RMS QUARTERLY PERFORMANCE TEST

1.0 Test Overview

The objective of the Sentry-RMS quarterly test is to verify proper RMS operation, identify and address system issues, and document a snapshot of operational performance each quarter. A series of checks and alarm tests are performed. The test alarms also provide an opportunity to verify and reinforce operator training. The quarterly test deliverable provides documentation for the Office of Radiological Security (ORS) to verify system status and identify any required program actions to enable successful operations and long-term sustainability of the equipment.

The quarterly test activities are summarized below. The procedure involves the listed activities at monitoring stations and at the individual RMS locations. A checklist is provided to help track test activities for the maintenance report.

1.2 Operational Warning

Do not perform any alarm checks on the RMS units until ALL monitoring locations have been notified that quarterly performance testing is being done and that alarm activations are for testing purposes only.

When testing is completed, notify all monitoring locations that test is complete and alarms are back to an “active” mode.

1.3 Personnel

Two people are preferred to complete quarterly testing. One will be stationed at the primary assessment computer and one will need to move between each Sentry-RMS unit to generate alarms. Technicians who access the RMS enclosure must be qualified for low-voltage electrical maintenance.

• Security technician #1 – At primary monitoring location

• Security technician #2 – Must visit each Sentry-RMS installation location

• Facility electrical support – If AC power loss test is performed

• Dual password holders – For each Sentry-RMS, two separate individuals hold passwords required for access to the radiation detector test feature

1.4 Equipment Needed

Cleaning – A dry duster or microfiber cloth is preferred for light cleaning of the enclosure and cameras.

Disposable lens cleaning cloths may be used as needed on the camera lenses. A moist cloth with mild cleaning solution may be used as needed on the enclosure and camera housings.

Enclosure Access – A key is required to open the Sentry-RMS enclosure. The same key works for all units.

2.0 Review Initial System State of Health

Before generating any fault or alarm conditions, review the current system State of Health for monitored Sentry-RMS units at the primary monitoring station. Are there any unacknowledged alarms? Take a screen capture of the entire screen before acknowledging alarms or moving to the next test. Document any planned actions or actions taken to resolve (e.g., “Acknowledged alarms and will schedule operator training or re-training”).

Visit the sentry-RMSTM deployment website. Review the version number of the sentry-RMSTM firmware, OIS, and OICT. It there is a newer version of the firmware or software, download the newer version and install it. For step-by-step instructions regarding firmware update, refer to Section 7.1.1 – Upgrade Firmware (page 73) of the Sentry-RMS Configuration and Installation Manual. It is preferable to update the firmware by logging onto the Sentry-RMSTM Configuration Tool (SCT) using the maintenance port (camera jack #3) as opposed to using a remote network connection. This is due to the large size of the update file and reported problems associated with updating the sentry-RMSTM over a slow network connection.

3.0 Camera Field of View Verification

1. From a monitoring computer running Sentry-RMS OIS software, open the RMS live view and confirm the camera views cover the irradiator(s) and room door(s). The views should correlate with the camera configuration shown on room maps for the selected RMS.

2. Capture and save a screen shot with camera views and room maps.

3. If adjustment is required, continue to step 4. If no adjustment is required, skip to step 8.

4. Loosen the camera base (rotate base ring counterclockwise to loosen as shown in the figure below.

5. Adjust camera view and lock adjustment in place by tightening the camera base.

6. Verify final locked adjustment with an operator at a monitoring computer.

7. Capture and save a screen shot with camera views and room maps. If no camera adjustment was required, a second screen capture is not needed.

8. To verify proper IR operation, turn lights off in the room (if possible) and verify that the camera view changes to a black and white IR image at the assessment computer(s).

9. Restore room lighting.

4.0 Sentry-RMS Case Maintenance

At a minimum quarterly, but also as necessary, clean the Sentry-RMS case and camera bodies and lenses with a soft dry cloth and an all-surface cleaner.

5.0 Perform Tamper Alarm Testing

Sentry-RMS tamper alarms include seal alarms for fiber optic seals applied to irradiators and three separate RMS case tamper alarms: Case Moved, Door Open, and Case Penetrated.

5.1 Sentry-Seal and TISH Fiber Optic Loop Testing

1. Remove one of the cables from one of the tamper-indicating splice hasps (TISHs) that are mounted on the irradiator. Grasp the cable close to the TISH body and remove the cable. See figures below.

2. For every irradiator with a fiber optic seal installed, verify that a radiation seal tamper alarm was received at primary and secondary monitoring computers and at the Facility alarm station, if applicable.

3. Verify that State of Health shows an active radiation seal alarm.

4. Note the time and date of the acknowledgement. If they are not correct, update the time and date of the computer workstation and repeat this test. If you are unable to achieve an alarm that shows the correct time and date, contact PNNL or VPI for additional guidance.

5. Acknowledge the alarm (enter “quarterly testing” in the Add a Note section).

6. Insert the cable back into the TISH. Push in until an audible click is heard.

7. Verify that the seal alarm state clears and Tamper State of Health returns to a green checkmark.

NOTE: It may take up to one minute for the cleared status to update.

