About this file
This document is a set of technical specifications for a federal construction contract for Helicopter Pad Reconstruction, issued by the USDA Forest Service.
The project requires complete reconstruction of a helicopter pad at a National Forest site in Alaska, including delegated design and construction of the pad structure with all associated components. The contractor must provide delegated design services with a stamped engineering package from an Alaska-licensed professional engineer, demonstrating the design meets performance requirements for snow loads and helicopter design loads (A-Star and Bell 407 aircraft) per FAA Advisory Circular 150/5390-2C and NWCG Standards for Helicopter Operations. Key materials specified include 6061-T6 aluminum structural members, aluminum grating, Type 304 stainless steel fasteners with isolation pads for dissimilar metals, and concrete foundations. The contractor must submit a complete progress schedule, camp plan, and all operations coordination plans within 14 days of Notice to Proceed, with delegated design submittals due within 90 days. Submittals require a 95% interim review by the Government before final stamped submission, with a 21-day Government review period and 14-day contractor revision period before Notice to Proceed approval. The contract specifies removal of the existing helicopter pad and protection of radio repeater equipment and shelter during demolition. Site access requirements include compliance with State of Alaska drinking water (18 AAC 80), wastewater (18 AAC 72), and solid waste regulations (18 AAC 60), plus Federal regulations for fuel storage (40 CFR 112) and pollution prevention. The contractor is responsible for site security, camp facilities management, landscape preservation, protection of subalpine muskeg, and restoration of any damaged areas at no Government expense. Welding qualifications must comply with AWS D1.1/D1.1M for steel and AWS D1.2/D1.2M for aluminum, with all welded connections required to achieve Type 1 weld finishes per NOMMA guidelines.
