STATEMENT OF WORK

SECTION 1000 - SUMMARY OF WORK
PART 1 – GENERAL
1.1 PROJECT IDENTIFICATION
The Green Mountain National Forest, Ripton Barracks is located at 13 Silver Towers Road, Ripton, VT approximately
0.8 miles south from the intersection of Vermont Route 125 and Goshen Road (FR32).
1.2 SUMMARY OF WORK (BASE BID)
NORTH BARRACKS
A. Asbestos Abatement (Accomplish prior to all other work)
• The Contractor shall accomplish the abatement of the asbestos documented on the Hazardous Waste Inspection Report included in this contract.
• The contractor shall apply, obtain and pay for all related permits and fees required for the abatement of the asbestos.
• The contractor shall make all required notifications for the abatement of the asbestos (NESHAP) and provide documentation to COR prior to starting work.
• The contractor shall ensure a certified asbestos contractor accomplishes the abatement and provides all required monitoring, testing and reports.
• All asbestos abatement work shall be in accordance with the State of Vermont Regulations for Asbestos Control.
B. Select Interior Demolition (Post-Asbestos Abatement) Following completion of asbestos abatement, perform select interior demolition including but not limited to (the intent is to have interior open to exterior wall framing/siding and the roof rafters to that of the South Barracks):
• Interior walls, doors, drywall, insulation, existing debris
• Ceilings, ceiling tiles/hangers, framing, trim
• Kitchen/bath fixtures, cabinets, counters, sink, refrigerator
• On-demand water heater, heating units and lines
• Lighting and outlets back to the electrical panel
• Plumbing lines and vents
• Chimney and roof penetrations
• All protruding fasteners and misc. materials
• Remove and dispose of all materials off site at an approved landfill.
C. Garage Door Replacement (4 Existing Doors)
• Remove and dispose of four (4) existing wood sectional overhead doors and associated tracks/hardware
• Furnish and install four (4) new sectional overhead doors.
• Install new tracks and hardware. Perform carpentry as needed to install doors and tracks.
• Install per manufacturer specifications.
D. Gutter and Downspout Removal
• Remove and dispose of all roof gutters and downspouts.
E. Window Removal
• Remove all windows and trim (except upper windows on the north side of the building).
• Infill window openings with wood framing to match existing framing to support new siding installation.
F. Siding and Trim Replacement
• Replace all existing siding with new T1-11 siding to match existing style.
• Install new T1-11 siding over infilled windows, doors, and other areas as noted on the plans.
• Replace the roof soffit and fascia boards on the north side of the building. Provide blocking as needed. Match existing.
• Replace trim (corner trim and garage door trim) on south side of the building. Match existing.
G. Pedestrian Doors Replacement
• Replace the east and west pedestrian doors with new exterior fiberglass doors (no glass).
• Replace the door trim around each door to match existing.
• Match existing dimensions and colors.
• Install latch guard and Forest Service Yale Lock deadbolt on each door.
H. Metal Roofing Installation
• Remove log and debris from roof.
• Remove shingles and replace roof sheathing where log punctured the roof on the north side.
• Install roof sheathing where penetrations are removed during demolition.
• Install new forest green metal roofing over existing shingles. See Product Data Sheets for material
(or an approved equal). Roof panels shall run entire length of roof (no vertical joints).
• Metal roofing to include new metal drip edge (all sides) and new ridge cap. Drip edge and ridge cap shall be compatible with new metal roofing (match roofing color).
I. Penetration Patching & Utilities Capping
• Patch all exterior wall and roof penetrations with materials matching existing
• Seal to ensure watertight installation
• Cut and cap all lines and drains below concrete floor. Fill with clean gravel.
• Contractor shall obtain COR approval prior to installation of all materials.
J. Exterior Painting
• Paint all new and existing wood siding and trim. Match existing color.
L. Electrical Line/Panel Relocation
• Relocate electrical panel to inside of west exterior wall.
• Relocate electric lines protruding through the roof to the exterior wall to support panel relocation.
• Install new penetrations, lines, and hardware as required to support relocation.
• Contractor shall coordinate with local power company and pay any required fees associated with relocation of lines.
• Accomplish modifications to electrical panel as needed to support relocation.
