3 Use or disclosure of data contained on this sheet is subject to the restriction

1. BACKGROUND

To communicate with distant and remote locations, satellite communications technology is the correct answer. We can provide lightspeed information from any point on earth, to any destination.

Bushtex, Inc. is a woman and minority-owned small business based in Gilbert, AZ. Founded in

1994 by Adelaida Severson and her late husband Barry, Bushtex has since expanded into a pool of experienced video, audio and satellite engineers, technicians and cameramen who specialize in remote satellite transmissions both domestically and internationally.

With a combined 47-years of experience in the business, Bushtex has supported remote satellite transmissions for television, corporations and the government both domestically and internationally. Our mission is to provide SATCOM service to our clients with responsiveness, honesty, professionalism and clarity.

Bushtex has been supporting similar types of requirements for the past 30 years, both domestically and internationally.

Bushtex, Inc. managed over 450 MHz of bandwidth for the

Air Force ACC RPA program and has extensive experience supporting similar missions. Through our work with DHS, CBP, MDA, Marine, Navy, and other UAV missions, we have not only customized the RF links and ground stations, but we have also managed and operated their flight missions on the ground, facilitated hand-offs to our

Network Operations Center (NOC), and provided experienced program managers, engineers, and technicians.

In addition to our long-standing support of traditional SATCOM, Bushtex also offers advanced

LEO and MEO satellite solutions to meet emerging agency needs for resilient, low-latency communications in dymaic environments.

Our years of expertise in the field for commercial broadcast news events in high conflict areas effortlessly extends over to our ability to respond quickly and efficiently into the government sector.

2. SCOPE

The purpose of this technical proposal is to offer the Arizona Game and Fish Department

(AZGFD) the ability to increase public awareness for the appreciation of wildlife by providing our expertise in remote communications and working in austere environments, to restore four (4) wildlife streaming cameras and provide a rugged solution for future expansion. Bushtex can provide the knowledge and skills needed for this restoration project and is uniquely qualified with

4 Use or disclosure of data contained on this sheet is subject to the restriction our background in supplying real-time communications in the most remote regions around the world.

Bushtex is also an authorized reseller of Starlink equipment and services to government agencies, which we will leverage with our extensive knowledge of rugged communications equipment to create a bespoke system for future expansion of this project. We will outline in this proposal how we intend to provide AZGFD with a portable and standalone system that will allow them to place web cameras in locations previously inaccessible due to power and network limitations.

3. RESTORATION

Our technicians have years of experience working in some of the most remote locations and in the harshest environments. Bushtex has been navigating and coordinating installations past where roads end for decades, and with our shared love of the outdoors, we can take our knowledge of networking and remote communications to these four sites and get them streaming once again.

To achieve this goal, Bushtex will send a technician out to each location carrying the necessary tools and a battery powered Starlink Mini so they can communicate back to our Network

Operations Center (NOC) to certify the restoration efforts and ensure a clear live stream. Our technicians will check end-to-end connectivity and ensure all systems, to include the Wireless

Bridges, solar panels, and batteries, are functioning properly and perform any area maintenance that is needed to provide a consistent and sustainable live stream.

Starting with the camera at Whitewater Draw Wildlife Area our team will coordinate with

AZGFD to ensure that all environmental precautions are understood and followed. Our technicians will then proceed to the area either accompanied or unaccompanied depending on the boundaries set forth by AZGFD and will begin assessing the equipment currently in the field. If any damage was sustained during the time since the camera was last visited is noticed, we will contact AZGFD to coordinate replacement and repair.

After the initial assessment, our technicians will then test each piece of equipment individually and then end-to-end. This should allow us to troubleshoot any issues quickly and effectively.

Once testing is complete, our NOC will verify the streaming and clarity of the video, as well as alert our technician in the field of any obstructions.

Once the live stream is up and running, we will ensure that the area is clear and there is nothing that could interfere with the equipment. Our technicians are also outdoorsmen, so upon completion we will pack out everything we pack in.

