About this file
This document is a Buy American Certificate (dated October 2022) that requires offerors to certify the origin and domestic content of end products being proposed for a federal contract. The certificate mandates that offerors:
- Certify each end product as domestic, with specific requirements to list foreign end products manufactured in the United States that do not qualify as domestic products. 2) For foreign end products not consisting wholly of iron or steel, indicate whether they exceed 55% domestic content (except for COTS items). Offerors must also separately list line-item numbers of domestic end products containing critical components. The Government will evaluate offers according to Part 25 of the Federal Acquisition Regulation, focusing on the domestic origin and content of proposed products.