K. Electrical Outlets Installation
• Install new duplex outlets in the following locations (at 18-inches A.F.F.)
• Adjacent to each pedestrian door (2 total)
• On the framing between each garage door (5 total)
• Four evenly spaced along the north wall of the (4 total)
• One in the center of each east & west wall (2 total)
• Install new MC cable/wire for each outlet from the panel. Modify panel as required.
• Install per manufacturer specifications and code
• See Product Data Sheets for material (or an approved equal).
L. Emergency Lights/Exit Signs Installation
• Install in new emergency light/exist sign above each pedestrian doors (2 total).
• Install new MC cable/wire for each light/sign.
• Install in accordance with manufacturers specifications and code.
M. Lighting Replacement
• Remove all interior light fixtures and wiring
• Install ten (10) new fixtures, two on each roof truss spaced at 1/3 points
• Install new MC cable from the panel to the lighting. Modify panel as required.
• Install three-way light switches at each pedestrian door
• Install LED bulbs
SOUTH BARRACKS
A. Pedestrian Doors – South Building
• Replace the west pedestrian door with new exterior fiberglass doors (no glass).
• Remove east pedestrian door and trim. Replace with framing and siding.
• Replace the door trim around each door to match existing.
• Match existing dimensions and colors.
• Install latch guard and Forest Service Yale Lock deadbolt on new west door and existing north door.
K. Window Removal
• Remove all windows and trim (except small windows on north side of the building).
• Remove trim and infill plywood from windows and chimney previously removed.
• Infill window openings with wood framing to match existing framing to support new siding installation.
B. Siding and Trim Replacement
• Replace all existing siding with new T1-11 siding to match existing style.
• Install new T1-11 siding over infilled windows and doors.
C. Removal of Interior Storage Room (southwest corner)
• Remove wood framed storage room down to exterior walls (including ceiling of room)
• Cut and cap existing water lines below grade. Fill hole with clean gravel
• Remove and dispose of all plumbing lines, fixtures and debris
D. Roof Truss Cross Brace Repair
• Replace damaged diagonal roof truss cross brace at the wall connection.
• Match existing materials and hardware.
E. Electrical Outlets Installation
• Install new duplex outlets in the following locations (at 18-inches A.F.F.)
• Adjacent to each pedestrian door (2 total)
• On the framing between each garage door (5 total)
• Four evenly spaced along the north wall of the (4 total)
• One in the center of each east & west wall (2 total)
• Install new MC cable/wire for each outlet from the panel. Modify panel as required.
• Install per manufacturer specifications and code
F. Emergency Lights/Exit Signs Installation
• Install in new emergency light/exist sign above each pedestrian doors (2 total).
• Install new MC cable/wire for each light/sign.
• Install in accordance with manufacturers specifications and code.
G. Lighting Replacement
• Remove all interior light fixtures and wiring
• Install ten (10) new fixtures, two on each roof truss spaced at 1/3 points
• Install new MC cable from the panel to the lighting. Modify panel as required.

H. Electric Line Relocation
• Relocate electric lines protruding through the roof to the exterior wall.

• Remove all remaining unused utility lines entering the walls of the building.
• Seal to ensure watertight installation
• Contractor shall obtain COR approval prior to installation of all materials.
J. Exterior Painting
• Paint all new and existing wood siding and trim. Match existing color.
1.3 OPTION BID ITEMS:
A. North Building: New Garage Door Installation (2 Doors)
• Remove and dispose of framing and siding of infilled wall sections, see Plans for locations.
• Furnish and install two (2) new sectional overhead doors.
• Install new tracks and hardware. Perform carpentry as needed to install doors and tracks.
• Install per manufacturer specifications.
• Install new framing and trim as needed to support garage door installation.
B. South Building: Roof Installation
• Install new forest green metal roofing over existing shingles. See Product Data Sheets for material (or an approved equal).
• Metal roofing to include new metal drip edge (all sides) and new ridge cap. Drip edge and ridge cap shall be compatible with new metal roofing (match roofing color).
1.4 SCOPE OF WORK
K. Furnish the necessary personnel, material, equipment, services, and facilities (except as otherwise specified), to perform the Summary of Work.
