BBVC Lakefront Trail and Outhouse Replacement Glacier Ranger District

Chugach National Forests Portage Valley, Alaska

STATEMENT OF WORK

1 PROJECT SCOPE

This project involves the removal of an existing concrete trail along the Portage Lake lakefront, and construction of a new trail that connects the existing Trail of Blue Ice to the Begich Boggs Visitor Center (BBVC). Additionally, two (2) existing outhouses will be decommissioned, and one (1) new double vault outhouse will be built in a new location.

a) Option item 1: Work consists of constructing a scenic outlook platform with interpretive panels by the lakefront.

b) Option item 2: Construction of a trail connecting the beach access near the building to the parking lot. Project work will include demolition, earthwork, clearing and grubbing, small concrete structures, retaining wall installation, drainage, trail switchbacks, trail surfacing, outhouse installation, erosion control measures and re-seeding.

2 PROJECT LOCATION

The existing concrete trail along the lakefront of Portage Lake frequently gets flooded, which has caused the supporting materials to be washed out and the concrete to fracture. It is unsafe for use and needs to be removed. The vaults for the two outhouses located in the BBVC parking lot frequently flood and need to be removed and replaced with a new structure in a different location to avoid similar problems in the future. The current Trail of Blue Ice (ToBI) ends at the entrance road of the BBVC parking lot, which poses a threat to hikers, who must share the road to get to the visitor center.

A connecting trail from the visitor center to ToBI will increase safety for hikers as well as visitors who wish to access the lake. Adjacent to the new trail, a loading zone will be designated to allow outfitters and guides, as well as individual visitors, to unload safely, while also reducing traffic congestion in the parking lot.

The project is located at the Begich Boggs Visitor Center in Portage Valley. Latitude: 60°47'4.52"N, Longitude:

148°50'28.47"W.

8 PROTECTION OF HABITAT OF ENDANGERED, THREATENED AND SENSITIVE SPECIES

Location of areas needing special measures for protection of plants or animals listed as threatened or endangered under the Endangered Species Act of 1973, as amended, or as sensitive by the Regional Forester under authority of FSM 2670, are shown on the Plans and identified on the ground. Measures needed to protect such areas have been included elsewhere in this contract or are as follows:

All tools and equipment used by contractors shall be cleaned and free of all plant material and soil prior to entering National Forest land or when moving between campgrounds.

All heavy equipment used by contractors on this project will be inspected by a USFS employee for plant materials and soil prior to entry on USFS lands. The DOI Technical Memorandum No. 86-68220-07-05: Inspection and Cleaning Manual for Equipment and Vehicles to prevent the Spread of Invasive Species should be provided to the contractor prior to implementation to provide clear guidance for equipment cleaning. Contact the zone ecologist, Peter Frank at peter.frank@usda.gov or 907-280-9020 at least two weeks prior to mobilizing equipment to schedule inspections.

All gravel or fill material brought onto the site from outside sources shall be certified as weed free under the State of Alaska’s Division of Agriculture weed free certification program.

Allow natural revegetation where seed source and site conditions are favorable towards achieving revegetation objectives.

Use only native species for rehabilitation or restoration efforts, if natural revegetation conditions are not favorable. All seed products used shall not exceed the maximum allowable tolerances for noxious weed seed established in Alaska Administrative Code Title 11, Chapter 34. Contact the zone ecologist, Peter Frank at peter.frank@usda.gov or 907-280- 9020 for recommendation of species and sources of plant material.

Contractor shall complete all construction and demolition activities in water between May 15 and July 15.

If any cultural resources are discovered during construction, contractor shall cease work and notify the CO immediately.

Soils:

Minimize soil disturbance and avoid disturbing soils outside the footprint of the project area.

Apply erosion control measures on exposed soils and establish permanent groundcover to prevent accelerated erosion.

Locate trails to conform to the terrain. Install and maintain suitable drainage measures to collect and disperse runoff and avoid or minimize erosion of trail surface and adjacent areas.

Limit operation of ground-based equipment when ground conditions could result in excessive rutting, soil puddling, or runoff of sediments directly into waterbodies. Avoid creating ruts greater than 6 inches deep. Heavy equipment requires the use of puncheon, slash mattress, or geotextile fabric/matting on some sites to provide adequate bearing strength and prevent rutting. Puncheon or slash mat should be scattered upon completion. Slopes over 25 percent gradient may not be suitable for heavy machinery under some soil moisture conditions

Project area is in bear habitat. During project implementation, ensure that human and pet food, garbage, and odorous attractants (fuel) is attended by humans or stored in a bear resistant manner when not being used (bear cans or lockers, containment barrels or inside of vehicles). Garbage shall be removed daily.

To prevent disturbance to migratory birds (from CNF LMP pg. 53, Migratory Bird Treaty Act, and MOU between USFS and USFWS): Contractor shall refrain from any vegetation clearing, site preparation, and other activities related to vegetation removal, i.e., burning, decked-log sawing, tree hauling, skidding, during the breeding season of migratory birds from May 1 through July 15.

9 HAZARDOUS CONDITIONS SAFETY PLAN

The following conditions have been identified as inherently hazardous to a degree that failure to take the proper precautions could lead to serious injury or loss of life. This listing shall not be construed as all inclusive. The Contractor shall provide a written job-specific hazard analysis and safety plan that addresses and conforms to the requirements of 29 CFR 1910 and 1926 and the clause entitled Accident Prevention (FAR 52.236-13) included herein. Appropriate actions shall be taken by the Contractor to implement this plan during performance and to take any and all other necessary steps to mitigate the dangers from hazards.
