About this file
This is a specifications document for an Annual Buoys Order for Fiscal Year 2011 issued by the State of Maine Division of Purchases. The procurement requests sealed bids for 306 buoys across seven categories to support coastal marking and navigation needs. The bid includes 126 nine-inch buoys for area closure and hazard identification, 88 nine-inch buoys with black and white vertical stripes, 9 nine-inch buoys for headway speed restrictions, 6 nine-inch buoys for swim area designation, 23 five-inch solid yellow buoys marked "Avoid Milfoil Area," 27 five-inch green channel markers, 55 five-inch red channel markers, and 2 fourteen-inch buoys (one red and one green channel marker). All buoys must comply with U.S. Coast Guard and Army Corps of Engineers standards for marking, lighting, and reflective properties, with specifications addressing material composition, durability, corrosion resistance, and dimensional requirements. Sealed bids were due by December 1, 2010, with awards to be made item-by-item or by group at the State's discretion.
Pricing for this procurement is established at $86.50 per unit for nine-inch and five-inch buoys and $200.00 per unit for fourteen-inch buoys, resulting in an estimated total cost of $26,696.00. Bidders must submit separate unit prices for each item category. The State reserves the right to adjust ordered quantities by up to 10 percent and requires all transportation and delivery charges to be prepaid by the contractor. In-state vendors and those offering Maine-manufactured products receive preference in case of tie bids. The State is exempt from federal and Maine state and local sales taxes on non-resale items. Cash discounts offered for payment terms of less than 20 days will not be considered in award determinations. Contractors must furnish items exactly as specified and provide material safety data sheets for any hazardous chemicals in accordance with Maine's Chemical Substance Identification Law.
