About this file

This document is an Addendum (#2) to a Request for Proposals (RFP) for Bus Advertising Services issued by the Lowell Regional Transit Authority (LRTA), dated May 4, 2025. The addendum provides an updated procurement schedule and addresses questions from a potential bidder, ATA Outdoor Media. The revised schedule extends key procurement dates, including the deadline for requests for changes/clarifications (April 10, 2025), bid submission deadline (April 30, 2025), notice of intent to award (May 14, 2025), contract signing (May 28, 2025), and commencement of contract services (July 1, 2025). LRTA is seeking a vendor to provide bus advertising services, with the RFP process designed to select a qualified contractor.

The addendum indicates LRTA is reviewing its bid submission policy in response to ATA Outdoor Media's inquiry about electronic bid submissions, and acknowledging that some original RFP language may be unnecessarily complex for a bus advertising service contract. The transit authority appears flexible and responsive to potential bidders' concerns, as evidenced by the extended timeline and willingness to simplify bid documentation. Bidders interested in receiving direct updates are encouraged to email m.obrien@lrta.com. The contract term appears to be starting July 1, 2025, though specific contract duration is not explicitly detailed in this addendum.

General Information

1. Please note the changes in the bid schedule – adding additional time to the completion deadlines for all interested bidders. This new schedule, found as Attachment 1, will override all dates and times in the original RFP document. This will be the document used for all Procurement deadlines for the remainder of this project.

2. Any bidders wishing to receive updates directly versus receiving them via the website should email m.obrien@lrta.com to express their interest in participating in the direct updates for this RFP.

Questions Submitted A. ATA Outdoor Media

1. Regarding the submission due on April 10th, would LRTA consider accepting it via email? ATA has been actively working to lower our carbon footprint, and as part of that effort, we've moved to sending all invoices by email.

a. The LRTA will review our electronic bid submission policy to determine if we will alter our plan to accept paper bids only, thus the extended timeline has been placed.

2. Thank you for sending along the RFP. I noticed it is quite different from RFP’s of the past or from other transits. A lot of the wording in this one seems to apply to more of a traditional relationship with vendors of physical parts, buses, etc. I have never needed a bond. And as I read through this, it doesn’t seem like it applies to our services as we are not building or improving your site or building parts for the buses. Can you help clarify what exactly you would like to see ATA submit? Or can you clarify that this portion is not applicable?

a. The LRTA has realized there is potentially unneccesary items in the original bid documentation and will remove such items in our next addendum, the time allotted in the extension should allow for these changes to be made more easily.
