PART 1 – GENERAL
1.01 EXISTING CONDITION INFORMATION
A. This Document with its referenced attachments is part of the Procurement and Contracting Requirements for Project. They provide Government's information for Bidders' conven-ience and are intended to supplement rather than serve in lieu of the Bidders' own investi-gations. They are made available for Bidders' convenience and information but are not a warranty of existing conditions. This Document and its attachments are not part of the Contract Documents. The Contractor shall be responsible for being fully aware of site con-ditions and limitations prior to building.
B. Existing drawings that include information on existing conditions including previous con-struction at Project site are available for viewing as part of Attachment labeled: “Existing Conditions and Site Plans”.
C. Survey information that includes information on existing conditions, prepared by the Gov-ernment is available for viewing as part of Attachment labeled: “Existing Conditions and Site Plans”.
D. For the Lakeview Ranger Station, photographic report of existing conditions that includes photographic documentation on existing conditions, prepared by the Government, dated 2/13/2023, are available as part of Attachment labeled: “Existing Conditions and Site Plans”.

EXISTING HAZARDOUS MATERIAL INFORMATION
PART 1 - GENERAL
1.01 EXISTING HAZARDOUS MATERIAL INFORMATION
A. This Document with its referenced attachments is part of the Procurement and Contracting Requirements for Project. They provide Government's information for Bidders' conven-ience and are intended to supplement rather than serve in lieu of Bidders' own investiga-tions. They are made available for Bidders' convenience and information but are not a war-ranty of existing conditions. This Document and its attachments are not part of the Contract Documents. The Contractor shall be responsible for being fully aware of site conditions and limitations prior to building.
B. For the Lakeview Ranger Station, an existing asbestos report for the project, prepared by White Shield, Inc., dated December 13, 2022 is included as an Attachment. Building #2102 was confirmed to have Asbestos-Containing Materials (ACM) present.
C. An existing lead report for the Lakeview Ranger Station has not been conducted of the properties. Contractor shall be responsible for any testing or remediation needed to comply with DEQ requirements or other laws.
D. For the Thomas Creek Work Center, a hazmat report, including Asbestos-Containing Ma-terials (ACM), Lead-Based Paints (LBP), and other hazardous building materials, prepared by DH Environmental Inc., dated May 12, 2021, is included as an Attachment. Please refer to report for list of potential lists of hazardous materials present.
E. Related Requirements:
1. Document 003119 "Existing Condition Information" for information about existing conditions that is made available to bidders.

