About this file

This is a Market Research Report for the Fort Detrick Building 1674 Replace Windows project, prepared by Contract Specialist Heidi Boyer on February 11, 2026. The effort involves replacing all 89 exterior windows and 2 large bay windows on Building 1674 with new aluminum replacement windows that meet Energy Star requirements and properly seal against exterior elements. The Independent Government Estimate (IGE) for this project is $3,121,168.26. The requirement is classified under PSC Z2JZ (Repair or Alteration of Miscellaneous Buildings) and NAICS Code 238160 (Roofing Contractors), with a small business size standard of $19,000,000. The contracting activity is the Mission and Installation Contracting Command (MICC) at Fort Belvoir, with Contracting Officer Kenneth L. Mitchell and Contract Specialist Heidi Boyer serving as primary points of contact.

Market research indicates sufficient evidence exists to satisfy this requirement through an 8(a) Direct Award to LC3 Solutions, LLC, a vendor located in Laurel, Maryland, with point of contact Michael Withers. LC3 Solutions demonstrates past performance success and holds multiple certifications including Women-Owned Small Business, Veteran-Owned Small Business, Service-Disabled Veteran-Owned Small Business, Self-Certified Small Disadvantaged Business, and Black American-Owned Business designations. The SBA Dynamic Small Business Search identified 122 certified 8(a) firms and numerous other small businesses capable of performing the work. Market analysis reveals no new construction trends, high availability of energy-efficient materials, potential delivery delays due to manufacturer lead times, and pricing pressures from tariffs and supply shortages. The report concludes that the 8(a) direct award approach will enable the Army to meet six Department of the Army socioeconomic program goals while ensuring the vendor can complete work within required timeframes.
