About this file
This document is a federal budget tool and instructions related to the State Recreational Boating Safety (RBS) Grant Program. The budget tool is designed to assist states in creating the required Budget Information Sheet (SF-424A) for their federal grant application. It provides detailed instructions and templates for completing the budget categories, including personnel, fringe benefits, travel, equipment, supplies, contractual, construction, and other costs. The document also includes instructions for submitting the completed budget tool via Grants.gov and emailing it to the state's Coast Guard Grant Coordinator. The federal grant opportunity is administered by the Department of Homeland Security U.S. Coast Guard under the Boating Safety Financial Assistance program (CFDA 97.012). Only designated state authorities may apply for funding under this program to support their recreational boating safety activities and initiatives.

| If you are reading this, you have likely removed the protection on this sheet and then clicked in a cell that you should not be changing. The cell that you clicked in automatically adjusts to reflect the same amount that you type in column C. The Coast Guard prefers to see non-federal share that matches your federal carryover. If you overwrite the formula in this cell the printed copy will not be correct. If you would like to discuss this in further detail, please call Gary Jensen at (202) 372-1057 or (540) 287-5242. |

Compensation of employees for their time and efforts devoted specifically for State RBS activities. Many States have personnel whose duties are not limited to the State RBS program. For example, State RBS duties may be performed by Fish and Game or Conservation personnel who enforce State RBS laws as well as hunting or fishing laws. Title 2 C.F.R. § 200.430 requires that the salaries and wages of such personnel be supported by appropriate time distribution records that equitably distribute the time and effort.
Fringe benefits are allowances and services provided by employers to their employees as compensation in addition to regular salaries and wages. Fringe benefits include, but are not limited to, the costs of leave (vacation, family-related, sick or military), employee insurance, pensions, and unemployment benefit plans.
Travel costs are the expenses for transportation, lodging, subsistence, and related items incurred by employees who are in travel status on official RBS business.
Equipment means tangible personal property (including information technology systems) having a useful life of more than one year and a per-unit acquisition cost which equals or exceeds the lesser of the capitalization level established by the State for financial statement purposes, or $5,000.
All tangible personal property other than those described in the definition of equipment.
Contracts and sub-grants for professional services may be reported under contractual. Maintenance contracts for equipment or building upkeep are good examples. Be consistent from year to year on the items that you consider contractual.
Public access projects are the most common construction costs. Costs are allowable only for those public access sites that are identified in RBS applications approved by the USCG. RBS funds may also be used to build or repair boathouses and/or docks to accomodate RBS patrol vessels. The costs for development and construction of facilities designed for multiple use will be allocated among the various programs that receive benefits from the facility. If the non-RBS program purposes are incidental to the primary use, costs need not be allocated.
Direct costs that do not fit any of the aforementioned categories. Please be consistant from year to year on what you are reporting as "other". If costs in this category exceed 10% of the total amount budgeted for a particular RBS activity, you will be asked to provide a list of the items that you consider "other".
If your State has an approved indirect cost rate and you wish to apply it to this grant, a copy of the indirect cost agreement signed by the issuing Federal agency must be attached to the grant application.
Includes most of the fiscal and record-keeping functions of the program, as well as other items, including planning, legislative and regulatory functions, waterway management initiatives, and subgrant administration and auditing.
Along with traditional vessel equipment inspections, boating safety stops, and search and rescue operations, boating enforcement may include other functions such as incident investigations, stolen vessel investigations, and vessel assistance.
Costs associated with boater education, including on-line courses and materials associated with boating safety classes whether in person or virtual.
Costs associated with establishment and/or upkeep of State maintained buoys, signs and other waterway markers.
Costs associated with the registration and titling of recreational vessels within the State. These costs are allowable even if your agency is not responsible for the vessel registration/titling process. If the agency that is responsible can provide you with accurate expenditures, you may report the costs under the RBS grant.
A public access site is defined as a facility provided for the ingress and egress of the recreational boater to the body of water for the purposes of recreation, to include boat ramps, wharfs, dry storage facilities with launch capabilities, and marinas. State RBS public access sites will have objectives related to the following:
a. Elimination of overcrowding and congestion of waterways to enhance the safety of recreational boaters.
b. Equitable access to waters of the State for various forms of recreational boating, such as, cruising, water-skiing, fishing, hunting, or use of personal watercraft, and will address the needs of the handicapped.
c. Developing or improving areas to enhance use and enjoyment of water resources by recreational boaters.
d. Providing for the protection and safety of the facilities and the users of the facilities.
Note: You need to adjust figures in columns c and e of Section A so that no negative values are displayed. But FIRST make all of your entries in Section B.
This text block and others on this page will not show up when printed.
Complete section B FIRST To change this value click on the dollar sign.
Check for errors and submit form.
Construction Budget Form(s) (SF-424C) Available Here If adjusting figures in columns c and e cannot remedy negative values there are 2 other solutions. 1) Add more money to Section B or 2) Reduce the amount in cell E13.
