About this file

This document contains the evaluation criteria for a technical proposal submission related to a federal contract opportunity for the procurement and installation of a small, fast pixel detector for ptychography experiments at the PtychoProbe 33-ID beamline for the APS Upgrade project at Argonne National Laboratory.

The key technical evaluation criteria include: meeting all technical specifications in the Statement of Work, demonstrating the offeror's ability to meet the technical requirements and schedule, providing required documentation, and passing installation and acceptance tests. Past performance criteria focus on the offeror's relevant experience, manufacturing/testing facilities, and quality assurance program. The evaluation factors other than cost are significantly more important than cost or price. Argonne National Laboratory, part of the Department of Energy Office of Science, is the procuring agency for this opportunity.

EVALUATION CRITERIA

12/5/23

The technical evaluation team will review the packages submitted by the offerors. The Specification provided to the offerors will form the basis for the evaluation. Listed below are the various criteria for the evaluation of the bid packages.

This document contains evaluation criteria that are intended to assist in judging the adequacy of responses to the Small Fast Detector for 33-ID PtychoProbe. Technical Specification in the SOW indicates the minimum requirements in order to meet the evaluation criteria listed below.

1 TECHNICAL EVALUATION CRITERIA

For proposal evaluation against Technical Specifications, the Offeror shall provide as part of their response a description of the system design and any hardware and software components.

Evaluation criteria are listed in order of importance:

No. Criterion

1. The proposal meets all technical specifications as detailed in the SOW

2. Has the offeror made an adequate case to justify their ability to meet the technical specification and requirements listed in SOW?

3. Has the offeror made an adequate case to justify their ability to meet the schedule requirements?

4.

Has the offeror made an adequate case that they will provide all required documentation (FAT, Testing procedure and operational manuals…etc.) as listed in documentation section of SOW?

5. Has the offeror made an adequate case to justify their ability to pass all installation and acceptance tests?

6. Does the offeror have enough track records to manufacture the detector with similar technical specifications?

ALL EVALUATION FACTORS, OTHER THAN COST OR PRICE, WHEN COMBINED,

ARE a. SIGNIFICANTLY MORE IMPORTANT THAN COST OR PRICE.

b. APPROXIMATELY EQUAL TO COST OR PRICE.

c. SIGNIFICANTLY LESS IMPORTANT THAN COST OR PRICE

2 PAST PERFORMANCE CRITERIA

Offerors shall be evaluated on their past performance in providing similar equipment and services to those solicited in this RFP and shall provide documentation needed by the representative of Argonne National Laboratory to adequately evaluate the Offeror’s capability to provide the specified system.

Argonne National Laboratory reserves the right to send representatives to visit prospective supplier sites to gather additional pre-bid qualification information.

In addition to any other information that the Offeror shall provide to allow Argonne to evaluate past performance, each Offeror shall furnish with their proposal the following information:

1. A list of three (3) contracts in the past five years that have been awarded to the Offeror of approximately the same dollar magnitude as Offeror’s proposal, that have been completed and are as similar as possible in nature to the requirements covered by the technical specifications.

2. The list should provide the following information for each contract:

a. Contract Title

b. Contract Number

c. Date of Award

d. Client’s Name and Address

e. Contract Amount

f. Name of Client’s Contract(s) regarding performance evaluation

g. Telephone/Fax/E-mail numbers for Client Contract(s)

h. Value Engineering Experience

i. Experience in improving project Reliability, Availability, Maintainability, Operability, and Constructability

j. Technical approach including innovation

k. ability to meet contract deadline

l. quality of products/services

3 Quality Assurance ANL will evaluate the Offeror’s Quality Assurance Program to ensure compliance with the technical requirements associated with the specifications, drawings, and other requirements of this procurement.

Provide the following for Evaluation Criteria 3: Documentation of Quality Assurance/Quality Program.
