About this file
This document is a technical specification from Gainesville Regional Utilities (GRU) for a 15 kV strand-filled, jacketed, aluminum underground primary cable. The specification covers detailed mechanical and electrical requirements for underground primary distribution cables intended for electrical energy distribution in air, underground duct, or direct earth burial. The technical specification provides comprehensive details about cable construction, including specific requirements for the central conductor, conductor shielding, insulation, and insulation shielding.
The document specifies cable configurations for multiple sizes including #2 AWG, #1/0 AWG, #4/0 AWG, 500 kcmil, and 1000 kcmil, with varying strand counts and temper designations. The cables are designed to operate at normal conductor temperatures not exceeding 105 degrees C and under emergency conditions not exceeding 140 degrees C. The specifications reference multiple industry standards including ASTM standards for conductor materials and ICEA standards for cable design, ensuring high-quality and consistent manufacturing specifications for underground electrical infrastructure.

2.6 ICEA S-94-649 Standard for Concentric Neutral Cables
Rated 5,000 to 46,000 Volts.
AEIC CS8, Specification of Extruded Dielectric Shielded Power Cables rated 5 through 35 kV.
3.3 The central conductor shall be filled with an inert
material. This material shall be flexible and stable under normal cable operating conditions and shall be compatible with the conductor, strand shield and insulation materials.
The outer layer of the conductor shall be clean and free of the filling material. The filling material shall not inhibit in any way the application of standard compression connectors through the use of the same techniques as for unfilled conductors.
4. CONDUCTOR SHIELDING
4.1 The conductor shield shall be an extruded semi-conducting thermoset, cross-linked Polyethylene or Ethylene Propylene Rubber (EPR) compatible with the insulation of the conductor (Polyethlene compound, Dow HFDA - 0802 - Black 55 EC, or Dow HFDA 0585, or Borealis LE0504 or BorealisLE0594).
The outer surface of the conductor shield shall be cylindrical and shall be firmly bonded to the overlying insulation. The conductor shield shall fit tightly to, but strip readily from the conductor.
5. INSULATION
5.1 The conductor insulation shall be a flexible thermosetting dielectric ethylene propylene rubber (EPR) suitable for use in wet or dry locations at normal conductor temperatures not exceeding 105 degrees C or under emergency conditions, not exceeding 140 degrees C.
5.2 The average nominal thickness shall be 175 mils or 220 mils as specified. The diameter shall be in accordance with ICEA.
6. INSULATION SHIELDING
6.1 The insulation shield shall be a single layer of black, thermoset, semi-conducting, cross-linked polyethylene or ethylene propylene rubber (EPR) material applied directly over the insulation (Insulating Shielding, Dow HFDA 0693 or Borealis LE310MS-44)
6.2 The insulation shield shall not require heat for removal and preference is given to shields that strip towards the lower and of the 3 to 24 ANSI/ICEA strip tension range.
6.3 The insulation shield, insulation and conductor shield shall be applied in the same extrusion head using a single pass method.