As stated in this solicitation, the Sandhill Cranes location is the priority, so once completed we can then move on to the next location and perform these steps again. For the Bald Eagle location, our technician can install a Starlink Mini, a Star Batt case, and solar panels to provide a data connection. This effort will require coordination with AZGFD to determine where to place the

5 Use or disclosure of data contained on this sheet is subject to the restriction system and how we can mount the system to conform to any applicable laws that cover working with a protected species.

4. STREAMING ARCHITECTURE & PLATFORM MANAGEMENT

To support the restoration and future growth of AZGFD’s wildlife livestream system, Bushtex proposes a flexible, modular streaming architecture that supports both current and future site configurations. This design enables 24/7 streaming to multiple public platforms while meeting the department’s need for DVR functionality, centralized management, and easy expansion.

a. DVR Functionality & Archive Playback

To deliver cloud-based DVR and long-term playback capabilities, Bushtex recommends using Vimeo as the primary platform for archiving and public access. Vimeo’s Advanced

Plan offers persistent DVR storage, searchability, time-stamped playback, and ad-free viewing—making it ideal for wildlife conservation footage.

This platform also supports embedding livestreams on AZGFD’s existing website using standard Vimeo links and includes viewer analytics and customizable privacy settings.

Bushtex will manage stream setup and provide the necessary links and configuration details to support smooth public access.

b. Streaming Platform Strategy & Management

Bushtex recommends using Vimeo’s Advanced Plan as the core platform for AZGFD’s

24/7 wildlife livestreams. Vimeo offers both persistent cloud DVR and simulcasting, allowing AZGFD to broadcast simultaneously to YouTube Live, Facebook Live, and other RTMP-compatible platforms—while maintaining a centralized archive on Vimeo itself. This approach reduces system complexity, eliminates the need for separate routing software, and streamlines management and billing under a single platform.

For many use cases, Vimeo alone is sufficient to cover all streaming, playback, and public access requirements. Bushtex will configure the streaming endpoints, manage the Vimeo account and embedded feeds, and coordinate viewer access and archive settings.

Invoicing for streaming services will follow a monthly-in-advance billing cycle, in accordance with AZGFD’s preferred payment structure.

However, if AZGFD’s streaming needs expand in the future—such as the desire to route to additional platforms like Twitch, support redundant failover streams, or provide pull links for media partners—Bushtex also supports integrating Restream.io as a supplemental stream management platform. Restream enables more granular routing, advanced monitoring, and future-proof scalability across multiple content delivery endpoints.

6 Use or disclosure of data contained on this sheet is subject to the restriction

This platform strategy allows AZGFD to begin with a streamlined Vimeo-based architecture that delivers immediate results, while preserving the ability to grow into a more advanced multi-platform system as public engagement or technical requirements grow.

c. Streaming Deployment Models

To accommodate varying site conditions, Bushtex supports multiple deployment models:

Option 1: Use Existing RTMP Feeds

AZGFD’s current cameras (if equipped with RTMP capability) can be routed directly into

Bushtex’ streaming system. No hardware upgrades are required. Bushtex will ingest the feed and distribute it through Vimeo (or optionally through Restream.io). This model minimizes disruption and leverages installed equipment.

Pros: Cost-effective, quick to deploy

Requirements: RTMP credentials

Best for: Sites with existing functional streaming setups

Option 2: Add On-Site Encoder (for AXIS Cameras)

If sites use AXIS cameras without native RTMP support, Bushtex can install a Kiloview

U40 encoder within a weatherproof, ventilated enclosure. This unit converts RTSP to

RTMP and connects via the existing Starlink Mini.

Pros: Allows continued use of existing cameras

Includes: Encoder, housing, cabling, power integration

Best for: Legacy camera sites needing RTMP streaming

Option 3: Install RTMP-Capable Cameras (New Sites)

For new installations such as the Bald Eagle site, Bushtex recommends RTMP-capable

PTZ cameras such as the Dahua WizSense SD6CE445XA-HNR or SD8C448PA1-HNF.