1. Lakeview Ranger Station:

a. Off NFS Road 28 at the following Lat/Long: 42.394595, -120.605488
b. From Lakeview, head west on OR-140 W Street toward Klamath Falls for 3.5 miles. Turn right onto County Hwy 2-16/Thomas Creek Road and drive for
2.0 miles. Turn left to stay on County Hwy 2-16A for 0.2 miles, then continue onto NFS 28 for 13.2 miles. Turn right onto dirt road driveway for 0.4 miles to reach the Thomas Creek Work Center.
C. Project Background:
1. Lakeview Ranger Station:
a. The Lakeview Ranger Station consists of approximately seven acres and was purchased by the Forest Service in the mid 1930’s. Originally consisting of four buildings that were built by the Civilian Conservation Corps in approxi-mately 1936, the compound now consists of eleven administrative structures.
To better utilize the existing ranger station property and reduce the amount of deferred maintenance for the site, the Fremont-Winema National Forest plans to decommission approximately five of the structures.
2. Thomas Creek Work Center
a. The Thomas Creek Work Center was built around 1957 and originally used as a fire station that housed its crew onsite. They used propane to run their water heater, refrigerators, and cook stoves. The power supply was an old WWII
May 17, 2023 Decommissions & Cleanups 01 10 00 2 diesel motor with a converter. After 1992, the work center was used intermit-tently for field crews. Around 1988, the spring levels lowered resulting in the water source becoming non-potable, eventually making it necessary to shut down the Work Center in the early 1990’s. Since then, the facilities on the site have deteriorated to such a point that the facilities are no longer serviceable.
The Fremont-Winema National Forest has identified this site for demolition to reduce the Forest’s overall administrative facility footprint as well as reduce the backlogged deferred maintenance.
1.04 WORK COVERED BY CONTRACT DOCUMENTS
A. The Work of Project is defined by the Contract Documents and consists of the pay items listed in this Section.
B. For all Base and Optional Items listing below as: ‘Building #### - Demolition, Disposal & Restore Site’, the work may, but is not limited to, the following work: demolish and dis-pose of entire building, including foundation; Furnish clean fill meeting specifications, as needed, and bring footprint back to natural grade; compact fill; regrade site to ensure proper drainage; protect adjacent vegetation and environment from damage and stormwater runoff from construction operations; erosion control; seed and straw; pedestrian safety and site security; ensure all requirements listed elsewhere in Specifications, Drawings, and At-tachments are followed. Mobilization costs shall be incidental to respective pay items. Bid on items as Turnkey items, meaning cost for each item shall include all necessary work for completing requirements shown in Specifications, including necessary mobilization, labor, equipment, or other items. Costs related to reports, submittals, and environmental compli-ance responsibility shall be considered incidental.
C. Lakeview Ranger Station: Base Items
1. Item 0001: Building #2207 – Demolition, Disposal & Restore Site
a. Built in 1937. Approximately 5,184 SF. Built as Geotechnical Laboratory but used as storage and garage space. All original equipment has been removed.
b. Work includes removing concrete pads in front of entry doors and restoring land.
D. Lakeview Ranger Station: Optional Items
1. Item 0002: Building #2505 – Demolition, Disposal & Restore Site
a. Built in 1941. Approximately 301 SF. Used as paint storage.
b. Work includes removing both concrete pads in front of doors and restoring land.
2. Item 0003: Building #2102 – Demolition, Disposal & Restore Site
a. Built in 1972. Approximately 1,213 SF. Used as storage and houses district telecommunication system.
b. Building has an approximately 20-foot radio antenna attached to the building.
Contractor shall be responsible for salvaging by detaching antenna and inte-rior telecommunication equipment that may still be present and providing equipment to Government. See Section 024116 “Structure Demolition” for Contractor Salvaging responsibilities.
c. Work includes removing asbestos from building and disposing of it according to Specifications and environmental requirements.
d. Work includes removing concrete pad in front of garage door, and steps/con-crete leading up to main entry door and restoring land.

