The purpose of this amendment is to provide the Government engineer's answers to contractor questions, and to change the amount of time the contractor has to complete a line item after being issued a notice to proceed.

Q2 - Is there an onsite contact COR or other employee contact to schedule on-site inspection for contractors, if there is no pre bid meeting?
A2 - Please contact Travis Stewart (541-219-6245 or travis.stewart@usda.gov) to schedule site inspections or site visits. On-site inspections are highly recommended.
Q3 - From the pictures of structures they show a lot of USFS property, will the forest service remove the property they want to keep prior to demolition?
A3 - Yes, the Forest Service plans to remove all property from all of the buildings at the
Lakeview Ranger Station. No materials at the
Thomas Creek Work Station are planned for removal by the government prior to demolition, and this site¿s materials are included as Pay Item 0007.
Any items such as relics ect found during demolition, and were overlooked during removal of property will be returned to USFS.
Q4 - At the Lakeview site, are the water and sewer connected to Lakeviews water and sewer systems?
A4- Yes, the Forest Service believes that buildings #2004, #2102, and #2207 are connected the city¿s water and sewer systems. During decommissioning, it may be found that the other buildings were connected as well. Please see Page
5 (R-02) of Drawings/Project Maps for suspected water and sewer lines.
Q5 - Is there any septic tanks to be removed at the lakeview site? Are drain fields abandoned in place?
A5 - Yes, there are septic tanks to be removed at
Lakeview site [Specification 024116 1.06(D)(8)].
Please refer to Page 5 of Drawings/Project Maps for suspected locations of septic tanks. During decommissioning, other septic tanks may be located. Please refer to specifications for recommended removal method.

A6- We believe that all structures other than
#2004 at Lakeview Ranger Station and Thomas Creek
Work Center were built with concrete slab floors.
Building #2004 was originally modular and most likely placed on footings, but we¿re not sure.
Q7 - Is there any requirement to salvage any building material to be demoed, or to just remove and dispose of appropriately?
A7 - Other than the radio antenna on Building
#2102, we don¿t expect anything else to be salvaged.
Q8 - Does the workzone barrier need to be cyclone fenced, or can it be rope, ribbon, and signage barrier?
A8 - As long as the barrier¿s meet OSHA¿s and other agencies requirements for protections, we don¿t have a preference. Lakeview Ranger Station has many on-site employees, and Thomas Creek is gated with no employees present, but the public has been known to drive up to the site.
Q9 - Looks as though all structures at Thomas creek have concrete floors, is that correct?
A9 - Yes, that¿s correct.
Q10 - Were the ust waste oil and fuel tank used after Jan 1974?
A10 - Yes, Thomas Creek was active until the early 1990¿s.
Q11 - Are the usts certified and registered?
A11 - No.
Q12 - Has the USFS had soil samples taken around usts, to see any extent of possible contamination requiring remedial excavation?
A12 - No, the Forest Service has not performed soil samples. We request the Contractor to perform any necessary testing/soil samples required by DEQ, OSHA, or other agencies

Q13 - What is the projects expected cost/budget?
A13 - The Government is estimating that the price will be within the range of $700,000.00 to
$1,100,000.00. The resulting contract will be firm-fixed price award. FAR 16.202 defines it as a price that is not subject to any adjustment on the basis of the contractor¿s cost experience in performing the contract.
Q14 - What is the project deadline?
A14 - The period of performance for the award is stated in the solicitation. The Government will be changing the time to complete an item after a notice to proceed is issued to 120 days.
