About this file

This document is a Statement of Work (SOW) for the West Gate Area Development project at Laughlin Air Force Base in Texas. The purpose of the project is to create a new airpark that will allow the relocation of static aircraft displays from the closed North Gate to the West Gate, and to install xeriscape for improved drainage and dust mitigation.

The SOW outlines the Base Bid scope of work, which includes earthwork, concrete paving and curbing, and landscape installation. It also describes three optional scopes of work (Options 1-3) for the expansion of the airpark with additional static display circles, parking, and supporting infrastructure. The project has a total period of performance of 120 calendar days, with separate notices to proceed for pre-construction submittals and construction. The estimated magnitude of construction is between $1,000,000 and $5,000,000. This project will be procured through a small business set-aside, with the NAICS code 236220 and a size standard of $45,000,000.

STATEMENT OF WORK

West Gate Area Development

FA309922F0017

I. DESCRIPTION OF WORK

Base Bid

The purpose of this project is to create a new airpark in the West Gate Area that will allow the 47th Flying Training Wing to relocate the static aircraft displays from the closed North Gate to the West Gate, and for the installation of xeriscape to improve drainage and dust mitigation. The project includes seven display circles for display aircraft, including information pedestals, concrete aircraft footings, sidewalk, and lighting. To support the airpark, the project also includes a parking lot and assembly area, and minor changes to adjacent roads to provide vehicle access. The project is located at Laughlin Air Force Base in Val Verde County, Texas.

Design includes a Base Bid scope of work and Options 1, 2, and 3 scopes of work. At the time of this Statement of Work preparation, the only construction work awarded is the Base Bid scope of work of which the area is highlighted in the image below and described in the following paragraphs. This scope of work will include earthwork, concrete paving and curbing, and landscape installation.

Prior to any work, the Contractor shall obtain a Base Civil Engineering Work Clearance Request to locate all underground utilities through the appropriate Form AF 103 process. Upon receipt of accepted AF 103, the Contractor shall mobilize and install appropriate erosion and sediment controls including silt fencing and/or fiber rolls per design documents. Existing signage, including Marquee Sign, light poles, lift station, and storm drain manholes should be identified and protected from damage during construction.

The work area is to be cleared and grubbed of vegetation and debris. The work area is to be graded as necessary to provide smooth surface for landscaping and accommodate required grading for drainage. Testing should be performed on existing soils to obtain proctor results. Existing soils to receive landscaping and new concrete pavement to be moisture conditioned and compacted to meet design requirements.

At the bus lane turnaround pavement area to receive modification to existing curbs and pavement as shown on CS102, the Contractor shall determine, and review proposed temporary traffic control process with appropriate Government representatives. Once traffic control process is determined, the Contractor shall install appropriate temporary signage and barriers at area of concrete pavement and curb work. If necessary, temporary traffic directional signage should be placed during the construction period. The Contractor shall sawcut, remove, and dispose of concrete curb as noted in drawings. After removal, the Contractor shall moisture condition, compact, and test subgrade prior to concrete placement. The Contractor is to form and place new reinforced concrete curb and pavement and re-install permanent signage. Old pavement markings are to be removed, if necessary, and new pavement markings are to be installed.

At the landscaping areas to receive new riprap around drainage basin, the Contractor is to excavate as needed to provide minimum 12” of rip rap erosion protection and install the rip rap. At the XL symbol perimeter, the Contractor shall excavate a trench as required and install the reinforced concrete border curb.

Steel edging should be installed around the XL symbol letters and in between grass and rock transition. In areas to receive rock or gravel, the Contractor shall apply a pre-emergent herbicide to the soil. New plants should be installed and fertilized in accordance with the design document requirements. New sod, gravel, and river rock should then be installed as required. Contractor to apply a second application of preemergent herbicide after gravel/rock install is complete.

The Contractor shall water and maintain the landscaping for a minimum of 90 days.

Option 1 – Assembly with 2 Circles

1.1 Construct all items for the airpark development highlighted as “Option 1 – Assembly with 2 circles” in the 100% Design Drawings. The Contractor shall construct a parking lot for the airpark. The parking lot shall have seven (7) striped parking spaces, one handicap parking space, and one bus/RV parking area. The parking lot shall provide accessibility through ramps and sidewalks to meet ABA and ADA requirements. Include paint striping and signage as required per CS103, CS104, and details on CS501. Striping shall be performed in accordance with Specification Section 32 17 23 Pavement Markings. Any removed signage during construction shall be replaced and relocated as specified. Provide wheel stops in parking spaces as shown on F6/CS501.

1.2 The Contractor shall install new roadways, entry points, and curbs to be compatible with the existing West Gate Area traffic patterns and new airpark parking lot.

1.3 The Contractor shall construct an assembly area which will act as the entrance to the airpark from the parking lot. The assembly area shall be comprised of pavers (Approx 5582 SF) with vertical xeriscaping along the southeast side to act as a backdrop for the assemble area and screen to the fence. Basis of design pavers are Holland Series Paver 4” x 8” as detailed on construction drawings (See LS102). Attachment E, Laughlin Legacy – Sustainable Landscape Development Plan. Paver installation detail can be found on 2/LS150. Pavers should follow requirements of Specification Section 32 14 13.13 Interlocking Precast Concrete Unit Paving.

1.4 The Contractor shall install frost free yard hydrants on both sides of the airpark parking lot along with associated water lines in accordance with CU101 Water Utility Plan. Details can be found on CS502. All work associated with frost free yard hydrants shall also follow Specification Section 33 11 00 Water Utility Distribution Piping.

1.5 Electrical: It is the Contractor’s responsibility to work with Rio Grande Electric Cooperative (RGEC) through the Government. The Contractor shall coordinate with RGEC for electrical power utility design, materials and equipment (poles, wires, and transformer), and installation for the airpark. For more details, reference Attachment B – Laughlin AFB Division 01 General Specifications. Specific power requirements can be located on E101, E201, and E301. All electrical work should follow requirements in the specifications in Division 26 – Electrical.

1.6 The Contractor shall install static display circles. This area is inclusive of two static display circles, one on each side of the assembly area. Each will be utilized to display a single aircraft like the existing static display circles along the North Gate Area on Liberty Drive. See Attachment H North Gate Area Static Displays for reference. Concrete for static display circles shall follow requirements outlined in Specification Section 03 30 53 Miscellaneous Cast-In-Place Concrete.
