About this file

This document is an Invitation to Bid (ITB) #C006883 issued by the Central Florida Tourism Oversight District (CFTOD) for the EPCOT A7-B1 Generator Feed Tie project. The procurement seeks electrical infrastructure services involving removing existing 15kV cables, installing owner-furnished 15kV cables, and providing 15kV splices in manhole EMH-EP33. The project work sequence includes de-energizing and cutting existing cables in EMH-EP33, providing 3/C pulling eyes, installing splices and owner-furnished cable, and removing 15kV cable between EMH-EP33 and EMH-EP4. The project design plans were developed by Chen Moore and Associates, who will retain engineering oversight during bidding and construction, including providing addenda, reviewing submittals, responding to technical questions, and periodically inspecting construction.

The bidding process will be conducted through PlanetBids, a new electronic platform that is free for all bidders and emphasizes fair and open competition with bid transparency. CFTOD has established bid preferences for local vendors, veteran small businesses, and opportunity zone businesses. Vendors must register on the platform to submit questions and bids, with document viewing possible without registration. The district stresses that only electronic bids through PlanetBids will be accepted to ensure fairness and transparency. Potential bidders must possess specific qualifications, including a State of Florida Licensed Electrician Certificate of Competency for cable splicer/terminator, Advanced TTC Certification, and Basic Flagger TTC Certification.
