About this file

This is a Sole Source Justification document for a federal supply schedule order under the General Services Administration (GSA) Multiple-Award Schedule Program. The Department of Veterans Affairs, Network Contracting Office 21, is seeking to replace current Philips Physiological Monitors at VA Northern California Health Care System (VANCHCS) in Mather, California. The acquisition is being conducted under GSAM Subpart 538.71 Federal Supply Schedule Ordering Procedures, with Acquisition Plan Action ID 36C261-26-AP-2803 and JOFOC Tracker FY26 NCO 21 1462.

The justification identifies three proposed contractors: The MacLean Group, LLC (Service Disabled Veteran Owned Small Business); Glomax, Inc. (SDVOSB); and Philips Healthcare (Other than Small Business). The primary justification for sole source procurement is that only one source is capable of providing the required products due to their unique and highly specialized nature. The document establishes that these are direct replacement parts/components for existing Philips equipment that are peculiar to Philips due to proprietary communication protocols, unique networking standards incompatible with other vendors, vendor-specific accessory compatibility, and the requirement for FDA compliance checks and extensive validation if switching vendors. Market research identified seven vendors through commercial and government databases, with three confirmed to have GSA contracts offering the required product. The contracting officer certified the justification as accurate on June 15, 2026. The estimated contract value is redacted in the document.

The estimated value of the proposed action is

Replacement of current Philips Physiological Monitors at Veterans Administration (VA) Northern California Health Care Services (VANCHCS).

(4) Identify the Authority and Supporting Rationale (see below and if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

GSAM 538.7104-3(b)(i): The need is of such unusual urgency that following the procedures would result in unacceptable delays in fulfilling that need:

GSAM 538.7104-3(b)(ii): Only one source is capable of providing the products, services, or solution required at the level of quality required because the products, services, or solutions are unique or highly specialized: These are “direct replacements” parts/components for existing equipment that are peculiar to one manufacturer, Philips.

Other vendor systems will not work on Philips infrastructure due to proprietary communication protocols. Philips uses unique networking standards for data exchange, which are not compatible with other vendors. Current workflows and interfaces are optimized for Philips systems which means that switching vendors would require custom middleware or full IT redesign. In addition, accessory compatibility is compromised since cables, sensors, and modules are vendor-specific, meaning existing accessories cannot be reused. Introducing a new vendor/system would require FDA compliance checks and extensive validation, adding time and cost

GSAM 538.7104-3(b)(iii): The order should be issued on a sole source basis in the interest of economy and efficiency because it is a logical follow-on to an FSS order already issued on a competitive basis:

GSAM 538.7104-3(b)(iv): It is necessary to place the order with a particular FSS contractor to satisfy a minimum guarantee established in the FSS BPA:

GSAM 538.7104-3(b)(v): A law expressly authorizes or requires that the purchase be made from a specified source:

(5) Describe Why You Believe the Order Represents the Best Value consistent with GSAM 538.7102-2(b)(4) to aid the contracting officer in making this best value determination: Given the identification of qualified vendors on GSA contracts—including both large business and SDVOSB options—the recommended acquisition approach represents the best value consistent