3. Item 0004: Building #2004 – Demolition, Disposal & Restore Site
a. Built in 1982. Approximately 1,783 SF. Used as office space. Modular build-ing.
b. Work includes removing stairs and adjacent concrete walkways up to side-walk of Building #2003, as shown on plans, and restoring land.
4. Item 0005: Building #2403 – Demolition, Disposal & Restore Site
a. Built in 1979. Approximately 2,535 SF. Used as storage.
b. Work includes removing loading dock and retaining wall on west side of structure and restoring land.
E. Thomas Creek Work Center: Optional Items
1. Item 0006: Hazmat Site Material Waste Disposal
a. Propane Tank: Approximately 1000 gallons. Included in Thomas Creek
Hazmat Report and Sheet 37 of “Existing Conditions and Site Plans” Attach-ment.
b. Diesel Tank: Approximately 1000 gallons. Included in Thomas Creek Haz-mat Report and Sheet 37 of “Existing Conditions and Site Plans” Attachment.
c. Elevated Gasoline Tank: Approximately 500 gallons. Included in Thomas Creek Hazmat Report and Sheet 38 of “Existing Conditions and Site Plans” Attachment.
d. Underground Fuel Oil Tank: Unknown size. Included in Thomas Creek Hazmat Report and Sheet 38 of “Existing Conditions and Site Plans” Attach-ment.
e. Asbestos: Refer to Thomas Creek Hazmat Report for specifics of quantities and locations.
f. Misc. Hazardous Items: Refer to Thomas Creek Report for specifics of quantities and locations.
g. Work includes the draining and/or disposal of contents of tanks, buckets, and other items. For estimated quantities of liquid and solid materials, refer to the Thomas Creek Hazmat Report.
h. Assess compliance requirements and prepare an Environmental Compliance Plan (Pre-work), including bagging and watering requirements.
2. Item 0007: Non-Hazardous Site Material Waste Disposal
a. Perimeter Fencing: Approximately 50 sections with six vertical poles and four horizontal poles. Total perimeter distance is about 936 feet. Vertical posts are 7” diameter, and approximately 8’ long. Horizontal post are approxi-mately 6” diameter and 15’ long. See Sheet 37 of “Existing Conditions and Site Plans” Attachment.
b. Wood Piles: Two large wood piles containing extra posts for perimeter fenc-ing. See Sheet 38 of “Existing Conditions and Site Plans” Attachment.
c. Utilities Well: Unknown size. Consists of a corrugated metal pile allowing access to utilities tee. See Sheet 38 of “Existing Conditions and Site Plans” Attachment.
d. Other: Remove trash and all other non-hazardous non-building material from the interior and exterior of Buildings #1320, #2506, and #2200.
3. Item 0008: Building #1320 – Demolition, Disposal & Restore Site
a. Constructed 1957. Approximately 1,840 SF. Used as Barracks.
4. Item 0009: Building #2506 – Demolition, Disposal & Restore Site
a. Constructed in 1959. Approximately 96 SF. Used as Gas House.
5. Item 0010: Building #2200 – Demolition, Disposal & Restore Site

a. Constructed in 1975. Approximately 1,223 SF. Used as Warehouse.
F. Properly remove all items and dispose off government property. Items are not to be decom-missioned or abandoned in-place. Provide suitable material to use as fill, as specified in other sections. Concrete shall not be used as backfill material.
G. Ensure that all applicable laws, directives, and regulations are followed.
H. Prepare documentation for submittal to state agencies, as needed.
I. Provide a final report documenting conditions encountered, and documentation that project was accomplished in accordance with regulations.
J. This work shall include all associated site work needed to reclaim the building area and all associated environmental compliance work. Fill depressed areas according to Section 024116 “Structure Demolition”.
K. Reference all contract documents for all other Work to be completed as part of this con-tract.
1.05 GOVERNMENT-FURNISHED/CONTRACTOR-INSTALLED (GFCI) PRODUCTS
A. Government's Responsibilities: Government will furnish products indicated and perform the following, as applicable:
1. Provide for delivery of Government-furnished products to Project site.
2. Upon delivery, inspect, with Contractor present, delivered items.
3. If Government-furnished products are damaged, defective, or missing, arrange for replacement.
4. Inform Contractor of earliest available delivery date for Government-furnished prod-ucts.
B. Contractor's Responsibilities: The Work includes the following, as applicable:
1. Designate delivery dates of Government-furnished products in Contractor's con-struction schedule, utilizing Government-furnished earliest available delivery dates.
2. Receive, unload, handle, store, protect, and install Government-furnished products.
3. Protect Government-furnished products from damage during storage, handling, and installation and prior to Substantial Completion.
4. Repair or replace Government-furnished products damaged following receipt.
C. Government-Furnished/Contractor-Installed (GFCI) Products:
1. Grass and Seeding Mixture: See Section 329200 “Turf and Grasses” for additional information.
1.06 CONTRACTOR'S USE OF SITE AND PREMISES
A. Use of Site: Limit use of Project site to Work in areas within the Contract limits indicated.
Do not disturb portions of Project site beyond areas in which the Work is indicated.
1. Driveways, Walkways, and Entrances: Keep driveways and entrances serving prem-ises clear and available to Government, Government's employees, and emergency vehicles always. Do not use these areas for parking or for storage of materials.
B. Condition of Existing Grounds: Maintain portions of existing grounds, landscaping, and hardscaping affected by construction operations throughout construction period. Repair damage caused by construction operations.

