About this file

This document is an addendum to Request for Quotes #BTC-2024-RFP-001 issued by Bellingham Technical College (BTC) in Washington state for digital and offset printing services. The addendum provides clarifications and corrections regarding the order of the evaluation criteria, mandatory proposal requirements, print order frequency and volume, mailing options, and product specifications. BTC is seeking proposals for a variety of printed materials including brochures, booklets, and postcards with an estimated due date of May 6, 2024.

The addendum also addresses pricing terms, stating that BTC prefers to utilize their own contract format but may potentially negotiate with awarded suppliers (ASBs) if they are based on a cooperative agreement. Subject: Addendum to Request for Quotes #BTC-2024-RFP-001, Digital and Offset Printing

Addendum #2:

The purpose of this addendum is to provide additional information in answer to a submitted question(s).

Question 1:

In Section III. 3. B. the RFP document refers to "Section III. 3. E." for the order of submission of the Evaluation Criteria. I'm not finding any subsection E there, however, Section III. 3. C. seems to have the relevant information; is this the correct section to be reviewing instead?

• Similarly, under Section IV. 2. describing proposal requirements, the document references mandatory completion of "Items c. - e. of Section II," which I'm not seeing either. Where is the appropriate location to find those requirements?

Answer Question 1:

A. CORRECTION: NOTE: All pages of the Proposal must be numbered. Responses to the

Evaluation Criteria must be in the same order as in Section III. 3. C.

• CORRECTION: MANDATORY - Complete and submit Section III. C. (if the prices proposed are based on a contract associated with a GPO, please see Attachment C and include in your documentation a contract number for reference. If the GPO does not exist on

Attachment C, please let us know cooperative full name for future consideration).

Question 2:

Related to the printing itself, what is the frequency or volume of these print orders throughout the year?

Answer Question 2:

Varies, but usually we do one big batch of program brochures, with trifold orders maybe once a quarter.

Question 3:

Based on the RFP document it sounds like everything is being sent directly to BTC, but I was curious if the postcard gets mailed at all, given the size?

Answer Question 3:

When we do postcards, we work with the printer for direct mail to a targeted mailing list that changes depending on the audience we’re trying to reach.

Question 4:

For the booklets, are any other sizes in consideration aside from the 3"W x 8.5"H finished size?

This is narrower than most standard booklets we see, and 3.5"W may be more cost effective.

I'm happy to price it both ways if that's a consideration, but wanted to verify first.

Answer Question 4:

CORRECTION: Those should be 3.5”W. That is the size of our current brochures.

Question 5:

Section III. General & Technical Specifications #2.

1. Can you please confirm ink on the Brochure and Booklets? I don’t see it listed. Assuming 4cp / 4cp?

2. Can you please confirm the Binding edge for the Saddle Stitch Brochures? Assuming 8.5”?

3. Assuming Delivery to Bellingham, WA be included in each price?

Answer Question 5:

1. 4cp is correct.

2. 8.5” is the binding edge.

3. Yes, include deliver to Bellingham, WA in price.

Question 6:

Are bidders who base their pricing on one of the Cooperatives named on Attachment C also allowed to base the terms and conditions of their offer on the terms and conditions of the

Cooperative Agreement?

Answer Question 6:

Bellingham Technical College prefers to utilize our terms and conditions, but this could potentially be negotiated with ASB(s), dependent on the Cooperative and the original bid process.

Question 7:

Are bidders whose proposals are based on the terms and conditions of a Cooperative

Agreement required to complete and sign Attachment G: Proposed Contract as stated in section IV. Proposal Response, item #6?

Answer Question 7:

Bellingham Technical College prefers to utilize our contract format, but this could potentially be negotiated with ASB(s), dependent on the Cooperative and the original bid process.

This addendum shall become part of the original Request for Information and shall be properly signed, executed and returned, along with the formal quote response, by 4:00 pm on May 6, 2024.
