The Central Florida Tourism Oversight District (“District” or “CFTOD”) is requesting proposals from qualified firms to provide Veterans Small Business and Buy Local Program outreach & implementation services.

CFTOD seeks to increase the participation of veteran small businesses and local businesses in the procurement process, thus increasing contracts awarded to these businesses.

The District’s Procurement Policy, effective on September 1, 2023, includes Policy No. PRO-100: Veterans Small Business and Buy Local Program (“Program”) attached as Exhibit B. This program offers a bid preference on most District solicitations for certified Program businesses.

Businesses are required to register to ask questions during the bid process and submit bids/proposals. During the registration process, businesses submit their applicable pre-certification information for the Veteran or BuyLocal programs.

The District also has a new BuyLocalNow webpage for the registration of veteran small businesses and local businesses, which qualify for the Program.

Proposer shall assess the current organization and develop a prioritized list of reform strategies with associated action plans for implementation.