These cameras can push streams directly to Vimeo or Restream.io without a separate encoder. They offer excellent low-light performance, optical zoom, and are built for outdoor conditions.

Pros: Simplifies setup; fewer failure points

Best for: Future-proof deployments or high-priority streams

7 Use or disclosure of data contained on this sheet is subject to the restriction

Option 4: Centralized OBS Streaming from Bushtex HQ

Bushtex can also pull remote RTSP feeds into our Network Operations Center (NOC) and stream via OBS to Vimeo or Restream.io. This model may be appropriate for pilot sites or where field connectivity is strong.

Pros: Central control and flexibility

Cons: Increases bandwidth use at HQ; may require upload speed upgrades

Best for: Controlled or short-term applications

5. FIELD EQUIPMENT & ENVIRONMENTAL SUPPORT

All equipment installed by Bushtex will be selected and configured with Arizona’s rugged, remote conditions in mind. Systems are built for high durability, low maintenance, and continuous 24/7 operation in outdoor environments.

Typical configurations may include:

• Weatherproof enclosures (NEMA 4X-rated) with passive ventilation (If Applicable)

• Low-power encoders to reduce thermal load and minimize power draw (If Applicable)

• Surge and cable protection where applicable, especially for solar-powered or remote field systems

• Mounting kits suited for poles, solar arrays, or wildlife-safe infrastructure

Bushtex will tailor each deployment to the needs of the site, using proven field techniques to ensure long-term reliability and environmental compatibility.

6. FUTURE EXPANSION EFFORTS

The proposed streaming architecture is modular by design, allowing AZGFD to scale the system as new camera sites are added. Future sites can leverage RTMP-capable cameras or be retrofitted using field-deployable encoders. Our platform selection (Vimeo with optional Restream.io integration) is built to accommodate increased streaming volume and additional public-facing channels without disrupting existing operations. This flexibility ensures Bushtex can continue to support AZGFD’s public engagement goals and expand its reach with minimal added complexity.

For the future needs of AZGFD to support wildlife streaming to increase public awareness and appreciation, Bushtex can provide a system that can be put anywhere and run indefinitely, while also being portable enough to move from location to location. The flexibility of this system would allow AZGFD the ability to greatly increase their coverage of wildlife and supply viewers with unrestricted access to some of the most rugged and remote regions of Arizona, while also keeping costs low. One system could cover different wildlife events at different parts of the year, expanding the footprint of its livestream to anywhere under the Arizona sky.

8 Use or disclosure of data contained on this sheet is subject to the restriction

Utilizing a Star Batt system with solar panels, we can place a Starlink Mini terminal at any location, giving the ability to provide real-time streaming without being tethered to a power grid or cellular network. Our team can not only provide this equipment and the Starlink service to go with it, but we can also provide the adventurers to put them in place, no matter how deep in the

“Bush” our “Tex” need to travel.

As an authorized Starlink reseller, Bushtex offers a range of Priority Service plans optimized for streaming applications. Available tiers include Local and Global Priority data, with bandwidth options ranging from 50GB to 2TB per month. These flexible service plans are ideal for supporting remote wildlife cameras and can be scaled as AZGFD’s needs evolve.

AZGFD has confirmed that the Starlink terminal for the Lake Pleasant site will be provided by the department. Bushtex can support configuration and activation of this and any additional existing Starlink terminals, provided the associated services are transferred under our authorized reseller channel. Centralizing service through Bushtex enables streamlined support, consolidated billing, and unified technical management across all camera sites.

7. CONCLUSION

Bushtex appreciates the opportunity to support the Arizona Game and Fish Department’s mission of wildlife education and public engagement. Our team stands ready to restore streaming operations, modernize the platform, and ensure AZGFD has a scalable, field-ready solution for the years ahead. We look forward to collaborating on this important effort.
