About this file
This is a Justification and Approval for Single Source Awards form from the U.S. International Trade Commission (USITC) for procuring Qualtrics XM Platform services. The requisition number is 6100-OCIO-25-0132 with an estimated total value of $150,000, falling under the Simplified Acquisition Threshold (SAT) per FAR 13.501.
The USITC requires Qualtrics XM Platform Website and Application Feedback service with FedRAMP certification, specifically needing to retain existing account configurations and historical data. The single source justification cites the agency's well-established integration with Qualtrics across multiple web applications, including numerous application-specific configurations for surveys, creatives, intercepts, dashboards, and reports. The USITC has collected thousands of historical data points from voluntary survey submissions used for agency performance metrics. Market research revealed minimal FedRAMP moderate certified platforms offering equivalent functionality to Qualtrics, which is commonly used by federal entities like the Department of Labor. The requiring officer is Christian Fluitt from the Office of Chief Information Officer, and the contracting officer is Ian Quillman from the Office of Procurement. The form indicates posting requirements for www.sam.gov for procurements over $25,000.
