About this file

This is a Geotechnical Investigation Report prepared for the Cleveland Metropolitan School District (CMSD) in support of the Bump Taylor Track Resurface project located at Robert "Bump" Taylor Field in Cuyahoga County, Ohio. The project involves the full-depth removal of the existing running track and associated field event surfaces, with replacement by a new 8-lane 400-meter synthetic track surface. Additional work includes construction of a new discus area in the grass area behind the home bleachers and minor electrical and technology upgrades including PA system enhancements, data drops for wireless access points, and Huddle Camera installation. The pre-bid site walk is scheduled for Thursday, January 15, 2026 at 10:00 AM, with all questions due by Monday, January 19, 2026 at 2:00 PM and responses provided by Thursday, January 22, 2026 at 2:00 PM. Sealed bids are due electronically by Friday, January 30, 2026 at 5:00 PM. The project is scheduled to commence on May 1, 2026, with a completion date of September 9, 2026. All on-site personnel must submit FBI and BCI background checks by April 1, 2026.

Bidders must submit a bid guaranty equal to 10 percent of the total bid amount and provide a Certificate of Liability Insurance upon award. The CMSD has established diversity business participation goals of 15 percent for services, 20 percent for goods and supplies, and 30 percent for maintenance, construction, and repair. Contractors must comply with Davis-Bacon Act requirements and provide certified payroll documentation. Commercial General Liability coverage must be maintained at $2,000,000 per occurrence, and Automobile Liability coverage at $2,000,000 per occurrence. The track surface carries a five-year manufacturer warranty on materials and labor, with paint striping warranted for three years. Bidders must demonstrate a minimum of five years of experience with similar track systems and will be evaluated as the lowest responsive and responsible bidder. All bids remain firm for 90 days after receipt, and proposals must be submitted through the School District's e-Procurement Portal in compliance with Ohio High School Athletic Association (OHSAA) standards.
