About this file
This document is an Attachment A - Questions and Evaluation Criteria for a Multnomah County Library procurement solicitation (RIP-9-2026) for library cards on a requirements basis. The library is seeking proposers to supply library cards with specific requirements, including a robust evaluation process covering nine key areas: experience (10%), communication (10%), production quality control (15%), production timeline (10%), product specifications and pricing (15%), sustainability (10%), social equity (10%), economic impact (5%), and sample submission (15%). Proposers must submit three samples per proposed card type by November 13, 2025, to be evaluated at the library's Portland, Oregon address.
The procurement emphasizes comprehensive evaluation criteria beyond traditional pricing, including sustainability initiatives, workforce diversity, employee wellness, and product durability. Specific requirements include providing library cards for a system with over 250,000 patrons and 5 million circulation, demonstrating communication protocols, quality control processes, and turnaround times under 4 weeks. The library is particularly interested in suppliers willing to explore low-toxicity materials, develop diverse workforces, and provide innovative card solutions that meet or exceed technical specifications such as durability testing, clean key card separation, scanner readability, and resistance to repeated bending and handling.
