Region 10 - California-Great Basin of the Bureau of Reclamation intends to issue a Solicitation for a firm fixed-price construction contract for the Folsom Right Wing Dam – North Fork Ditch Bypass
Modification. This procurement will be advertised as a Total Small Business set aside. Solicitation will be issued as a Request for Proposal (RFP) using FAR Part 15, Contracting by Negotiation Procedures following the lowest price technically acceptable source selection process. The Government anticipates awarding one firm fixed price contract to a contractor who has the lowest overall price and is determined technical acceptable. The applicable North American Industry Classification System (NAICS) Code is
237990 and the related small business size standard is $45M. This notice is not a request for proposal and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner.
The estimated cost of this project is between $5,000,000 and $10,000,000 and will require 100% performance and payment bonds.
Work is located two (2) miles north Folsom, California in Sacramento and Placer counties. The work to be performed is described below.
PRINCIPAL COMPONENTS OF WORK
The following is a listing of the principal components of work, but does not address all work items or tasks required for completion of the project:
• Mobilization and preparatory work
• Clearing, grubbing, and topsoil removal
• Fencing removal and installation
• Establishing site access and installing security measures
• Installing and operating temporary unwatering and dewatering systems
• Supported excavation to expose abandoned concrete headwall and portions of three abandoned corrugated metal pipe (CMP) conduits
• Removing concrete headwall and downstream end of the abandoned corrugated metal pipe
(CMP) conduits.
• Installing a filter and drainage zones, backfilling the excavation, and replacing a segment of toe drain pipe
• Placing and compacting embankment to create a seepage stability berm
• Installing toe drain inspection wells and toe drain pipe cleanouts
• Installing gravel surfacing
• Installing utilities and instrumentation
• Replacing topsoil and seeding
Solicitation 140R2025R0020 will be posted electronically to the Government Point of Entry (GPE) via https://sam.gov/ on or about 3 January 2025 with proposals due on 3 February 2025. The solicitation must be downloaded at the above website; no paper copy of this solicitation will be distributed.
Prospective contractors MUST be actively registered in the System for Award Management (SAM) database at http://www.sam.gov to be eligible for award.