1.5 MISCELLANEOUS PROVISIONS
A. Work Hours - Work days shall be scheduled Monday through Friday. No work is permitted on weekends or on Federal Holidays without written authorization of the COR.
B. The Government will be occupying the site during construction. Cooperate with the Government's representatives during construction operations to minimize conflicts and facilitate Government usage.
Perform the Work in a manner that does not interfere with the Government's operations.
C. The contractor shall be responsible for providing employees with all required personal protective equipment including but not limited to hard hats, gloves, hearing protection and fall restraint and shall comply with all OSHA regulations.
D. There will be an organized site visit at the project location. Offerors or quoters are urged and expected to inspect the site where the work will be performed. See FAR clause 52.236-3, Site Investigations and Conditions Affecting Work.
E. All electrical work shall be done in accordance with local, state, and federal requirements by an electrician licensed in the State of Vermont.
F. The Contractor shall provide a project schedule 10 days prior to starting the work. No work shall commence prior to the project schedule being approved by the COR.
G. Rubbish and debris shall be removed from Government property daily, unless otherwise directed, to avoid accumulation at the demolition site. Materials that cannot be removed daily shall be stored in areas specified by the COR. Debris shall be removed and transported in a manner that prevents spillage on streets or adjacent areas. All loads shall be covered and any additional local regulations regarding hauling and disposal shall apply. All waste material shall become the property of the contractor and shall be removed and disposed of from U.S. Government land at an approved landfill.
1.6 SITE UTILITIES
A. Electrical services are available on the site. The Contractor may efficiently use this electrical service for work related to this contract at no charge. Contractors shall provide electric generators or other temporary means where electric service is not readily available.
B. Contractor shall be responsible for providing temporary sanitation utilities. Location to be approved by
COR.
1.7 CONTRACTOR
A. The COR will conduct a pre-construction survey with the Contractor to review and document the existing project conditions prior to construction.
B. Staging area – Portions of the site may be used as staging areas for contractor equipment, material storage and temporary offices. The staging areas shall be cleaned and restored to original condition upon the completion of the project. Coordinate staging area locations with the COR.
C. Areas outside the limits of proposed work disturbed by the contractor’s operations shall be restored by the contractor to their original condition at the contractor’s expense.
D. The Contractor shall limit use of the premises to the work in areas indicated.
1. Confine operations at the site to areas adjacent to buildings being work upon.
2. Repair damage caused by construction operations.
3. Existing materials and equipment that are removed as part of the construction operations, and that are not reused or salvaged as Government property, shall become the property of the Contractor and shall be promptly removed from the site.
SECTION 2000 - MEASUREMENT AND PAYMENT
1.1 SCOPE: Applies to method of measurement and basis of payment for work items listed in the Bid
Schedule.
1.2 WORK: Furnishing all labor, materials, equipment, and other incidentals necessary to successfully complete the project or any portion of it and carrying out all duties and obligations imposed by the contract on the Contractor.
1.3 PAYMENT: For each individual item listed here and in the Bid Schedule, payment shall be in full compensation for all work related to the item in accordance with these specifications.
PART 2 – PAYMENT
2.1 BASE BID – For each individual item in the Bid Schedule
A. Measurement: Completely in place and functional.
B. Payment: At the contract lump sum price including all materials, labor, equipment, and incidentals necessary to complete the work.
SECTION 3000 - SELECTIVE DEMOLITION
PART 1 - GENERAL
1.1 SECTION INCLUDES
A. Contractor shall remove and dispose of all replaced items cited in this contract.
B. Owner will occupy building during the project. Conduct selective demolition so Owner's operations will not be disrupted. Coordinate with COR.
C. The Contractor shall pay for any required testing or disposal fees that may be required.
PART 2 - PRODUCTS
2.1 PEFORMANCE REQUIREMENTS
A. Regulatory Requirements: Comply with EPA regulations and with hauling and disposal regulations of authorities having jurisdiction.
B. Standards: Comply with ANSI/ASSE A10.6 and NFPA 241.
PART 3 - EXECUTION
3.1 DEMOLITION
A. Provide temporary barricades and other protection required to prevent injury to people and damage to adjacent buildings and facilities to remain.
