About this file

This is a Statement of Work (SOW) for a roof improvement project at the U.S. Department of Agriculture Forest Headquarters complex located in White Mountain National Forest, Campton, New Hampshire. The project, designated as "26 FHQ Roof Improvement," addresses chronic water intrusion issues that have persisted for at least eight years, causing significant damage to office spaces below, including mold growth that has required quarantining of areas.

The contractor shall remove and replace approximately 700 square feet of water-damaged materials including sheathing, 18-inch spray foam insulation, underlayment, and damaged flashing. Work includes disconnecting and removing existing snow melt heaters, removing standing seam roofing panels from the back of the building and valley area (to be saved), and preparing the attic space to prevent debris contamination of office areas. The contractor must install new plywood sheathing in kind, replace underlayment with high heat ice and water shield, install new metal flashing, and reinstall existing undamaged standing seam roof panels in accordance with manufacturer specifications while preventing water ingress. Damaged roof boots must be replaced, snow melt heaters reinstalled and reconnected, and 18 inches of new spray foam insulation applied to the underside of new sheathing. Key personnel requirements include a foreman who must be on-site at all times work is performed and laborers under foreman supervision. Post-award deliverables require submission of a full scope of work and schedule within one week of contract award, with daily updates and weekly summaries provided to the Contracting Officer's Representative (COR). No government-furnished items, security requirements, data rights, or Section 508 accessibility standards apply to this project.

• Prepare the area underneath the roof in the attic so as not to allow debris to fall into the office space.

• Replace underlayment with high heat ice and water shield over the entirety of the new plywood that was installed.