1.07 COORDINATION WITH OCCUPANTS
A. Lakeview Ranger Station: Full Government Occupancy: Government will occupy site and existing adjacent buildings during entire construction period. Cooperate with Government during construction operations to minimize conflicts and facilitate Government and public usage. Perform the Work so as not to interfere with Government day-to-day operations.
Maintain existing exits, unless otherwise indicated.
B. Thomas Creek Work Center: No Government Occupancy: Government will not occupy site or existing adjacent buildings during entire construction period. Maintain existing ex-ists, unless otherwise indicated.
1.08 WORK RESTRICTIONS
A. Work Restrictions, General: Comply with restrictions on construction operations.
1. Comply with limitations on use of public streets and with other requirements of au-thorities having jurisdiction.
B. On-Site Work Hours: Limit work in the existing building to normal business working hours of 8:00 a.m. to 4:00 p.m., Monday through Friday, unless otherwise indicated.
C. Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Gov-ernment or others unless permitted under the following conditions and then only after providing temporary utility services according to requirements indicated:
1. Notify Government not less than three (3) days in advance of proposed utility inter-ruptions.
2. Obtain Government's written permission before proceeding with utility interruptions.
D. Thomas Creek Work Center: Period of Performance for building demolition work is
October 15th through April 1st to comply with environmental policy. Ground disturb-ance activity is not allowed between April 1st and August 31st. Decommissioning work is to be scheduled during early fall to reduce impacts to roosting bats who have poten-tially not yet moved to winter hibernacula areas or are possibly utilizing the site a mi-gration route roost. During demolition, the Contractor is to remove roof slowly to al-low for the escape and self-relocation of any bat species present. If any endangered, threatened, or sensitive species are found during project activities, activities in the vi-cinity shall be halted and the Contracting Officer immediately contacted.
1.09 SPECIFICATION AND DRAWING CONVENTIONS
A. Specification Content: The Specifications use certain conventions for the style of language and the intended meaning of certain terms, words, and phrases when used in particular situ-ations. These conventions are as follows:
1. Imperative mood and streamlined language are generally used in the Specifications.
The words "shall," "shall be," or "shall comply with," depending on the context, are implied where a colon (:) is used within a sentence or phrase.
2. Specification requirements are to be performed by Contractor unless specifically stated otherwise.

B. Division 01 General Requirements: Requirements of Sections in Division 01 apply to the Work of all Sections in the Specifications.
C. Drawing Coordination: Requirements for materials and products identified on Drawings are described in detail in the Specifications.
D. Terminology: Materials and products are identified by the typical generic terms used in the individual Specifications Sections.
E. Abbreviations: Materials and products are identified by abbreviations published as part of the U.S. National CAD Standard and scheduled on Drawings.
F. Keynoting: Materials and products are identified by reference keynotes referencing Speci-fication Section numbers found in this Project Manual.

OPTION ITEMS
PART 1 - GENERAL
1.01 SUMMARY AND RELATED DOCUMENTS
A. Drawings and general provisions of the Contract, including General and Supplementary
Conditions and other Division 01 Specification Sections, apply to this Section.
B. Refer to Section 011000 “Summary” and Drawings for list of bid items applicable to this project.
1.02 DEFINITIONS
A. Option Item: An amount proposed by bidders and stated on the Bid Form for certain work defined in the Bidding Requirements that may be added to the Base Bid amount if the Gov-ernment decides to accept the alternate.
1. The Government is not obligated to award option items.
2. The cost for each option item is the net addition to the Base Bid Contract Sum to in-corporate option into the Work. No other adjustments are made to the Contract Sum.
B. Contractor shall bid each item. Government will notify successful contractor which option item(s) it elects to accept after award of contract.
1.03 PROCEDURES
A. Coordination: Modify or adjust affected adjacent work as necessary to completely inte-grate work of the option into Project. Include as part of each option, miscellaneous de-vices, accessory objects, and similar items incidental to or required for a complete installa-tion whether or not indicated as part of option.
B. Execute accepted options under the same conditions as other work of the Contract.
C. Schedule: A Schedule of Options is included at the end of this Section. Specification Sec-tions referenced in schedule contain requirements for materials necessary to achieve the work described under each alternate.

