1.2 Background
Cedar Creek Site No.16, National Inventory of Dams (NID) No. TX00791 was completed on August 30, 1969, with a service life of 50 years. Site 16 is a high hazard dam with an engineering design class of VII.
The site is located approximately 7 miles northwest of Terrell, Rockwall County, Texas. A site investigation of the embankment slopes, plunge basin, and spillway were examined and defined in the engineering investigation report dated July 12, 2019, with a CED concurrence of August 20, 2019. The wave berm has experienced excessive erosion, and the plunge basin side slopes have eroded. As a result of these deficiencies found during the site visit, a remedial design will be developed to alleviate the erosion of the wave berm and plunge basin side slopes.
Cedar Creek Site # 16A, National Inventory of Dams (NID) No. TX00790 was completed on August 30, 1969, with a service life of 50 years. Site 16A is a high hazard dam with an engineering design class of VII. The site is located approximately 7 miles southeast of Rockwall, Rockwall County, Texas. A site investigation of the embankment slopes, plunge basin, and spillway were examined and defined in the engineering investigation report dated July 12, 2019, with a CED concurrence of August 20, 2019.
Excessive erosion to wave berm, front slope, and plunge basin has occurred; and a construction modification to a portion of the embankment is needed. As a result of these deficiencies found during the site visit, a remedial design will be developed to alleviate the erosion of the wave berm and plunge basin side slopes.
1.3 Scope
The upstream wave berm repair for both Sites 16 and 16A will consist of stripping and stockpiling the topsoil from the embankment eroded area; performing excavation and earthfill activities to achieve the specified rock riprap subgrade; placing and anchoring geotextile fabric on the approved subgrade; placing rock riprap to the required thickness and limits as shown in the construction drawings; backfilling the toe of the rock riprap with earthen materials; blending the earthwork above the rock riprap into the existing embankment; establishing vegetation; and removing and reconstructing fence as shown on the construction drawings.
The existing plunge basins for both sites have experienced erosion along the side slopes of the basin and outlet channel. To prevent/retard future erosion, the basins will be armored with a blanket of rock riprap.
[Site 16A only] Plunge basin erosion has also caused damage to the principal spillway pipe in the vicinity of the pipe outlet. Repair of this damage includes excavating embankment material from around the damaged pipe sections; removing and reconstructing the damaged pipe cantilever, pipe support, and concrete cradle; replacing approximately 40 ft. of the damaged spillway pipe at the outlet; installing a new sand filter collar around a portion of the replaced pipe sections; and reconstructing the earthen embankment in this vicinity.
2 GENERAL REQUIREMENTS
The objective of this repair design is to create a rock wave berm along the upstream embarkment slope, as well as rock armor the naturally formed plunge basin to prevent future erosion and potential impacts on the embankment and principal spillway system. Additionally, for Site 16A, the principal spillway pipe will be repaired near the outlet.
