PART II. RFI Questions

Contract Specific Questions.

1. C-37 Comprehensive Engine Program Pricing Structure – The Government is contemplating structuring the comprehensive engine program (Rolls Royce CorporateCare or equivalent) on a firm fixed-price (FFP) cost per flight hour basis. FFP hourly rates for the base period and each option period would be established at award. Engine coverage would be billed monthly based on actual engine hours flown times the contractual FFP hourly rate.

a. Does your company have the ability to establish FFP hourly rates for a 10-year contract?

b. Explain any perceived risks to your company and to the Government for this pricing approach.

2. The Government is contemplating awarding a 10-year contract.

a. Could your company accurately reflect costs for a 10-year contract?

b. Would an extended base period be beneficial? If yes, list the benefits.

c. How long are typical contractual arrangements established with vendors and subcontractors?

d. What is the preferred length of contract to help amortize costs to establish a spares pool?

3. The Government is contemplating awarding a contract requiring a Facility Security Clearance (FCL) in order to access classified information. A FCL will be part of the responsibility determination. Does your company have a Secret Facility Clearance? If not, what is your process to obtain a Secret Facility Clearance prior to submitting a proposal?

4. The Government is contemplating a 90-day contract transition period.

a. What length transition period would be adequate for contract start-up?

b. How long would it take to have personnel relocated to sites including OCONUS locations?

c. Do you anticipate delays due to the security clearance requirement?

5. The Government is contemplating a supply support structure that requires the CLS Contractor to supply all materials, consumables, parts, and components to meet PWS requirements as part of the Flying Hour (FH) rate, unless specifically excluded. The support structure requires repair, overhaul, replenishment and replacement of Government Furnish Property (GFP). Since GFP includes numerous line items of consumables, the Government is considering not requiring replacement of Government provided consumables and allowing stock levels to “burn down” over the life of the contract through normal usage. Any consumables required after GFP stock is depleted would be Contractor furnished.

a. What are the perceived benefits to your company if this concept is implemented?

b. How would this impact your flying hour rate?

c. What other supply support concepts might the Government consider maximizing parts availability while reducing cost?

6. What type of incentive arrangement would motivate increased aircraft availability while driving down program costs? Provide details of any proposed incentive arrangement.

7. What requirements of this potential contract are best suited for small businesses?

8. Detail specific past teaming arrangements, i.e., partnering, joint ventures, etc. Identify ways the Government can enhance teaming arrangement opportunities.

9. Describe and detail subcontracting opportunities, by service type and percentage of contract value that will be considered for small business concerns.

10. Provide specific items or data (i.e., parts usage, airframe/engine hours and cycles) required to generate an accurate proposal.