B. Provide temporary weather protection to prevent water leakage and damage to structure and interior areas.
C. Neatly cut wood plumb, square, and true to dimensions required. Use cutting methods least likely to damage construction to remain or adjoining construction.
D. Remove demolition waste materials from Project site and legally dispose of them in an EPA-approved landfill. Do not burn demolished materials.
E. Clean adjacent structures and improvements of dust, dirt, and debris caused by selective demolition operations. Return adjacent areas to condition existing before selective demolition operations began.
SECTION 4000 - MISCELLANEOUS ROUGH CARPENTRY
1.1 SECTION INCLUDES
A. Installing, modifying or repairing wood framing to support Summary of Work.
PART 2 - PRODUCTS
2.1 WOOD PRODUCTS, GENERAL
A. Lumber: Provide dressed lumber, S4S, marked with grade stamp of inspection agency.
2.2 TREATED MATERIALS
A. Preservative-Treated Materials: AWPA U1; Use Category UC3B
1. Use treatment containing no arsenic or chromium.
2. Kiln-dry lumber after treatment to a maximum moisture content of 19 percent.
3. Mark lumber with treatment quality mark of an inspection agency approved by the ALSC Board of
Review.
B. Provide preservative-treated materials for all miscellaneous rough carpentry unless otherwise indicated.
1. Wood cants, nailers, curbs, equipment support bases, blocking, stripping, and similar members in connection with roofing, flashing, vapor barriers, and waterproofing.
2. Wood sills, blocking, and similar concealed members in contact with masonry or concrete.
3. Wood framing members that are less than 18 inches (460 mm) above the ground.
4. Wood floor plates that are installed over concrete slabs-on-grade.
2.3 LUMBER
A. Miscellaneous Dimension Lumber: No. 2 grade with 19 percent maximum moisture content of any species. Provide for nailers, blocking, and similar members.
2.4 FASTENERS
A. Fasteners: Size and type indicated. Where rough carpentry is exposed to weather, in ground contact, or in area of high relative humidity, provide fasteners with hot-dip zinc coating complying with
ASTM A 153/A 153M.
1. Power-Driven Fasteners: CABO NER-272.
3.1 INSTALLATION
A. Set miscellaneous rough carpentry to required levels and lines, with members plumb, true to line, cut, and fitted. Locate nailers, blocking, and similar supports to comply with requirements for attaching other construction.
B. Securely attach miscellaneous rough carpentry to substrates, complying with the following:
1. CABONER-272 for power-driven fasteners.
SECTION 5000 - FINISH CARPENTRY
A. Installing, modifying or repairing wood trim to support Summary of Work.
1.2 SUBMITTALS
A. Product Data: Manufacturer's data sheets on each product to be used, including:
1. Preparation instructions and recommendations.
2. Storage and handling requirements and recommendations.
3. Installation methods.
2.1
FINISH CARPENTRY
A. Exterior Lumber Trim: Smooth-textured, Grade A, western red cedar or Grade D and better eastern white pine.
1. Maximum Moisture Content: 19 percent.
2. Dimensions to match existing.
2.3 MISCELLANEOUS MATERIALS
A. Fasteners for Exterior Finish Carpentry: Stainless-steel or galvanized.
3.1 INSTALLATION
A. Prime and back-prime lumber for painted finish exposed on the exterior. Cut to length and prime ends.
B. Install finish carpentry level, plumb, true, and aligned with adjacent materials. Scribe and cut to fit adjoining work. Refinish and seal cuts.
C. Install standing and running trim with minimum number of joints practical, using full-length pieces from maximum lengths of lumber available. Do not use pieces less than 24 inches long except where necessary. Stagger joints in adjacent and related trim. Cope at returns and inside corners and miter at outside corners.
D. Paint/stain surface of newly installed wood to match existing color and sheen. Coordinate with
COR. Apply 1 coat of primer and 2 coats of approved paint/stain. Prime all sides of wood and cut ends. Primer and paint/stain shall be compatible. Prepare surface and apply paint/stain in accordance with manufacturer’s recommendations.
SECTION 6000 - SECTIONAL DOORS
1.1 SECTION INCLUDES
A. Provide new steel sectional overhead doors as indicated on drawings. This includes, fabricating and installing new steel sectional overhead doors, and installing new garage door tracks and hardware.
