About this file

This is a Request for Proposal (RFP) for deer carcass processing services in Illinois issued by the USDA Animal and Plant Health Inspection Service (APHIS) Wildlife Services. The solicitation number is 12639527Q0002, with an offer due date of October 16, 2026 at 2:00 PM ET. The contracting officer is Gerry Hensley, located in Minneapolis, Minnesota. This is a 100% unrestricted small business set-aside with NAICS code 311612 (meat processing). The contract will be administered by USDA APHIS in Springfield, Illinois.

The Government seeks to award a five-year Indefinite-Delivery, Indefinite-Quantity (IDIQ) firm fixed-price contract with a cumulative maximum of $700,000.00 and a minimum guarantee of $2,000.00. Task orders will be issued on an as-needed basis from November 1, 2026 through October 31, 2031. The contractor must operate a facility permitted and approved by the Illinois Department of Natural Resources and licensed by the Illinois Department of Agriculture as a Type II or higher facility for processing wild white-tailed deer meat. Technical evaluation requires detailed submission of facility description, processing capacity (daily and weekly), cold-storage capacity, turnaround time, and licensing documentation. Pricing must be submitted for all five years and all items listed in Attachment 2 (Schedule of Items); failure to provide complete pricing results in non-responsiveness. Award will be made to the lowest-priced technically acceptable offer with acceptable or neutral past performance. Service Contract Labor Standards apply with a stated wage rate of $17.00/hour plus $5.92/hour fringe benefits for meat cutters. Delivery is FOB Destination unless the offeror specifies FOB Origin with estimated shipping costs included. Wildlife Services staff will deliver field-dressed deer carcasses to the facility generally on Wednesdays and Fridays, with delivery occurring any weekday (excluding holidays) between November 1, 2026 and October 31, 2031.

Such orders may be issued from the effective date of the award through the expiration of the contract’s period of performance.

(b) All delivery orders or task orders are subject to the terms and conditions of this contract. In the event of conflict between a delivery order or task order and this contract, the contract shall control.

(c) A delivery order or task order is considered "issued" when—

(1) If sent by mail (includes transmittal by U.S. mail or private delivery service), the Government deposits the order in the mail;

(2) If sent by fax, the Government transmits the order to the Contractor's fax number; or

(3) If sent electronically, the Government either—

(End of clause)

52.216-19 Delivery – Order Limitations (Oct 1995)

(a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than $500.00, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.

(b) Maximum order. The Contractor is not obligated to honor-

(1) Any order for a single item in excess of $150,000.00;

(2) Any order for a combination of items in excess of $700,000.00; or

(3) A series of orders from the same ordering office within 60 days that together call for quantities exceeding the limitation in paragraph (b)(1) or (2) of this section.

(c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216-21 of the Federal Acquisition Regulation (FAR)), the Government is not required to order a part of any one requirement from the Contractor if that requirement exceeds the maximum-order limitations in paragraph (b) of this section.

(d) Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within 10 days after issuance, with written notice stating the Contractor’s intent not to ship the item (or items) called for and the reasons. Task Orders issued under the IDIQ will not exceed a cumulative maximum of $700,000.00 over a five-year ordering period. The Minimum Guarantee under the IDIQ is $2,000.00.

The Government intends to make one award from this solicitation. Therefore, to be considered responsive, contractors must submit pricing for all items.

Evaluation and Basis for Award

The provision at FAR 52.212-2, Evaluation—Commercial Products and Commercial Services is not applicable to this solicitation. In lieu of this provision, quotes will be evaluated in accordance with FAR 12.203 based on the criteria listed below. Award will be made to the offeror representing the best value to the Government.

Technical Acceptability:

Technical Acceptability will be evaluated to receive an overall rating of "acceptable" or "unacceptable." This will be based on the offeror's ability to provide a sound and compliant approach that meets all requirements and shows a thorough understanding of them. It is the contractor's responsibility to ensure their quotation clearly demonstrates their capability to meet these requirements. All offerors must provide the following minimum information and documentation with their quotations to be considered responsive and have their offers evaluated:

https://www.usda.gov/guidance-documents/acquisition-policy/ocp/usda-agar30-sept-26pdf

1. Facility Description:

A detailed description of the physical facility where carcasses will be received, stored, processed, packaged, and held for pickup or delivery. The description shall include the layout of processing areas, cold-storage areas, sanitation stations, and any dedicated areas used for waste or by-product handling.

2. Processing Capacity:

The maximum number of deer carcasses the offeror can process in one business day and in one week (Tuesday through Saturday) under normal operating conditions. The offeror shall explain the operational basis for these capacity numbers (e.g., staffing levels, equipment throughput, facility size).

3. Cold-Storage Capacity:

The total refrigerated and frozen storage capacity available for incoming carcasses, in-process inventory, and finished packaged meat. This shall include cooler and freezer sizes, temperature controls, and segregation practices to ensure food safety.

4. Turnaround Time:

The offeror’s anticipated processing turnaround time from receipt of carcass to delivery or pickup of finished, packaged product. Offerors shall identify any factors that may affect turnaround efficiency, such as equipment limitations, staffing levels, or peak-season volume impacts.

