About this file
This is a General Decision (wage determination) document issued by the U.S. Department of Labor establishing prevailing wage rates for construction work in California counties (Inyo, Kern, and Mono). The decision covers building, heavy and highway construction projects, as well as dredging projects, and is effective as of the publication date of 05/18/2026 (Modification 3).
The document lists detailed wage classifications and hourly rates, organized by trade (insulators/asbestos workers, boilermakers, bricklayers, carpenters, electricians, elevator mechanics, ironworkers, laborers, painters, plumbers, roofers, sheet metal workers, truck drivers, and others). Each classification includes base hourly wage rates and fringe benefit amounts. Rates are identified by codes indicating whether they represent union rates (beginning with characters other than ◇SU◇, ◇UAVG◇, ◇SA◇, or ◇SC◇), weighted union average rates (◇UAVG◇), survey rates (◇SU◇), or state-adopted rates (◇SA◇). Premium pay requirements are specified for certain conditions, such as tunnel work with additional hourly premiums, hazardous material environments, and military base work. The document applies to federal contracts subject to the Davis-Bacon Act and includes requirements under Executive Orders 13706 and 13658 regarding paid sick leave and minimum wage rates. Unlisted classifications not included in the scope may be added after award per established labor standards contract clauses.
