The scope of services includes tabbing, addressing and bar-coding, mail preparation, presorting, material pickup from multiple departments at both campuses, delivery to U.S. Postal Office mail handling centers, storage of printed materials for up to eight months, folding, insertion, and mailing list management. The universities anticipate using these contracted services on an as-needed basis when in-house equipment cannot efficiently process materials. Bidders must demonstrate three years of experience providing mailing services and hold a USPS permit for presort mail processing. The RFB was issued April 16, 2021, with written questions due by April 21, 2021, and bids due by May 21, 2021, at 2:00 PM CST/CDT. The initial contract term runs from the date of the last signature through June 30, 2024, with automatic renewal for two additional one-year terms, extending through June 30, 2026, unless either party exercises the optional termination clause. The universities reserved the right to conduct trial periods up to six months before making a final contract award and may require product demonstrations before award.

Pricing must remain firm throughout the initial contract term, with any proposed price increases limited to fully documented cost increases and requiring submission 60 calendar days prior to the next contract term. All prices must be quoted F.O.B. Destination with delivery charges and risk of loss borne by the contractor. Bidders must provide a client reference list of three comparable firms served during the past three years and submit detailed fair price analysis documentation. The universities are committed to supplier diversity and may apply 5% price preferences to qualified Minority Business Enterprise (MBE) and Disabled Veteran-Owned Business (DVB) certified vendors. Contractors must carry commercial liability insurance with minimum coverage of one million dollars and maintain worker's compensation insurance. The contract includes mandatory criminal background checks for all contractor employees, requirements for employee photo identification badges, and compliance with all USPS regulations. Payment terms are net 30 days following acceptance of services, and contractors must provide quarterly activity reports. The universities noted that this contract is not mandatory and reserve the right to issue separate bids when deemed in the university's best interest.
