About this file
This is a specification section for public traffic control work on federal construction projects. Section 156 establishes requirements for controlling and protecting public traffic adjacent to and within project areas during road improvement activities.
The contractor must accommodate traffic according to the Manual on Uniform Traffic Control Devices (MUTCD) and an approved traffic control plan submitted at least 30 days prior to work commencement. Existing roads must remain open to all traffic during improvement work, with delays not exceeding a specified number of minutes followed by open periods of no less than a specified number of minutes. Materials must conform to MUTCD standards and referenced sections covering permanent traffic control, traffic signing and marking, concrete barriers and guardwalls, and temporary plastic fencing. Temporary traffic control devices must be installed and maintained before construction operations begin, relocated as necessary, kept clean, and immediately replaced if lost, stolen, destroyed, or inoperative. Certified flaggers from approved organizations must be used when required, wearing high visibility safety apparel and using Type III, VII, VIII, or IX retroreflective sheeting on paddles. The specification includes a closure table permitting specific road segments (6700 Pit Road and 7700 Pit Road) to be closed for a maximum of 60 consecutive days with no minimum open period required. Written notice of road closures must be provided to the Contracting Officer at least 10 days in advance. Public traffic work is not measured for separate payment; costs are incorporated indirectly into the contract price per Subsection 109.05.
