About this file

This document is a Screening Information Request (SIR) from the Federal Aviation Administration (FAA) for modernizing HVAC systems at the Burlington, VT Airport Traffic Control Tower. The project involves comprehensive replacement of existing HVAC equipment, including removing and replacing multiple air handling units, condensers, heat pump systems, and upgrading the building automation system. Key scope elements include installing new split systems, refrigerant piping, roof railings, and performing testing and commissioning of all new equipment.

The FAA will prequalify contractors through a competitive evaluation process focusing on three primary criteria: Company Resources (financial stability), Past Performance and Experience, and Key Personnel qualifications. The solicitation requires detailed submissions covering financial statements, project histories, and staff credentials. The Request for Offer (RFO) will be issued to a shortlist of six or fewer highest-scoring contractors in late June 2025, with contract award anticipated by August 2025. Electronic submissions are required, with the point of contact being Rodgers L. Cox Jr., and all submittals must be received by the specified deadline. The total project value is not explicitly stated, but the complexity suggests a significant infrastructure investment.
