About this file

Solicitation 12639527Q0002 Questions / answers
1. Prime contractor and subcontracting: Can one vendor serve as the prime contractor while a licensed processing facility performs the deer-processing services? How would FAR 52.219-14, Limitations on Subcontracting, apply to this arrangement, including any requirements for a similarly situated subcontractor?
Another question, very similar to the one above, - Could you please confirm if we could submit a proposal through our company with cooperation of another processing facility?
Response: Please refer to clause 52.219-14, Limitations on Subcontracting for guidance on the applicable requirements. Quoters are responsible for reviewing and interpreting all solicitation requirements.
2. Facility registration: Must the subcontracted processing facility maintain its own active SAM.gov and IPP registrations, or would the prime contractor’s registrations and invoice submissions satisfy these requirements?
Response: The prime contractor’s registration satisfies these requirements.
3. Wage determination: Attachment 3 covers Boone and Winnebago Counties. If our proposed facility is in another county within the required 70-road-mile radius of I-55 and I- 80, will a different wage determination apply?
Response: Yes, the wage determination for that county would apply.
4. Quantity and ordering: Is there a guaranteed minimum quantity or contract value?
Please confirm whether 1,600 deer per year is solely an estimate and whether the government anticipates any peak delivery quantities.
Response: Paragraph 3.2 of the PWS states - the contract shall provide for the processing of between 500 and 1,600 deer per year. The minimum guarantee is listed in the solicitation paragraph under Award Type; it is $2000. The scope of the contract is up to 1600 deer per year.
5. Processing and freezer storage: What turnaround time is required for processing, and how long should the facility anticipate storing frozen venison before pickup? How should extended storage, including meat awaiting CWD results, be included in the per-deer price?
Response: Storage of processed venison will typically be for up to 1 month (i.e. charitable organization will pick up monthly). Results for tested venison typically take 2-3 weeks, but no longer than 1 month. There is no additional compensation for storage of venison, that is considered as part of the per-deer pricing.
6. Payment terms: Please confirm the payment terms for accepted monthly invoices submitted through IPP, including whether payment is Net 30.
Response: Payment terms are net 30
7. Discarded deer: Please clarify how the requirement that discarded deer not exceed 2% will be applied when carcasses arrive unfit for consumption or have positive CWD results.
Are processing or disposal services for those deer billable?
Response: Per Paragraph 3.7 of Performance Work Statement, The processor shall determine whether each deer can be safely processed. If a deer must be discarded, the processor shall notify WS within 24 hours and provide justification. The disposal rate must not exceed 2 percent of all deer delivered. The disposal rate applies only to those deer determined to be unfit for processing by the processor.
Per Paragraph 3.5 of Performance Work Statement, Ground venison from deer which is not suitable for human consumption because of testing positive with an initial reactor will be held frozen until transferred to WS for proper disposal. Ground venison which is returned to WS will be disposed of by WS.
Tested deer will be billable for processing as any other carcass delivered to the processor, waste by-product and offal disposal is the responsibility of the processor.
8. Applicable state requirements: The PWS references Ohio Department of Agriculture or County Health Department requirements. Please confirm whether this reference should instead be to Illinois requirements.
Response: This is an administrative error. The PWS will be updated to “the processing facility or facilities shall be licensed by the Illinois Department of Agriculture as a Type II or higher facility authorizing the procession of wild, white-tailed deer meat.”
9. Contract periods and bonds: Please confirm whether the five ordering periods constitute a five-year contract or a base year with options, and whether any bid, performance, or payment bonds are required.
Response: Bonds are not required. The five ordering periods DOES constitute a five year contract.
10. The SAM.gov notice reflects October 19, 2026 at 1:00 PM CDT, while the SF1449 shows October 16, 2026 at 2:00 PM ET. Please confirm the correct current submission deadline.
Response: The deadline for submitting quotes is October 16, 2026. The SAM
Response: The deadline for submitting quotes is October 16, 2026. The SAM.gov notice has been corrected.
11. Will the Government consider an exception or waiver to the facility-location requirement in the Performance Work Statement for an otherwise qualified processor, or whether the requirement is firm and no exception will be entertained.
Response: The requirement for the location of the facility is firm, and no exception will be considered.
