About this file

This document is an Addendum to Request for Quotes #BTC-2024-RFP-001 issued by Bellingham Technical College (BTC) for offset and digital printing services. The addendum provides additional information to bidders, clarifying that those submitting minor exceptions in their proposals do not need to submit a signed copy of Attachment G: Proposed Contract, as long as they follow the instructions on Attachment C: Cooperative Agreements Aligned to Bellingham Technical College. The original request for quotes was issued to award one or more vendors to provide offset and digital printing services for BTC, a state institution located in Whatcom County, Washington. The deadline for submitting formal quotes is 4:00 pm on May 6, 2024.

The addendum notes that if a bidder's pricing is based on a cooperative or group purchasing organization contract, they must provide a copy of that contract or a link to it, and document the basis of their pricing on the price sheet. BTC will not accept cooperative contract terms if the bidding process does not fulfill Washington State's competitive bidding requirements.

Subject: Addendum to Request for Quotes #BTC-2024-RFP-001, Digital and Offset Printing

Addendum #3:

The purpose of this addendum is to provide additional information in answer to a submitted question(s).

Question 1:

Are bidders who submit minor exceptions in their proposal as stated in the Exceptions to the Proposed Contract section of the Scope of Contract required to complete and sign Attachment G: Proposed Contract as stated in section IV. Proposal Response, item #6?

Answer Question 1:

On Attachment C: Cooperative Agreements Aligned to Bellingham Technical College, it states:

If your pricing is based on any of the below, please send a copy of the contract, or a link, with your proposal submittal and on the price sheet, ensure that you have documented the basis of the pricing (i.e., based on DES contract #00000).

Bidders should be aware that if the Cooperative or Group Purchasing Organization contract and bidding process does not fulfill Washington State competitive bidding requirements, we will not accept that contract’s terms.

If you are submitting your prices based on a Cooperative, follow the instructions on Attachment C. You will not need to submit a signed copy of Attachment G as a part of the proposal.

This addendum shall become part of the original Request for Information and shall be properly signed, executed and returned, along with the formal quote response, by 4:00 pm on May 6, 2024.

Regards, Melisa Nelson Director of Purchasing Administrative Services
