About this file
This is a Questions and Answers document for Solicitation 21-0012-TDP Bulk Mailing Services issued by the University of Wisconsin system, specifically involving the University of Wisconsin-Eau Claire and the University of Wisconsin-Stout. The solicitation seeks a vendor to provide mailing services including preparation charges, set-up fees, addressing and barcoding, NCOA (National Change of Address) corrections, sorting to walk/route sequence, and processing of both bulk mail and presort first class mail on an as-needed basis to supplement the universities' in-house mail services capabilities. The pricing structure includes line items estimated for approximately 25 mailing set-ups, 150,000 pieces of presort first class mail, and daily pick-ups from campus locations, though actual volumes will be determined through ongoing coordination with the campuses.
Bidders are required to submit preparation charges only without postage figures and must provide tiered pricing structures with associated minimums for services such as NCOA corrections and sorting to walk/route sequence as footnotes or attachments to clarify pricing. The solicitation prohibits bids that require minimum order quantities or dollar amounts from the universities but allows vendors to specify minimums on their side for specific services with low-quantity orders. Bidders may include company history, background, and industry experience with their submissions. All estimated quantities listed as "1" in the cost structure are placeholder values to ensure calculation into the aggregate total, with actual numbers to be determined during vendor implementation and campus coordination.

| Question # | Question | Answer |
| 1 | Can you please confirm you are looking for preparation charges only and not postage figures? | Yes, preperation charges only |
| 2 | On the “Cost of pick-up from campus location…” line, you show the quantity as 1. It appears you are trying to annualize these figures based on the other estimated #s so considering there would be daily pick-ups it seems like that number should reflect that. As it is now, a high daily pick-up fee will be very costly to UW in reality but would have little impact in the bid award. Thoughts on that? | Lines that we did not have estimated numbers for, I put in 1 so that it will be calculated into the aggregate total. Actual numbers will need to be determined as you work with the campuses. |
| 3 | There are lines for “Set-up fee” for each of the three quantities (with estimate # of 1) and also below that a “Preparation charge (per mailing set-up fee)” line (with estimate # of 25). Are both of these lines referring to addressing and barcoding or is one set referring to tabbing? | Lines that we did not have estimated numbers for, I put in 1 so that it will be calculated into the aggregate total. Actual numbers will need to be determined as you work with the campuses. |
| 4 | I assume “Address Correction” is referring to NCOA (National Change of Address) but would like to clarify that. Also, it asks for “per piece” pricing. Pricing for this is typically tiered and would include a minimum. Can we include that as a footnote or attachment? | Yes, that is correct. Please provide in your response the Tiering/minimums. |
| 5 | There is a line for “Cost to sort to walk/route sequence”. This is something that would only be done when there was enough postage savings to offset the cost of doing it. We would typically have a per piece charge with a minimum charge for doing this when those costs would be offset by postage savings. Again, could that be shown as a footnote or attachment? | Please provide this additional information in your solicitation response. |
| 6 | Section 4.6 Minimum Order states: “Bids that require any minimum order quantity or dollar amount or any order quantity or dollar amount may be disqualified.” Would this pertain to a minimum fee that may apply to a service(s) that would make up an order? For example 201 pieces of a folded brochure mailer (may) have a minimum inkjet fee and minimum tabbing fee attached instead of a per piece fee due to the low quantity. Is this allowed? | This is written to provent bidders from stating that a minium amount must be spent with the supplier (by UWSA). However if you have minimums, either quantity or dollars on your side for specific services, please provide them in your bid response so that it is clear to the Institutions how the pricing is structured. |
| 7 | Is processing of campus daily first class mail also included in this bid? I ask because the description seems to be only for “bulk” mail (non first class mail) that is project driven; however, there is a line items 6, 7, 8 on the price sheet that would seem to pertain to 150,000 presort first class mail. To me this indicates daily volumes. It would seem this would not be part of the bid but please clarify if you would. | Yes |
| 8 | Can a written company history, company background and industry experience etc. information be included with bid submittal? | Yes |