B. New sectional steel overhead doors shall match the color of the existing doors.
1. The Contractor shall be responsible for verifying opening dimensions by field measurements before fabrication.
C. New doors and equipment to be installed in accordance with manufacturers specifications.
D. New doors shall be stored to prevent damage from moisture.
E. Tracks and Supports: Galvanized steel, sized for door size and weight.
F. Hardware: Heavy-duty, corrosion-resistant hardware, with hot-dip galvanized, stainless-steel, or other corrosion-resistant fasteners, to suit door type.
G. Locks: Interior mounted slide lock to engage through slots in tracks.
PART 2 - PRODUCTS
2.1 PRODUCTS
A. Basis of Design Product: Subject to compliance with requirements; provide Overhead Door Corporation;
416 Series or an approved equal by one of the following products:
1. Steelcraft, Div. of Ingersoll Rand.
2. Ceco Door Products, An Assa Abloy Group Co.
3. Therma-Tru Doors
4. Approved Equal.
B. Door Assembly: Insulated steel door assembly with rabbeted meeting rails to form weather-tight joints and provide full-width interlocking structural rigidity.
1. Doors are approximately 10’ x 10’ – Contractor shall verify dimensions
2. Mounting: Surface mounted on interior of building
3. Panel Thickness: 2 inches (51 mm).
4. Exterior Steel: 16 gauge, hot-dip galvanized.
5. End Stiles: 16 gauge
6. Intermediate Stiles: 16 gauge
7. Exterior Surface Profile: Ribbed
8. Section Height: Manufacturer's standard based on door height.
9. Springs: 10,000 cycles.
10. No Lites
11. Manual Operation: Chain Hoist
C. Finish and Color: Two coat baked-on polyester with color to match siding.
D. Windload Design: Provide to meet the Design/Performance requirements specified.
E. Hardware: Galvanized steel hinges and fixtures. Ball bearing rollers with hardened steel races.
F. Lock: Interior mounted slide lock.
G. Weatherstripping: Flexible bulb-type strip at bottom section.
H. Track: Provide track as recommended by manufacturer to suit loading required and clearances available.
PART 3 - EXECUTION
3.1 EXAMINATION
A. Contractor to verify substrate conditions to ensure they are acceptable for the product installation instructions in accordance with manufacturer’s specifications. Verify that door frame openings are constructed plumb, true and level before beginning installation process. Select fasteners of adequate type, number and quality to perform the intended functions.
3.2 INSTALLATION
A. Install door, track, and operating equipment complete with necessary hardware, anchors, inserts, hangers, and equipment supports. Comply with manufacturer’s product data, including product technical bulletins, product catalog installation instructions and product packaging instructions for installation.
B. Exterior of installed unit shall be flashed, trimmed & sealed to prevent air infiltration and/or water penetration. Interior of installed unit shall be insulated & trimmed to prevent thermal and/or acoustical transmission.
C. Test and adjust controls and safety.
SECTION 7000 - PAINTING
A. Preparation and painting of exterior wood surfaces.
B. Definitions: The term painting as used herein means any coating specified for application to the designated surface.
1.2 SUBMITTALS
A. Product Data: Include printout of MPI's "MPI Approved Products List" with product highlighted.
B. Mockups: Full-coat finish sample of each type of coating, color, and substrate, applied where directed.
1.3 JOB CONDITIONS AND PROTECTION
A. Do not apply paint or stain when temperature is below 50oF.
B. Do not paint exterior during adverse weather conditions. Protect from dust, wind, and rain until dry.
D. Store materials out of the weather and protect from freezing.
E. Take precautions to prevent fire.
1. Store materials in closed metal containers.
2. Store rags, waste, and similar materials in closed metal containers.
2.1 PAINT/STAIN
A. Available Manufacturers: Subject to compliance with requirements, provide products by one of the following:
1. Cabot
2. Behr Process Corporation.
3. Benjamin Moore & Co.
4. Coronado Paint; Benjamin Moore Company.
5. Glidden Professional.
6. PPG Architectural Coatings.
7. Sherwin-Williams Company (The).

B. MPI Standards: Provide materials that comply with MPI standards indicated and listed in its "MPI Approved Products List."