d. Change Orders (numbers) that affect value.
e. Dollar value.
f. Percentage of the Contract Sum to nearest one-hundredth percent, adjusted to total 100 percent.
7. Round amounts to nearest whole dollar; total shall equal the Contract Sum.

1.02 INFORMATIONAL SUBMITTALS
A. Subcontract List: Submit each proposed subcontractor on a SF 1413 (Statement and Ac-knowledgment) in accordance with Paragraph (d)(1) of FAR Clause 52.222-11. SF 1413s need to be submitted with 14 days after award of the contract.
B. Key Personnel Names: Within 14 days of starting construction operations, submit a list of key personnel assignments, including superintendent and other personnel in attendance at Project site. Identify individuals and their duties and responsibilities; list addresses and tel-ephone numbers, including home, office, and cellular telephone numbers and e-mail ad-dresses. Provide names, addresses, and telephone numbers of individuals assigned as alter-nates in the absence of individuals assigned to Project.
1.03 GENERAL COORDINATION PROCEDURES
A. Coordination: Coordinate construction operations included in different Sections of the
Specifications to ensure efficient and orderly installation of each part of the Work. Coordi-nate construction operations included in different Sections that depend on each other for proper installation, connection, and operation.
1. Schedule construction operations in sequence required to obtain the best results where installation of one part of the Work depends on installation of other compo-nents, before or after its own installation.
2. Coordinate installation of different components to ensure maximum performance and accessibility for required maintenance, service, and repair.
3. Make adequate provisions to accommodate items scheduled for later installation.

B. Administrative Procedures: Coordinate scheduling and timing of required administrative procedures with other construction activities to avoid conflicts and to ensure orderly pro-gress of the Work. Such administrative activities include, but are not limited to, the follow-ing:

2. Preparation of the schedule of values.
3. Installation and removal of temporary facilities and controls.
4. Delivery and processing of submittals.
5. Progress meetings.
6. Preinstallation conferences.
7. Project closeout activities.
8. Startup and adjustment of systems.
C. Conservation: Coordinate construction activities to ensure that operations are carried out with consideration given to conservation of energy, water, and materials. Coordinate use of temporary utilities to minimize waste.
1. Salvage materials and equipment involved in performance of, but not actually incor-porated into, the Work. See other Sections for disposition of salvaged materials that are designated as the Government's property.
1.04 COORDINATION DRAWINGS
A. Coordination Drawings, General: Prepare coordination drawings according to requirements in individual Sections, and additionally where installation is not completely indicated on Shop Drawings, where limited space availability necessitates coordination, or if coordina-tion is required to facilitate integration of products and materials fabricated or installed by more than one entity.
1. Content: Project-specific information, drawn accurately to a scale large enough to indicate and resolve conflicts. Do not base coordination drawings on standard printed data. Include the following information, as applicable:
a. Use applicable Drawings as a basis for preparation of coordination drawings.
b. Indicate functional and spatial relationships of components of architectural, structural, civil, mechanical, and electrical systems. Prepare sections, eleva-tions, and details as needed to describe relationship of various systems and components.
c. Indicate dimensions shown on Drawings. Specifically note dimensions that appear to be in conflict with submitted equipment and minimum clearance requirements. Provide alternative sketches to Contracting Officer indicating proposed resolution of such conflicts. Minor dimension changes and difficult installations will not be considered changes to the Contract.
1.05 REQUEST FOR INFORMATION (RFI)
A. General: Immediately on discovery of the need for additional information, clarification, or interpretation of the Contract Documents, Contractor shall prepare and submit an RFI in the form specified.
1. Contracting Officer will return without response those RFIs submitted to Contract-ing Officer by other entities controlled by Contractor.

