About this file

This document is a Request for Qualifications (RFQ) issued by the City of Beaverton, Oregon, for architectural design services to support the Building Improvement Program. The City seeks to execute blanket agreements with three qualified architects to provide design and related professional services for commercial storefront and facade improvements, including both exterior and interior design work for businesses in Downtown Beaverton and along Allen Boulevard. The RFQ was released on March 9, 2026, with a question deadline of April 1, 2026 at 5:00 p.m. and a proposal submission deadline of April 9, 2026 at 2:00 p.m. Proposals must be submitted electronically through the City's procurement portal. Services are expected to commence on July 1, 2026, with all work to be completed by June 30, 2028, unless the contract is extended. The initial contract term is two years, with options to renew for up to three additional one-year periods, creating a maximum contract term not exceeding five years. No site visits or bidder's conferences are specified in the RFQ.

Minimum qualifications require at least one licensed architect on staff with Oregon registration who has successfully completed at least three similar grant-funded projects within the past five years, and a locally-based project manager who is a registered Oregon architect available for the entire contract duration. Each design project will be compensated at a fixed fee of $7,500 per Building Improvement Program Design Grant project, with the total contract value per proposer not exceeding $100,000 over the maximum five-year contract term; proposers are not guaranteed any minimum volume of work. The City maintains an aspirational goal of 15% utilization of State of Oregon COBID-certified enterprises and encourages participation from these certified businesses, though no explicit set-asides limit eligibility to respond. Proposals will be evaluated on three criteria: Project Understanding (20%), Qualifications (60%), and Project Approach and Schedule (20%), each scored on a 0-5 point scale. Prior to contract execution, contractors must obtain a City business license, provide an IRS Form W-9, and maintain comprehensive insurance coverage with minimum amounts ranging from $500,000 to $5,000,000 depending on coverage type. All work product is deemed work made for hire belonging to the City, except that licensed architects retain ownership of their designs while granting the City an exclusive, irrevocable license to use the work.

Request For Proposal #26-053 Title: Building Improvement Program - Program Architects RFQ

1. 1. ............................................... Introduction and Background

1.1. 1.1. ............................................................................................. Summary

Each year, the City of Beaverton (City) allocates funds for professional design services through the

Building Improvement Program that aim to make improvements to commercial properties and tenant businesses in Downtown Beaverton and on Allen Boulevard. These services support the City in their effort to help commercial districts make a lasting first impression, create a vibrant and inclusive experience for patrons of local businesses, and attract investment in properties throughout the geographic area.

At this time, professional design services are needed to assist with the design of commercial storefront improvements through the Building Improvement Program. Background information on this program is provided at the following link: https://beavertonoregon.gov/1563/Building-Improvement-Program.

The City is issuing this Request for Qualifications (RFQ) to obtain the services of qualified architects

(Proposers) to perform architectural design and related professional services as needed for design grant projects through the Building Improvement Program. These projects involve the creation of new designs for commercial storefronts and façades, both exterior and interior, related to and supported by this program.

1.2. 1.2. .......................................................................................... Background

The Building Improvement Program is intended to support commercial property and business owners

(Grantees) who have an interest in improving their building but do not have experience completing projects of this nature and therefore require additional support. Grantees of these programs are assigned city staff who serve as a dedicated Grant Manager. The Grant Manager works with the designer and the grantee to help craft a design for their building that meets the goals and needs of the business(es) that occupies the space. After this design is produced, the Grantee is eligible for a secondary Project grant to assist with funding the implementation of the design.

Through the Building Improvement Program, the City funds renovations of existing commercial buildings in Downtown and on Allen Boulevard through three different types of grants: Design Grants, Program

Grants and Maintenance Grants. With a Design Grant, the City assigns a design professional to redesign both building exteriors and customer-facing interior areas of existing businesses within the two program areas. Detailed information on this program, as well as the typical life cycle of a project, can be found at:

https://beavertonoregon.gov/1563/Building-Improvement-Program.

The City intends to execute a Blanket Agreement with three (3) proposers. The term of the agreement will be for a two (2)-year period with the option to renew up to three (3) additional one-year periods.