5. Licensing and Permits:

The processing facility or facilities shall be permitted and approved by the Illinois Department of Natural Resources (Illinois DNR) to process wild white-tailed deer meat. In addition, the processing facility or facilities shall be licensed by the Illinois Department of Agriculture as a Type II or higher facility authorizing the processing of wild, white-tailed deer meat.

An offeror’s technical submission must address all four elements listed above to be rated technically acceptable. Failure to address any element will result in a rating of Unacceptable, and the offer will not be eligible for award.

Price:

Offerors must provide complete pricing for all five years in Attachment 2 – Schedule of Items.

Failure to submit pricing for all listed items will result in the quotation being deemed non‑responsive. Evaluation of price will be based on the total evaluated price across all items and all years. The offeror’s quotation will be evaluated in accordance with FAR 12.204, to determine if it is fair and reasonable.

Past Performance:

The Government may utilize any references provided by the Contractor, along with information available from past contracts/orders with the USDA and any information found using sources such as Federal Government sources or the Contractor Performance Assessment Reporting System

(CPARS) to determine if the Contractor has acceptable or neutral Past Performance. Past Performance will be evaluated using the following rating system:

• Acceptable: The contractor shows a demonstrated ability to meet contract requirements in prior or current contracts, including quality of work, timeliness, cost control, business relations, and adherence to contract terms.

• Neutral: Offeror does not have a past performance record.

• Unacceptable: The contractor has a documented history of failing to meet contract requirements, including poor quality, missed deadlines, cost overruns, lack of responsiveness, or unethical behavior.

Evaluation Method:

The Government will evaluate quotations based on the lowest price technically acceptable criteria.

Only the lowest priced offer will be evaluated for Technical Acceptability. Should the lowest priced offer not receive an acceptable technical or past performance rating, the process will continue in order of lowest priced offer until the lowest price, technically acceptable offer with acceptable or neutral past performance is identified.

Delivery Information

F.o.b. destination, is requested as the F.O.B. point for all deliverables.

All offers will be considered F.O.B. Destination unless F.O.B. origin is specified AND estimated shipping costs are included.

The USDA requires delivery of all items in accordance with the Performance Work Statement.

Early deliveries will be accepted.

Shipping Instructions:

Wildlife Services staff shall field dress all deer carcasses intended for processing throughout the project (November 1, 2026 to October 31, 2031). NOTICE FOR FILING AGENCY PROTESTS

United States Department of Agriculture (USDA) Protest Procedures

The United States Department of Agriculture (USDA) is committed to fair, transparent, and efficient acquisitions. Interested parties with concerns about this solicitation are encouraged to seek resolution through the following USDA procedures.

Tier 1: Contracting Officer Concern Resolution

Submission: Interested parties with concerns about either the solicitation or subsequent award should first submit their concern directly to the Contracting Officer, providing sufficient detail to allow the Contracting Officer to understand and assess the issue.

Process: The Contracting Officer will review the concern, seek clarification as needed, and engage with the interested party to attempt prompt resolution.

Review Timeline: The Contracting Officer will make every effort to provide a response or resolution within 10 business days of receiving the concern.

Effect on Award or Performance: Tier 1 engagement is not considered an official notification of filing an agency protest and does not pause solicitation deadlines, delay award decisions, or suspend contract performance.

Next Steps: If the matter cannot be resolved at Tier 1, the interested party may file a written agency protest under Tier 2.

USDA encourages all parties to seek resolution with the Contracting Officer before filing an agency protest.

Tier 2: Agency Protest If concerns cannot be resolved at Tier 1, an interested party may file a written agency protest with either the Contracting Officer or the USDA Independent Review Authority. The decision by the USDA Independent Review Authority is an alternative to a decision by the Contracting Officer. The USDA Independent Review Authority will not consider an appeal of the Contracting Officer’s decision on an agency protest.

The protest must state whether the protester elects review by the Contracting Officer, by the UDSA Independent Review Authority. If no election is stated, the Contracting Officer will decide the protest.

Required Information: Protests shall include the information set forth in FAR 33.104-4 (a)(3).

Failure to submit the required information may result in a delay or dismissal of the protest.

Submission: Agency protests should be submitted electronically to SPE.inquiry@usda.gov and the Contracting Officer.

mailto:SPE.inquiry@usda.gov

Timeliness: Protests must be filed within the timeframes specified in FAR 33.104.

Effect on Award or Performance: Contract awards or performance will be suspended during the protest period unless justified in writing for urgent and compelling reasons or determined to be in the best interest of the Government.

Review Timeline: USDA strives to resolve agency-level protests within 35 business days of receipt.

Election of Forum: By filing a protest with USDA, the protesters agree not to file a protest on the same matter with the Government Accountability Office (GAO) or any other external forum while the agency protest is pending. If such a protest is filed externally, the USDA agency protest will be dismissed.

Questions: Questions regarding this notice or protest procedures should be directed to the Contracting Officer identified in this solicitation.
