About this file
This is a Technology/Architecture Questionnaire document issued by the City of Santa Monica, California, in support of a Request for Proposals for an Onboard Bus Video Surveillance System (OBVSS) for the Big Blue Bus fleet. The questionnaire serves as an evaluation tool for assessing vendor proposals and consists of eight comprehensive review sections designed to evaluate the technical and operational capabilities of proposed solutions. Vendors are required to address Architecture Review (system components and interaction diagrams), Technology Review (programming languages, databases, cloud infrastructure, and code promotion procedures), User Experience (URLs, applications, user personas, and front-end technologies), Integrations Review (data migration strategy and compatibility with existing systems including Tyler Munis, ServiceNow, Laserfiche, DocuSign, ESRI GIS, and SharePoint), Configuration and Customizations (customization handling, upgrade frequency, and version support), User and Access Management Review (authentication and authorization options), Maintenance and Support (SLAs, training, monitoring, and disaster recovery), and Reporting and Business Analytics (operational reports, KPI creation, and Tableau integration capability).
The questionnaire does not specify pricing terms, set-asides, contract duration, or renewal options within its content. Rather, it functions as a technical evaluation framework requiring vendors to demonstrate comprehensive understanding of system architecture, integration capabilities with the City's existing technology ecosystem, user management protocols, maintenance and support structures, and reporting functionalities. The document emphasizes the City's need for solutions that can integrate seamlessly with current systems, support various authentication and authorization methods, provide clear escalation procedures and SLAs, offer customization and upgrade flexibility, and deliver business continuity and disaster recovery capabilities. Responses to this questionnaire will inform the City's evaluation of which vendor proposal best meets the technical and operational requirements for modernizing the OBVSS.