The total term of the contract will not exceed five (5) years.

Following the execution of the Blanket Agreements, the City will engage designers for separate Project

Contracts for specific projects, with a set fee per project of $7,500 for Building Improvement Program

Design Grant projects. The value of each direct Proposer contract over the maximum five (5) year period may not exceed $100,000. The Project Contract will identify the type of services, scope of work, fee, and terms of payment for services.

https://beavertonoregon.gov/1563/Building-Improvement-Program https://beavertonoregon.gov/1563/Building-Improvement-Program

Services will be obtained on an as-needed basis and the City makes no representations as to the actual amount of service, if any, to be obtained from any particular Proposer.

2. 2. ...................................................................... Scope of Work

2.1. 2.1. ................................................................................. Schedule of Work

The City expects the Proposer selected for award of contract to be available to start work as soon as a contract is signed.

The City anticipates all work will be completed on or before June 30, 2028, unless the contract is extended.

2.2. 2.2. ..................................................................................... Scope of Work

Proposers awarded Agreements to provide Design Services for Building Improvement Program Design

Grants will be available to participate in meetings with the Grantee and Grant Manager and ultimately create the required deliverables. The Proposer will be given between three (3) and four (4) months to complete the project. The details of these meetings and deliverables are as follows:

• Four (4) meetings with the Grantee and assigned Grant Manager, including:

o Kickoff Meeting held in-person on site at the project location or virtually, depending on the

Grant Manager’s preference. At this meeting, attendees will discuss the function of the building, site-specific requirements, aesthetic direction and budget parameters for a future

Project Grant using the design generated by this Design Grant, should the Grantee decide to pursue one.

o Concept Review Meeting during which the Proposer will present no less than three (3) distinct conceptual designs they have created reflecting the Kickoff Meeting discussion.

o Final Design Review Meeting during which the Proposer will present a draft final design incorporating all feedback from the Grantee and Grant Manager, including rough-order magnitude drawings (bid set). Any final feedback/edits requested at this meeting will be incorporated into the design prior to obtaining contractor’s estimates (bids).

o Cost Review and Project Close Out Meeting during which the Proposer will present at least three (3) construction bids obtained by the Proposer, and revised bid set drawings if edits were requested at the Final Design Review Meeting.

• Deliverables:

o A short narrative scope of work to the Grant Manager upon assignment of the project, as well as confirmation of project contacts (Project Manager, Lead Architect, etc.)

o Three (3) conceptual drawings which represent distinct design directions for the Grantee and Grant Manager to consider and choose from at the Concept Review Meeting o One (1) bid set and visuals to illustrate the draft final design. The bid set must be detailed enough to provide licensed contractors with necessary specifications to create comparative bids for construction. However, drawings at this stage do not need to be permit-ready or stamped by a licensed architect o Three (3) contractor’s estimates (bids) obtained prior to the Cost Review and Project Close

Out Meeting, based upon the bid set created and shared by the Proposer. The Proposer will be provided with a template for bidders to use when creating their bids or to complete independently (their preference) in order to clearly communicate and compare bids with the Grantee and Grant Manager

• Additional Commitments:

o Respond to and check in with the Grant Manager as necessary for the project to be successful o Provide an invoice for the project fee after the Cost Review and Project Close Out Meeting, which prompts the Grant Manager to process payment

At the conclusion of the Building Improvement Program Design Grant project, the Proposer may approach the Grantee to offer comprehensive design services, including permit acquisition services, if the project is to continue. Grantees are eligible to apply for grants through the Building Improvement

Program to construct designs once completed and may hire their designer at their standard client rate using those funds or other funds they may have available.

In addition to grant agreements awarded to provide architectural design services for individual grantees as applied for, Proposers may also be asked to attend one Building Improvement Program informational session per application round (two rounds per calendar year) to provide introductory design advice to potential applicants. There is one information session offered virtually, and one offered in-person at a

City-owned building (usually either Beaverton City Hall or the Beaverton Public Library) per application round.

Though the City of Beaverton cannot guarantee that Grantees will implement designs completed through this process, nor that they will choose to contract their assigned designer, prior grantees through the program have frequently chosen to do so.