1. Paint shall be premium grade 2-coat system.
2. Paint shall be self-priming with stain blocking.
3. Paint shall be resistant to blistering, peeling and dirt pickup.
4. Paint shall have anti-microbial agents inhibiting the growth of mold and mildew on the paint surface.
C. Material Compatibility: Provide materials that are compatible with one another and with substrates.
1. For each coat in a paint system, provide products recommended in writing by manufacturers of topcoat for use in paint system and on substrate indicated.
D. Colors and Sheen: Match existing colors and sheen; coordinate with COR.
3.1 PREPARATION
A. Starting of painting work will be construed as acceptance of surfaces and conditions within any particular area.
B. Comply with recommendations in MPI's "MPI Architectural Painting Specification Manual" applicable to substrates indicated.
C. Remove hardware, lighting fixtures, and similar items that are not to be finished.
Mask items that cannot be removed. Reinstalling items in each area after finishing is complete.
D. Clean and prepare surfaces in an area before beginning finishing in that area.
Schedule finishing so cleaning operations will not damage newly finished surfaces.
E. Completely seal with caulking compound all joints around frames and sills of doors, windows, flashing, other openings in exterior walls, and all other joints or spaces to be caulked according to manufacturer's recommendations. Caulking compound shall be latex caulking or an approved equal.
F. Joints and spaces to be caulked shall be clean and free from dust and shall be dry.
Joints shall be filled slightly convex. Caulk joints before final coat of paint or stain is applied to adjacent work. Where caulking will not be painted or stained, color shall match that of adjacent materials.
G. Apply compound with gun having proper sized nozzle or with knife as required. Use sufficient pressure to fill all joints solid; superficial pointing of joints with a skin bead will not be accepted. Remove excess caulking and leave surfaces neat, smooth, and clean. Upon completion, the caulking shall have a smooth, even finish. All caulked joints shall be watertight.
H. Surfaces to be painted shall be clean and free of dirt, dust, and any other substance which might interfere with the functioning of the painting system. All surfaces to be painted shall be in proper condition to accept and assure the proper adhesion and functioning of the particular painting system or coating specified.
I. All steel and ferrous metal surfaces to be painted will be primed before installation.
Bolts, welds, and places where prime coat has been damaged shall be wire brushed to remove all loose paint, rust, and scale and then given one coat of ferrous metal primer.
J. Prime coats and finish coats of any one paint system shall be the products of the same manufacturer except for manufacturer-applied factory or shop primes surfaces.
3.2 APPLICATION
A. Comply with recommendations in MPI's "MPI Architectural Painting Specification Manual" applicable to substrates indicated.
B. Finish exposed surfaces, new and existing, unless otherwise indicated.
C. Prime all 4 sides and cut edges prior to installation.
D. Brush and Roller Application:
1. Brushes: Use brushes best suited for the type of material applied. Use brush of appropriate size for the surface or item being painted.
2. Rollers: Use rollers of carpet, velvet back, or high-pile sheep's wool as recommended by the manufacturer for the material and texture required.
3. Brush or roll out and work coats onto surface in an even film.
4. Cloudiness, spotting, holidays, laps, brush or roller marks, runs, sags and other surface imperfections to be repaired.
E. Spray Application:
1. Use airless spray equipment with orifice size as recommended by the manufacturer for the material and texture required.
2. Where spray application is used, apply each coat to provide hiding equivalent to brush coats.
3. Do not double back with spray equipment to build up film thickness of two coats in one pass.
F. Minimum Coating Thickness:
1. Apply paint materials no thinner than manufacturer's recommended spreading rate.
Provide the total dry film thickness of the entire system specified, but in no case less than recommended by manufacturer.
3.3 EXTERIOR/INTEROR PAINT APPLICATION SCHEDULE

3.4 TOUCHING UP
A. After the completion of other branches of the work, all painted and finished work shall be touched up and restored where damaged or defaced and the entire work left free from blemish.

A. Cleanup: At the end of each workday, remove empty cans, rags, rubbish, and other discarded materials create by Work of this Section, and dispose of in a legal manner.
B. Do not dump waste materials, including thinners, on site.
