About this file

This is a Buyer SSE (Small and Socially and Economically Disadvantaged) Checklist for the City of Pennsylvania related to a micro purchase solicitation for a GFP 363TH 63" Top Heat Laminator. The checklist serves as an internal evaluation tool to ensure compliance with small business and socially and economically disadvantaged business enterprise requirements in the procurement process. The solicitation is structured to award the contract as a whole or by line item, whichever best serves the City's interests, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award consideration. The document indicates that delivery or service provision should not commence until the department issues formal notification.

The micro purchase framework emphasizes competitive bidding principles while potentially incorporating set-asides for small and disadvantaged businesses. The checklist format suggests that the City has established specific criteria for evaluating vendor qualifications and ensuring equitable business participation in municipal procurement. No specific pricing terms, response deadlines, or contract duration information is detailed in the checklist itself, as this document functions as an internal compliance verification tool rather than a solicitation notice or award document.