5.2 Door Open and Case Penetrated Alarms/Backup Battery Testing

1. Unlock the door latch and open the door.

2. Confirm Door Open and Case Penetrated alarms are received at both Primary and Secondary monitoring locations.

3. Confirm alarms are received in the house alarm system, if connected.

4. Acknowledge both alarms (in the Add a Note section, type “Quarterly Test: Case Tamper”).

5. Click the red Tamper icon (see left window below) and confirm that the RMS Tamper status shows both Door Open and Case Penetrated (see right window below).

6. With the Sentry-RMS case still open and AC power on, disconnect the battery cable from the circuit board (see figure below). It may be helpful to use a flathead screwdriver to depress the tab on the side of the plug.

7. A Battery Missing alert should be generated in the monitoring software.

8. Measure the open circuit DC voltage on the battery. It should read approximately 13 VDC. If the voltage reads 12 VDC or less, then the battery should be replaced.

9. Reconnect the battery cable to the circuit board.

10. Confirm the System State of Health returns to a green checkmark.

11. Close and lock door and confirm Tamper status changes to green checkmark (it may take up to one minute to update).

12. Clear the Case Tamper alarm in the house alarm system (if connected).

13. Click on the RMS Log menu item in the upper right corner of the main screen. Scroll down and click one of the videos that were captured during the course of performing this procedure. If you are unable to view one of the videos and receive an error, contact PNNL or VPI for additional guidance.

An example video is shown below.

5.3 Optional AC Power Loss Test – Shut off AC Power

1. Verify that the Sentry-RMS unit is on a dedicated AC circuit. If not, proceed with caution as you will interrupt power to devices sharing the circuit.

2. Interrupt the AC power to the Sentry-RMS unit by flipping the associated breaker that is supplying power from the on position to the off position. The RMS unit is now running on backup battery power.

3. Confirm that a Loss of AC power alert was received at all monitoring locations and that the States of Health for all but the “System” category indicate that the Sentry-RMS is operating properly on backup battery power.

4. Return AC power to the RMS unit by flipping the associated breaker that is supplying power from the off position to the on position.

5. Confirm the System State of Health returns to a green checkmark and acknowledge the alarm.

5.4 External Inputs Testing (Optional)

Your Sentry-RMS may be configured to have up to three custom External Input alarms. If so, for each external input, take the following steps.

1. Trip the alarm (e.g., press the Duress button).

2. Confirm that an alarm was received at all monitoring locations.

3. Verify that the Alarm status in the State of Health changes to red. NOTE: External input alarms fall under the Tamper category and can be assigned an appropriate name by your site.

4. Acknowledge the alarm.

5. Reset the Duress button or other external input device if applicable.

6. Verify that the State of Health returns to green checkmarks and acknowledge the alarm.

6.0 Radiation Detector/Alarm Testing and Sentry-RMS Log

Download Radiation detector testing requires using the Sentry-RMS Configuration Tool interface. Two passwords assigned to separate authorized site managers are required to log into the interface.

1. Enter the IP address of a selected Sentry-RMS in a web browser on a monitoring computer or other computer on the same network. Continue to the web page, even if you see a certificate error.

2. Click Sentry-RMS Configuration Tool.

3. You will be prompted for a user name and password. After the first authorized password holder enters his/her password, a second prompt will appear and the second authorized user must enter his/her user name and password.

4. Click the Radiation Detectors tab.

5. Note that, prior to testing the main radiation detector inside the sentry-RMS, the enclosure door should be closed for at least 5 minutes so that the radiation detector’s temperature is stable. To test the radiation detector, click Test Now.

6. The test will generate multiple radiation alarms as it isolates and tests three detection ranges. It may take several seconds for all alarms to appear. The configuration software will display the test results.

If the test fails at any range, click on “Calibrate Radiation Test”, wait for the calibration process to complete, and then repeat the test.

7. Take and save a screenshot of the test results.

8. If the system has remote radiation detectors, test these devices also using steps 4-7.

9. Confirm and acknowledge the high-radiation alarms at all security monitoring computers. In the Add a Note section of the Acknowledge window, state that the alarms are a result of quarterly testing.

10. At the completion of quarterly test activities, use the Event Viewer to download the RMS event log for the maintenance period, typically the past three months.

a. In the Event Viewer window, click the Log tab.

b. Scroll to the bottom of the page and, using the Calendar icons, set the start date (3 months ago) and time (00:00) and end date (today) and time (the current time).

c. Click Download Log.

d. When the download completes, click View Downloads > Open Folder.

e. The Downloads folder will open. Rename the file in the format Site name-date-Log File.

NOTE: If you do not have Excel on the system where you saved the log file, do NOT open the file. Instead, save the *.csv file to a thumb or other portable drive. Alternately, you can email it as an attachment.

f. On a computer with Excel, open the file to confirm that it downloaded correctly.

11. Submit the log file and the completed checklist electronically per the contract Statement of Work.