2. Coordinate and submit RFIs in a prompt manner so as to avoid delays in Contrac-tor's work or work of subcontractors.

3. Date.
4. Name of Contractor.
5. RFI number, numbered sequentially.

10. Contractor's suggested resolution. If Contractor's suggested resolution impacts the
Contract Time or the Contract Sum, Contractor shall state impact in the RFI.
11. Contractor's signature.
12. Attachments: Include sketches, descriptions, measurements, photos, Product Data, Shop Drawings, coordination drawings, and other information necessary to fully de-scribe items needing interpretation.
a. Include dimensions, thicknesses, structural grid references, and details of af-fected materials, assemblies, and attachments on attached sketches.
C. RFI Forms: Form with substantially the same content as indicated above, acceptable to
Contracting Officer.
1. Attachments shall be electronic files in Adobe Acrobat PDF format.
D. Contracting Officer's Action: Contracting Officer will review each RFI, determine action required, and respond. Allow seven working days for Contracting Officer's response for each RFI. RFIs received by Contracting Officer after 1:00 p.m. will be considered as re-ceived the following working day.
1. The following Contractor-generated RFIs will be returned without action:
a. Requests for approval of submittals.
b. Requests for approval of substitutions.
c. Requests for approval of Contractor's means and methods.
d. Requests for coordination information already indicated in the Contract Docu-ments.
e. Requests for adjustments in the Contract Time or the Contract Sum.
f. Requests for interpretation of Contracting Officer's actions on submittals.
g. Incomplete RFIs or inaccurately prepared RFIs.
2. Contracting Officer's action may include a request for additional information, in which case Contracting Officer's time for response will date from time of receipt of additional information.

3.01 CONTRACTOR'S CONSTRUCTION SCHEDULE, GENERAL
A. Time Frame: Extend schedule from date established for commencement of the Work to date of final completion.
1. Contract completion date shall not be changed by submission of a schedule that shows an early completion date, unless specifically authorized by Change Order.
B. Activities: Treat each story or separate area as a separate numbered activity for each main element of the Work. Comply with the following:
1. Startup and Testing Time: Include no fewer than 15 days for startup and testing.
2. Substantial Completion: Indicate completion in advance of date established for Sub-stantial Completion and allow time for Contracting Officer's administrative proce-dures necessary for certification of Substantial Completion.
3. Punch List and Final Completion: Include not more than 30 days for completion of punch list items and final completion.
4. Indicate long-lead items that can disrupt major portions of work if not ordered in time.
C. Phasing: Arrange list of activities on schedule by phase.
D. Milestones: Include milestones indicated in the Contract Documents in schedule, includ-ing, but not limited to, the Notice to Proceed, Substantial Completion, and final comple-tion.
E. Contract Modifications: For each proposed contract modification, and concurrent with its submission, prepare a time-impact analysis.
F. Contractor's Construction Schedule Updating: At monthly intervals, update schedule to re-flect actual construction progress and activities. Issue schedule one week before each regu-larly scheduled progress meeting.
1. Revise schedule immediately after each meeting or other activity where revisions have been recognized or made. Issue updated schedule concurrently with the report of each such meeting.
2. Include a report with updated schedule that indicates every change, including, but not limited to, changes in logic, durations, actual starts and finishes, and activity du-rations.
3. As the Work progresses, indicate final completion percentage for each activity.
G. Distribution: Distribute copies of approved schedule to Contracting Officer, Government, separate contractors, testing and inspecting agencies, and other parties identified by Con-tractor with a need-to-know schedule responsibility.

A. General: Submit special reports directly to Government within one day of an occurrence.

B. Reporting Unusual Events: When an event of an unusual and significant nature occurs at Project site, whether or not related directly to the Work, prepare and submit a special re-port. List chain of events, persons participating, and response by Contractor's personnel, evaluation of results or effects, and similar pertinent information.
