Summary: C-130H Formation Positioning System (FPS) Replacement Program - System Requirements Document

This is a System Requirements Document (SRD) dated 20 April 2026, controlled by Air Force Life Cycle Management Center (AFLCMC) and classified as Controlled Unclassified Information (CUI). The document defines government system requirements for replacing the C-130H Formation Positioning System to address Diminishing Manufacturing Source (DMS) issues and commercial 5G frequency interference. The FPS is a critical airborne system that enables multi-aircraft formation flying by providing relative positioning, datalink communications, and proximity monitoring capabilities. The replacement system must support at least four separate formations operating simultaneously with up to 35 aircraft tracked within a 20 nautical mile range, while maintaining performance accuracy of ±40 feet/±0.2% RMS for slant range to lead aircraft and ±2 degrees bearing accuracy. The system architecture comprises integrated physical and logical elements including a MILACAS-FR sensor (replacing legacy SKE equipment), FPS control panel at co-pilot station, Flight Command Indicator (FCI) panel at navigator station, Flight Command Indicator Repeater (FCIR) panel shared by pilot and co-pilot, FPS hub for data processing, antenna systems, and audio/speaker components.

The FPS must integrate with C-130H3 AMP Inc 1 avionics and achieve interoperability with C-130J FPS systems to enable mixed formation operations without additional crew workload. Key performance requirements include system latency under 200 milliseconds for position updates, message latency under 100 milliseconds, continuous 90-watt power consumption, total weight under 130 pounds, and support for both GPS-denied and GPS-aided navigation modes. The system must comply with extensive electromagnetic environmental effects (E3), environmental testing per MIL-STD-810, cybersecurity, and safety standards. Reliability targets include MTBF greater than 10,000 flight hours, MTTR of 1.1 hours maximum, and 95% mission reliability. Installation zones are specified within the C-130H aircraft pressure vessel and cargo areas. Verification methods include testing, demonstration, analysis, and inspection, with contractors responsible for compliance verification unless otherwise specified by the government.

1.0 Introduction

1.1 Scope

This System Requirements Document (SRD) defines the Government Systems Requirements for the C-130H Formation Positioning System (FPS). It includes technical requirements and characteristics for the FPS itself. Requirements for work and processes in the design, development, and maintenance of the FPS are contained in the C-130H Statement of Work (SOW).

1.2 Program Overview

The United States Air Force (USAF) must replace both the C-130H and C-130J Formation Positioning Systems (FPS) to address Diminishing Manufacturing Source (DMS) issues as well as operating frequency interference from commercial 5G signals. The Original Equipment Manufacturer (OEM) no longer manufactures current C-130H/J FPS equipment due to DMS issues, and the recent auction of Radio Frequency (RF) spectrum to the 5G industry constrains C- 130 formation training and operations until the current systems are replaced and fielded.

Figure 1 shows the composition and position names for a C-130 formation. C-130 formations are made up of Elements, which have 2 aircraft each. Each element has 1 Element Lead and 1 Wing aircraft. Flights are made up of 2 Elements.

Figure 1 - C-130 Formation Composition

1.3 Document Overview

Section 2 is a list of documents referenced in the system requirements. The FPS System requirements are in Section 3.0. These requirements are managed within the FPS Systems Model and are exported into this document. The requirements use the templates from the Easy Approach to Requirements Syntax (EARS) for consistency and clarity. Section 4.0 contains definitions of requirements verification methods. Appendix A contains an acronym table, and Appendix B lists planned verification methods against each system requirement.

3.2.3.4 3.2.3.4 Formation Turns

Requirement When the ownship's lead aircraft transmits Present Heading, New Heading, and True Airspeed to the ownship before a turn, the FPS shall:

- Calculate the arc of the turn for deviation guidance

- Display a 12 second countdown timer to the start of the turn

- Display a 10 second coundown timer to the end of the turn

Current capability. When the desired turn arc and start of turn location is known, the FPS can adjust the formation deviation guidance during the turn. It is assumed that the lead aircraft will begin its turn when it sends an Execute FPS datalink message. The FPS determines the time to start the command at the same along-track location as the lead aircraft while maintaining cross-track offsets.

If the ownship only receives a New Heading from the lead aircraft, then the ownship Navigator crew member will make the turn start and roll-out calculations and will verbally notify the pilot and co-pilot to the turn start and end times.

Current capability.
