About this file
This is a Request for Information (RFI) market research document for repair services of C-5 Aft Cargo Center Doors. The Government seeks to identify potential contractors capable of repairing one left-side door (NSN 1560012966316, RMC/RMSC R1/G) and one right-side door (NSN 1560012979975, RMC/RMSC R2/G) for military aircraft. This is a one-time repair contract with no additional quantities expected for at least two years. Although the items' RMC/RMSC classifications indicate competitive repair eligibility, the Government intends to award a follow-on contract to the Test, Teardown, and Evaluation (TT&E) source to avoid unacceptable delays, as samples are unavailable for other sources and these doors are installed on only two aircraft. The known sole source is ES3, Inc.
Respondents must complete a Contractor Capability Survey addressing general capabilities, repair experience, and commerciality factors. Required information includes company details, business classifications, facility capabilities, past performance on similar projects, quality assurance processes (ISO 9001, AS9100), experience with IVHMS repairs, capabilities for classified material handling, technical data generation, current monthly capacity, test and inspection procedures, configuration management processes, inventory management systems, and warranty/return processes. Small business respondents are encouraged to participate and should identify teaming arrangements if necessary and any work areas suitable for small business set-asides. Responses must be submitted via email to the PCO and Rebecca Lopez (rebecca.lopez.4@us.af.mil) by the specified due date. The Government will not reimburse participants for survey participation expenses.

C-5 Aft Cargo Center Door (Left & Right) Repairs
The Government is conducting market research to identify potential sources that possess the expertise, capabilities, facilities, equipment, and experience to repair the C-5 Aft Cargo Center Door – both left and right sides.
The Government has a requirement for repair of 1 each Left Side and 1 each Right Side. This is a one-time repair contract, and additional quantities are not expected to be required for at least two years.
NSN 1560012966316
The Left Side door is assigned an RMC/RMSC of R1/G.
RMC R1 - Suitable for competitive repair for the second or subsequent time.
RMSC G. The Government has rights to the technical data, the data package is complete, and there are no technical data, engineering, tooling or repair restrictions. This is the only RMSC that implies that parts are candidates for full and open competition.
NSN 1560012979975
The Right Side door is assigned an RMC/RMSC of R2/G RMC R2 - Suitable for competitive repair for the first time.
RMSC G. The Government has rights to the technical data, the data package is complete, and there are no technical data, engineering, tooling or repair restrictions. This is the only RMSC that implies that parts are candidates for full and open competition.
NOTE: Although the RMC/RMSC data indicates competitive repair, the Government’s requirement is for the repair of doors that have already been through Test, Teardown, and Evaluation (TT&E) on an existing contract. The Government intends to award a follow-on contract for repairs to the TT&E source for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency’s requirements.
Samples are not available to furnish to any other source due to extremely limited on-hand parts.
These doors are only installed on two aircraft.
Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts.
The known sole source for this effort is ES3, Inc.
Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.
INSTRUCTIONS:
1. The attached Statement of Objectives files contain a description of the Aft Cargo Center Door repair requirements. A Contractor Capability Survey is included below. The Survey allows Contractors to provide their company’s capability.

Providing evidence of this arrangement, e.g. emails, letter, etc. that demonstrates a united response to this RFI is highly encouraged but not required. The evidence should state the type of arrangement and the role each member will fulfill.
